Kathmandu, Jan 23: The government is preparing to opt for management contract of the national flag carrier Nepal Airlines Corporation (NAC).
Minister for Culture, Tourism and Civil Aviation Sudan Kirati said that processes have been advanced for the management contract of the NAC for its restructuring.
At a meeting of the International Relations and Tourism Committee of the House of Representatives (HoR) on Tuesday, Minister Kirati said, “We are preparing to go for this system as we are required to embrace management contract of Corporation’s restructuring.”
The Ministry has already sent a proposal for management contract at the cabinet. “A decision will be held soon on this agenda,” he shared.
Minister Kirati argued that reforms in the NAC were inevitable through management contract based on the studies and recommendations from the stakeholders.
Since the management contract modality has generated good results in different countries, this model could be appropriate in Nepal too, he claimed.
On the occasion, Minister Kirati shared that the Ministry has drawn a conclusion that the NAC cannot be run in the existing situation and the plans were prepared to run the organization by bringing about structural reforms.
On the occasion, lawmaker Udaya Shumsher JBR said that the NAC’s presence should be made robust in the international market even by adding more aircrafts.
Likewise, lawmaker Dr Dhawal Shumsher JBR said that the NAC’s management contract was appropriate but it should advance only on the basis of relevance.
However, lawmaker Prem Suwal opposed the idea of management contract of NAC and called for all to become responsible to reform the existing status of NAC.

‘Youth-focused schemes must to address unemployment’
Myanglung, Jan 23: Minister for Urban Development, Sita Gurung, has said youth-focused programmes are essential to address unemployment and retain youths within villages.
Addressing the 12th municipal convention of Myanglung municipality, Tehrathum on Monday, Minister Gurung viewed, “Villagers are deserted with youths’ exodus. Youths are leaving villages for lack of essential facilities as drinking water, road, electricity and employments. All three tiers of governments must coordinate and cooperate to ensure youth entrepreneurships.”
Similarly, the Minister said political parties and people’s representatives could also extend support to enhance quality education at community schools.
Minister Gurung is scheduled to lay foundation stones to various infrastructures being built under the ministry in the district.

CM Pande demands adequate rights to province
Parbat, Jan 23: Chief Minister of Gandaki Province, Surendra Raj Pande, has said federal government must provide complete right to province governments.
As long as the federal government retains rights and deprives the sub-national governments, province government can not deliver development, CM Pande warned, adding that there were bottlenecks rife, hindering the progress. It has weakened federalism, according to him.
CM Pande was making such observation during his address at the second district convention of Nepali Congress in Parbat.
He however said there was no alternative to making province itself prosperous rather than expecting much from federal government.
According to him, province government had planned to build self-reliant economy by propelling export and transforming subsistence economy.
On a different note, CM Pande, who is also the Nepali Congress leader, viewed NC was being cornered, which he argued, would enfeeble republic. He suggested the party that it adopted collective consciousness to carryout out works as per party statute.

Foundation stone laid to Madhes Agriculture University
Rajbiraj, Jan 23: Chairman of Janata Samajbadi Party, Upendra Yadav, laid a foundation stone to the Madhes Agriculture University here Monday. He expressed happiness over the realization of the dream to set up the agriculture university, which he argued, would contribute to economic prosperity of the country.
“I believe the skilled human resources to be produced from this university would help create jobs and prop up economic prosperity,” he said, vowing support from his side for the construction of the building.
On the occasion, Chief Minister of Madhes Province, Saroj Kumar Yadav, pledged all sorts of cooperation to ensure finance for completing the undertaking. He encouraged the university people to move ahead with high morale.
Similarly, former chief minister Lal Babu Raut reminded that decision to establish Agriculture University at Rajbiraj was made when he was the chief minister. He claimed that the endeavour would now be a province’s pride project.
Minister for Land Management, Agriculture and Cooperatives, Gobinda Bahadur Neupane, also said it was a matter of pride to have the agriculture university in Saptari. It must be kept in priority because only agriculture could be a solid base for prosperity of the province and country.
Vice Chancellor of Madhes Agriculture University, Dr Baidyanath Mahato, informed about the university. A total of 12 buildings would be constructed for the university. The multi-year project has been contracted for the construction at Rs 1 billion.
The construction would cover 26 bighs and 8 katthas of land, it was shared.

Martyr Memorial Park turns desolate
Jhapa, Jan 23: The Martyr Netra Memorial Park constructed at Birtamod municipality-7 two years back has turned desolate before it came into operation.
The locals have been worried why the park had not come into operation.
The Park was established as per municipality’s plan to attract tourists, but it faced obstruction on operation due to Covid-19 impact.
Ward Chairman Krishna Kharel informed that a collective campaign was launched to operate the public facility listed in 101 destinations set by province government.
Before the establishment of the Park, the place was occupied by the Bhutanese refugees.
The province government spent Rs 20 million to construct the park after the Bhutanese refugees left for third country settlement.
Kharel reminds that costly infrastructures were created to attract visitors in the Park set up in 22 bighas of land. Even a children’s park and swimming pool are in the Memorial Park.
The Park was made in memory of martyr Netra Ghimire, who was killed by then panchayat government at Sukhani forest in Falgun 2029. Ghimire was one among five persons shot dead in course of Jhapa movement.
As the public facility is ignored, the structures are getting unusable.
Now, with the initiative of Sundar Nichajhoda community forest users’ group, the political parties, people’s representatives and students have come together for cleanliness of the public garden.
“There is huge amount of government investment, but it is left unused,” Kharel said, adding that would now press the concerned agencies for bringing to use the Park. The local level would continue sanitation for a week.
Similarly, chairman of communist forest user’s group, Badri Pyakurel, informed that the Park would be brought to operation after maintaining drinking water, electricity and toilet.
Even a security system would be put in place because the spot is near jungle corridor where elephants stroll.
The amenities inside the Park would be repaired and made usable.

Tourists’ arrival falls 30 percent in Sagarmatha region
Salleri (Solukhumbu), Jan 23: Phudoma Sherpa from Khumjung village of Khumbu Pasanglhamu rural municipality-4 in the district is feeling desolate this winter.
Although the tourist arrival was normal in the previous years, it is bleak this time, she said. “Last year, tourist influx was normal, but less number of visitors is worrying this winter,” she shared.
The Sagarmatha National Park Office at Namche also confirmed that this winter recorded 30 percent fall in tourists’ visit in the Sagarmatha region this year. The Khumbu area was visited by 1,920 tourists last year, while only 1,329 turned up this year, according to information officer at Park Office, Manoj Kumar Mandal.
Among the total, 455 were domestic tourists while 1,465 foreigners last year. A total of 120 Nepalis and 1,209 foreigners reached the Khumbu region now.
Lately, with the rising cold, the Khumbu region has turned bleak. The Park Office informed that the dipping mercury is the reason behind it.
This region sees tourist season for six months in a year. Among these, the Nepali months of Asoj, Kartik and Mangsir are peak times.
In the peak season, as many as 1,000 tourists visit the Khumbu region a day, while there are hardly five to seven tourists now, information officer Mandal added.
Ward-4 Chairman Laxman Adhikari said the tourism entrepreneurs are free at present. Even the locals have left villages to avoid cold.
When it is off-season, the locals also visit new places.
Chief of Area Administration Office, Namche, Sujan Kumari Bardewa, said the places as Lukla, Namche, and Khumjung are now dismal with limited movement of people. Many people go down the hills to escape brutal cold.
Public offices also record negligible number of service seekers, Bardewa added.
Teacher at Khumjung Secondary School, Tilak BK, said, “As the winter begins, the people here leave for warm places including Kathmandu and some even have religious visits up to Bodhgaya, India.” Most of the Khumbu people stay in Kathmandu during cold.

MoU signed for environment-friendly cement production
Kathmandu, Jan 23: A memorandum of understanding (MoU) has been signed seeking the future for environment through cement industries operating in Nepal by checking the amount of carbon emission from these industries.
The Department of Mines and Geology and the Cement Producers’ Association signed the MoU in this connection with the Technology and Action for Rural Advancement (TARA) on Monday evening. The MoU is related to production of cement in Nepal using the limestone calcine soil technology.
Director-general at the Department Ram Prasad Ghimire, Association president Dhruba Thapa and TARA vice-chairman Soumen Maite signed the MoU in the witness of secretary duo at the Ministry of Industry, Commerce and Supplies, Mukunda Prasad Niraula and Narayan Prasad Sharma Duwadi.
Carbon emission can be reduced by 40 percent and the consumption of coal is also decreased when cement is produced by using the limestone calcine soil, said Director-general Ghimire. The Swiss Development Cooperation has supported this technology.
Senior geologist at the Department, Narayan Baskota said this technology was launched in Switzerland in 2013 and it is introduced in Nepal only recently. Large amount of money spent in importing coal for the cement industries can be saved with the use of this technology, it is said.

PM Dahal expresses commitment to make policy, programme and budget people-oriented
Kathmandu, Jan 23: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has expressed commitment to making the coming fiscal year’s policy, programme and budget people-oriented.
During the meeting with a delegation led by CPN (UML) Chairperson, KP Sharma Oli, at the official residence of the Prime Minister at Baluwatar today, PM Dahal shared that he was hopeful it would bring good results as a quality change is going to be made in coming year’s policy, programme and the structure, timeline and process of the budget.
On the occasion, the CPN (UML) had submitted memorandum before the government after incorporating the demands put forth by the people during ‘Resolution Journey for Prosperity’ campaign launched by the UML from Jhulaghat of Baitadi to Chiwabhanjyang of Taplejung from November 30 to December 17.
Receiving the memo, the Prime Minister said the attention drawn by the UML on the issues of development construction of mid-hill areas, public service and prosperity would make significant contribution in government’s policy, programme and budget making.
He further said the UML’s campaign has significantly contributed in protection of and strengthening the federal democratic republic.
PM Dahal also expressed commitment that the government would seriously involve to address the possible issues presented by the UML in the memo.
Sharing that the campaign made significant contribution to understand the life of mid-hill areas, development construction, people’s psychology, situation of political collaboration, aspiration of prosperity, and its possibilities, former Prime Minister and UML Chair Oli urged the prime Minister to help address the issues incorporated in the memo.
UML office-bearers as well as other leaders were also in the delegation.

NC leader Pokhrel passes away
Kathmandu, Jan 23: Nepali Congress leader Draupada Sharma Pokhrel has passed away. The 101-year-old leader died this morning at her house at local Ranibari. She is the spouse of freedom fighter the late Govardhan Sharma Pokhrel.
Draupada has made unparalleled contribution to the democracy movement in Nepal since the movement to overthrow the Rana autocracy in 2007 BS till the people’s movement for the restoration of democracy in 2046 BS. She was also elected the President of local women association following the 2007 BS political revolution.
Following the confiscation of all property of her husband, Govardhan Sharma, she was arrested in the political movement in 2018 BS and taken to custody in Pokhara on foot.
She was the Chairperson and Patron of the Govardhan Sharma Memorial Trust. She leaves behind four sons – Ram Chandra, Krishna Chandra, Dr Jagadish Chandra and Subas Pokhrel and two daughters – Priyambada and Satyawati.
He last rites would be performed at Pashupati Aryaghat today itself, said Ram Chandra, Drupada’s eldest son.

All preparations for NA election complete
Kathmandu, Jan 23: All preparations along with necessary security arrangements for the National Assembly election have been completed. The NA election is taking place on January 25.
The voting is scheduled from 9:00 am to 3:00 pm where Province Assembly members, and the chairpersons and vice-chairpersons of rural municipalities, and the mayors and deputy-mayors of urban municipalities are the voters.
The Election Commission has determined silence period from Monday mid-night till the end of voting in order to maintain impartiality, transparency and fear-free environment in the election as per the legal provision.
During the silence period, political party office-bearers, candidates, sister organisations of the party, other persons, institutions and bodies that must follow the election code of conduct are not allowed to conduct any kind of discussion, interaction, meeting and workshop related to election publicity, said EC Spokesperson Shaligram Sharma Poudel.
Arrangement has been made for white ballot paper having election symbols in green ink for Province Assembly members, and for white ballot paper with election symbols in red ink for chairperson, vice-chairpersons of the rural municipalities and mayors and deputy-mayors of municipalities in the election.

Women leadership lacking in Badghars
Tikapur, Jan 23: The Tharu community in Kailali recently celebrated the Maghi festival with much fanfare. Shifting their attention, they have geared up for electing leadership in Badghar or Bhalmansa. The leadership is traditionally nominated by a community gathering locally knows as ‘Khojni Bojni bhela’.
However, women were and are never prioritised during the selection of leaders in Badhghar or Bhalmansa as these positions are exclusively held by men since the beginning.
One Ram Kumari Chaudhary of Janaki-7 voiced her concern over the ‘neglect’ for women’s meaningful representation in Badghar and Bhalmansa. The community is not serious about the need of women leadership in such social units within the Tharu population.
The selection procedures are not inclusive though in some cases the process is followed by election or on the basis of consensus. The tradition is not liberal to bring women into leadership roles, according to her.
Despite constitutional and legal mandates requiring 33 percent women’s participation each areas, this inclusion has not extended to Badghar or Bhalmansa.
Basanti Chaudhary of Janaki rural municipality highlighted the male-centric nature of the leadership selection process in the Badghar committee.
All the posts in the Badghar community in her locality are held by males. Women are not trusted for the leadership. The term ‘leader’ in Badghar has been synonymous with male leadership, she added.
There are 57 Badghar inside the Tikapur municipality in Kailali and they have the participations of two women in total when the temporary population of women outnumber male who are outside home due to employment. Despite their active roles and contribution in social affairs, they political roles are overlooked.
Chaudhary stressed that women should be encouraged to take the leadership roles in Badghar or Bhalmansa. “It is urgent to give them opportunities to lead Badghar and Bhalmansa,” she asserted.
Some local levels have enacted the Badghar Act and the nominations of leadership in Badghar and Bhalmansa are underway in various local levels.
Local levels here are effortful to validate the long-existing tradition of Badghar or Bhalmansa among the Tharu community.
Women have realised the need to incorporate the issues of inclusion and women in Badghar or Bhalmansa leadership.
Janaki rural municipality vice- chair Lalmati Devi Kathariya underlined the need of adhering to the constitutional provisions in the election of Badghar or Bhalmasna leader. “Women have equally right to claim their stake in the leadership roles.”
In the Tharu community, the person holding the position of Badghar or Bhalmansa traditionally does the role as a chief of the community who is authorised by the community to look after community affairs, drafting local laws and run the community.

UML presents 751 plans and demands collected from Mid-hill region to government
Kathmandu, Jan 23: CPN (UML) Chair KP Sharma Oli today handed to Prime Minister Pushpa Kamal Dahal ‘Prachanda’ a memorandum incorporating 751 plans and programmes along with possibilities and challenges of the development of the Mid-hills region.
The main opposition party compiled in written form the demands, memos and suggestions that it received from the people and the problems the party itself observed in course of the ‘Resolution Journey for Prosperity’ campaign launched by the UML from Jhulaghat of Baitadi to Chiwabhanjyang of Taplejung from November 30 to December 17.
The UML has drawn the attention of the Government of Nepal to the latest condition of the Pushpalal (Mid-hills) highway and also to the need of realignment and improvement of the highway at several places. It is stated that the Mid-hills region has accorded priority to the highest number of 157 demands related to the road and 25 related to construction of bridge.
Among the major suggestions are related to road, education, tourism, agriculture and fruits, health, industries, energy, motorable bridges, irrigation, building construction, preservation and promotion of culture, land management, settlement development, sports, ending the evil social practices as caste discrimination and untouchability, and violence, management of drinking water and source conservation, reconstruction and rehabilitation in earthquake-affected areas, construction of tunnel way, prevention of soil erosion and construction of embankments, among others.
The memo incorporated various issues including migration becoming a big challenge in hilly settlements, some of the settlements turning empty due to outmigration, some of the schools being on verge of closure in lack of students, fertile land turning barren, some of the places even lacking family members to take care their elderly parents, as well as lack of youths to carry the dead to the cremation ground, said UML’s central Publicity and Publication Department Chief, Rajendra Gautam.
Similarly, the UML urged the government to stop the uncontrolled import of agro products from foreign countries, to control exploitation by middlemen, to make arrangement of capital and technology, crop insurance, support price of production and its market.
Stating that post-earthquake reconstruction and rehabilitation task in Jajarkot and Rukum West is in snail’s pace and very disappointing, the UML assessed that death of more than 34 quake-victims from cold in lack of temporary huts and warm clothes is the matter of shame.
It also demanded the government to save the life of the people by providing relief for temporary huts and guarantee the temporary huts for them immediately.

Ministry seeks submissions for proposed Social Sites Act
Kathmandu, Jan 23: The Ministry of Communications and Information Technology has invited submissions for the proposed Social Sites (Use and Regulations) Act, 2080 BS’.
According to the Ministry, the bill aims to discourage abuse of platforms of social sites, making their use decent, safe and systematic.
The primary goal of the Act includes making social platform operators and users responsible and accountable to society. More, it aims to promote social goodwill, cultural tolerance, and good governance.
The draft of the Act has the provision mandating any individual, company or an organisation intending to operate the social site platform to get registered in the Social Sites Management Centre.
Submissions are accepted through the Ministry’s official website info@mocit.gov.np until January 29.

Traders in New Road area protest after KMC bans vehicle parking
Kathmandu, Jan 23: The traders and businesspersons of New Road area have protested after the Kathmandu Metropolitan City banned vehicle parking in the area.
The entrepreneurs protested by closing all shutters of shops in the area after the KMC announced ‘no parking area’ there from today. Earlier, vehicles were being parked at New Road area.
Chairperson of Nepal National Federation of Entrepreneurs, Kumar Karki, said entrepreneurs of New Road area are in problems after the KMC decided to remove parking in an unscientific manner.
He mentioned, “Ban on vehicle parking in the area has added more problems at a time when business is sagging.”
The KMC has removed vehicles parked at New Road area from today morning. Chief of KMC Police, Raju Nath Pandey, shared that the decision to ban vehicle parking at New Road area was taken to ease the movement of people and ease crowd at the area.
He added they have made arrangement of free parking facility at Kathmandu Tower where 300 four-wheelers and 700 two-wheelers could be parked. The KMC carried out special cleanliness of parking prohibited area this morning.

Draft of Higher Education Act: National criteria for university proposed
Kathmandu, Jan 23: The Ministry of Education, Science and Technology has prepared the draft of the Higher Education Act, 2080, determining the national standard for establishment and operation of a university.
Demand had been coming for enacting an umbrella act for the overall management of higher education and for systematizing the operation and regulation of universities.
The Ministry has shared the draft of the Act in its website for seeking suggestions on it. The draft has fixed the physical and educational infrastructure, the teacher-student ratio in the stipulated numbers, management of investment and resources and human resource management, the academic programmes to be run and their utility as the national standard for university.
Similarly, the draft has proposed classifying universities in three types – central, province and deemed university. It is also stated that the existing universities not going to transform into the central university within five years of the coming into force of this Act shall be included in the province university.
The draft stipulates that the Prime Minister will be retained as the Chancellor of some universities considered as ‘centre of excellence’ and the Chancellor at other universities could be the university office-holder.
Similarly, it is stated in the draft that the Education Minister shall be the Chair of the Higher Education Commission.

‘Shambala’ competing in Berlin Film Festival for first time from Nepal
Kathmandu, January 23: ‘Shambala’, the Nepali movie directed by Min Bahadur Bham, has been selected to compete in the Berlin International Film Festival-2024.
This marks Bham’s second entry into the international film festival scene, following his successful debut with ‘Kalo Pothi (The Black Hen),’ which garnered various international awards.
In the prestigious world film festival scheduled from February 15 to 25, a total of 20 movies, including “Shambala,” will be vying for recognition in the international films category.
Bham expressed that the film, which took eight years to complete, owes its success to the tremendous efforts of the film production unit. Initially titled ‘Chiso Barsha,’ meaning ‘Year of Cold,’ the movie was later renamed ‘Shambala’. The narrative unfolds in both Nepali and Tibetan languages.
This is the first time a Nepali movie has secured a spot in the Berlin Film Festival.
The storyline revolves around an expectant mother from the highlands who embarks on a journey with her husband’s younger brother in search of her husband who has left her.
The movie was filmed at altitudes ranging from 4,200 to 6,000 meters in Dolpa, a district in Karnali. The script was a collaborative effort between Bham and Avinash Bikram Shah. Thinle Lhamo, Sonam Topdra,Tenzing Dalhal, Karma Shakya, among others are starring in the this movie.
According to Bham, 44 drafts of the film were prepared before giving its final shape. As he said, the film will be competing in other film festivals as well. However, its release in Nepal has not been scheduled yet.
Bham’s short film ‘Bansulli’ is the first Nepali short movie selected for the Venice International Film Festival.

NA organises its Photos and Units Special Expo
Kathmandu, Jan 23: The Nepali Army has organised a special exhibition of its photos and units in the premises of Army Headquarters, Jangi Adda, on the occasion of establishment day of the organisation.
Chief of Army Staff, Prabhu Ram Sharma, inaugurated the expo amidst a function today. Photos reflecting the activities of the Army from past to present, weapons and equipment have been kept in the display. The expo will run till five days.
One can get information about military uniform, band, horse riding, jungle and mountain warfare, special troop, national park and wildlife reserve and peace-keeping after visiting the expo.
Activities as well as audio visual of activities related to development construction run by NA, disaster management, sports and activities of military schools have also been incorporated in the expo.
Arrangement of free entry from 10:00 am to 5:00 pm till January 27 has been made in the expo organised with an objective of providing opportunity to general people to closely observe the military related various activities.
On the occasion, Spokesperson at the NA Directorate of Public Relations and Information, Krishna Prasad Bhandari, expressed the belief that the general people would get the information about military uniform, military equipment as well as activities of the NA from the expo.
Meanwhile, Ramban Company, Special Unit Brigade and Shreemehar Battalion secured first, second and third positions respectively in the photo competition organised by NA on the occasion.
Similarly 17 number Brigade, Ranasher Battalion, Khadgadal Battalion, Bhawani Bax Battalion, Arjunban, Bhagawatidal Battalion and Sainik Awasiya Mahabidhyalaya, Pokhara, received consolation prize.
Similarly, Siddhartha Maharjan, Safal Prakash Shrestha and Barsha Shah received first, second and third prize in the competition towards non-military category.

DPM Khadka discusses about 16th Periodic Plan with NPC officials
Kathmandu, Jan 23: Deputy Prime Minister and Minister for Defence Purna Bahadur Khadka today met with officials of National Planning Commission (NPC) to discuss with the upcoming 16th Periodic Plan.
During the meeting held at the Ministry of Defence, the NPC team comprising vice chair, members and member secretary briefed the Minister about the formulation of upcoming the Plan, according to the Minister’s Secretariat. On the occasion, the Minister advised the NPC team to assess challenges in implementing plans in the past and find out the solutions as well.
On the occasion, he urged the NPC delegation to specify issues of the provinces by observing obstacles for their developments in the Plan. As he stressed, plans should drafted in a way that citizens of respective province and areas could own them.
Nation’s geography and ecology should also be considered while drafting the Plans. The productions of specific areas, substantive research about such productions and the certainty of market for farmers’ productions should be the priorities of the Plan, he told the NPC officials. “Plan with identifications of challenges in development endeavors and probable solutions are needed of the hour.”
He insisted the need to address the issues such as lengthy administrative procedures, challenges in clearing the site and in the land acquisition in the Plan.
Each plan is expected to capable of addressing problems that the citizens are facing in their daily lives and to be applicable as well, according to the Minister.
NPC Vice Chair Dr Min Bahadur Shrestha, member Dr Anita Shah Dhungana, member secretary Dr Toya Narayan Gyawali, Defense Secretary Kiran Raj Sharma and joint-secretary Gyanendra Poudel were among those present in the discussions.

Nepal reiterates its commitment to disarmament and global peace
Kathmandu, Jan 23: Minister for Foreign Affairs NP Saud has reiterated Nepal’s commitment to disarmament and world peace.
“Nepal’s commitment to disarmament is total and unequivocal. It is one of the objectives of Nepal foreign policy as well,” he said adding that as a party to NPT, CWC, BWC and a signatory to CTBT and TPNW, Nepal has been advocating for the promotion of disarmament.
The Foreign Affairs Minister said this while addressing the Asia-Pacific Regional Preparatory Meeting for the Fourth Review Conference of the United Nations on the Programme of Action on Small Arms and Light Weapons that kicked off here today.
“Besides, we refrain from aligning with any security alliances. While recognizing the legitimate rights of every nation to acquire small arms and light weapons for defence purposes, Nepal strongly advocates for non-proliferation and endorses measures aimed at preventing and controlling the illicit trade of these weapons,” he further said.
Stating that Nepal believes unilateral, bilateral, and regional commitments constitute building-blocks and enabling steps towards disarmament at the global level, he said civil society, private sector and academia have all important roles to play, along with the government in creating a society free from armament.
“As envisaged in SDGs target 16.4, overall SDGs cannot be realized without controlling illicit arms flow. The meeting is taking place in a sacred land, the birthplace of Lord Buddha whose profound message of peace, compassion, and nonviolence aligns fully with the objective of the meeting,” Minister Saud said.
The Member States of the United Nations adopted the Programme of Action to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects in 2001 foreseeing that illicit use and trade in small arms and light weapons incites crimes and violence, endangers natural resources and wildlife, and undermines peace, security, stability and sustainable development at individual, local, national, regional and international levels.
He further added: “As we look towards the 4th Review Conference, I think, we must focus on some of the key priority areas: Firstly, we need to strengthen our national capacities. Enhanced financial and technical support is crucial for developing countries, particularly the LDCs, to effectively implement the Programme of Action and to report progress accordingly.
Secondly, it is essential to actively promote regional initiatives to address the unique challenges of small arms and light weapons in our region. Sharing best practices, conducting joint investigations, and enhancing information exchange can be some of the key areas for effective collaboration.
Thirdly, we must adapt our strategies and regulations to counter threats posed by homemade firearms, unmanned aerial vehicles and other emerging technologies, and fourthly, we must engage women, youth, civil society, private sector in planning and implementation of small arms and light weapons control measures.”
On the occasion, the Foreign Affairs Minister also expressed confidence that this Regional Preparatory Meeting will serve as an important platform for sharing experiences, identifying the pressing challenges, and preparing ourselves to negotiate fruitful outcome during the 4th Review Conference in June of this year.
He called for uniting, pooling the collective strength and commitment to creating a region, and ultimately a world, free from the threat of illicit small arms and light weapons, as well as forging a path towards lasting peace and security.
Nepal is the co-host of this event together with the UN Regional Centre for Peace and Disarmament in Kathmandu. Delegates from more than 25 countries across the Asia-Pacific region are participating in this meeting.

National Action Plan on Business and Human Rights unveiled
Kathmandu, Jan 23: Minister for Labour, Employment and Social Security, Sharat Singh Bhandari, has said that the National Action Plan on Business and Human Rights has been prepared with the goal of promoting business activities responsible for the respect and protection of human rights.
Launching the ‘National Action Plan on Business and Human Rights 2080/81-2084/85 BS’ amidst a programme organised by the Ministry here today, Minister Bhandari expressed the confidence that the Action Plan will contribute significantly in encouraging the businesspersons to promoting security and respect in society fulfilling their responsibility towards society and in bringing notable improvement in the living standards.
He stressed on the effective implementation of the action plan for responsible business and respect of human rights.
National Human Rights Commission (NHRC) Chair Tap Bahadur Magar said that the National Action Plan incorporates the 35-point suggestions given by the Commission for enriching it.
He called on all sides to put in efforts for the successful implementation of the action plan so as to protect the rights of the indigenous nationalities and the minorities as well as for environmental conservation.

PM Dahal stresses on speeding up construction of Budhi Gandaki Project
Kathmandu, Jan 23: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has laid emphasis on the need of accelerating construction of the Budhi Gandaki Reservoir Project as it is the national pride multi-purpose project.
During a meeting held at the Office of the Prime Minister and Council of Ministers at Singha Durbar today, PM Dahal stressed the need of moving ahead expediting the construction of the project.
He said, “Budhi Gandaki Reservoir project is not a normal project. It is the national pride project as well as multi-purpose project. We have already signed memorandum of understanding to export 10,000 MW electricity in 10 years. So it is necessary to such projects without any delay.”
The Prime Minister also directed the Ministry, Nepal Electricity Authority and Budhi Gandaki Project Ltd no to remain in any confusion about the construction of the project at a time when compensation has already been distributed acquiring land.
He mentioned, “Total Rs 43 billion compensation has already been distributed. It has been inaugurated by establishing field office. So the construction of the project should be forwarded.”
Describing the Budhi Gandaki as the one with potential for multiple returns, the Prime Minister underlined the need of accelerating it. “This will make quality contribution to nation’s economy.”
This being a reservoir-based project will have a crucial role in adjusting with energy issue in off-season and will support pisciculture, physical infrastructure construction, and job creations among others. In the meeting, Minister for Energy, Water Resources and Irrigation, Shakti Basnet, underlined the need of searching for reliable investment sources and their mobilization for also the implementation of the energy agreement for the Budhi Gandaki.
Government Chief Secretary Dr Baikuntha Aryal said it has been already decided to allocate Rs 10 of petroleum products tax and Rs five of infrastructure tax to the Project. He highlighted the need of coordination and efforts to mobilise capital of funds operated by the government structures in the Project.
Budhi Gandaki Hydroelectricity Limited’s Project Chief Jagat Shrestha gave his presentations focusing on the present state of the project, its progress and upcoming plans.
Deputy Prime Minister Purna Bahadur Khadka, Minister for Communications and Information Technology, Rekha Sharma, Finance Secretary Krishnahari Puskar, energy secretary, secretary at the Office of the Prime Minister and Council of Ministers, Nepal Electricity Authority officials and Budhi Gandaki Hydroelectricity Limited officials were also present in the meeting.

Govt recommends President to summon federal parliament’s meeting on February 5
Kathmandu, Jan 23 : The government has recommended to the President to summon the meeting of the federal parliament on coming February 5.
The meeting of the Council of Ministers convened at Singha Durbar today decided to recommend to the President to convene the meeting for 4:00 pm on the same day, said Minister for Information and Communications Rekha Sharma.
Minister Sharma, also Spokesperson of the government, shared that the meeting also decided to form a team to hold talks with the government of Japan so as to finalize the draft agreement on concessional loan amount to over Rs 31.02 billion for the implementation of Koteshwor Intersection Improvement Project.
Furthermore, the cabinet nominated Dr Ashim Bhandari as the coordinator of the National Anti-Doping Agency as per the National Sports Development Regulations-2079 BS, Minister Sharma shared.

PM Dahal informs Speaker Ghimire about preparations for upcoming Parliament session
Kathmandu, Jan 23 : Prime Minister Pushpa Kamal Dahal ‘Prachanda’ talked to Speaker Devraj Ghimire over the phone about the preparations for convening the next session of the Federal Parliament.
Prime Minister Dahal called Speaker Ghimire before today’s meeting of the Council of Ministers and informed the latter about the preparations for calling the session, according to the Secretariat of the Speaker.
The session of both houses of the Federal Parliament is scheduled to be held at 4:00 PM on coming February 5, after the government today decided to recommend to the President to summon the parliament session that day.

Next budget to focus on accomplishing incomplete projects-PM Dahal
Kathmandu, Jan 23: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said the upcoming fiscal year budget will focus on accomplishing incomplete projects arguing that conventional policy, programme and budget will not address the problems.
At a meeting held at the Office of Prime Minister and Council of Ministers (OPMCM) today as preparation for upcoming year’s policy, programme and budget, Prime Minister Dahal directed the subordinate authorities to make necessary preparation for completing the unfinished projects.
The Prime Minister drew the attention of the Ministry of Finance and National Planning Commission to be serious towards the trend of leaving old plans in limbo and adding new ones, which has resulted in weak performance and waste of huge resources.
“Development should be planned. There is a practice of demanding development without feasibility study and utility. It is unfortunate that there prevails lack of ownership, deficit of resource and freezing of appropriated budget. We should rise above the situation. All efforts should be put to complete unaccomplished projects”.
Though economic indicators are positive, they are not yet free from pressure, PM Dahal added. There are several anomalies in development works, he said, adding, “Let us rise above the conventional mindset and working style. Plans should be selected not to appease one and all but to accomplish the task of prosperity. There should be ‘breakthrough’ this time”.
At the meeting, Finance Minister Dr Prakash Sharan Mahat underlined the need of keeping austerity measures in view of shrinking revenue collection. Chief Secretary of the government, Dr Baikuntha Aryal said with the amendment to the upcoming year’s policy, programme and budget-making there will be opportunity to draw conclusions based on adequate study and discussion.
On the occasion, Finance Secretary Dr Krishna Hari Puskar and department heads of the ministry delivered thematic presentations about the present status of the economy. During the meeting, Prime Minister Dahal issued 16 directives. He said that arrangements should be made to finalize the ceiling of the budget by estimating the resources for the next financial year as well as for the next three years.
Before taking a final decision on the ceiling, the National Planning Commission and the Ministry of Finance will have to hold intensive discussions with all the ministries by February 3. After the ministry discussions are over a joint discussion with all the ministries should be held before February 7 to discuss the state of national priorities and national resources.
In this regard, Prime Minister Dahal said that projects of national pride should be ensured with necessary budget allocation as per to the approved procurement master plan. He budget to the projects and programs that have been given multi-year resource assurance should be allocated first.
The Prime Minister said that the budget should be allocated for projects for which preparation has been made, which has been entered into the project bank and that give returns. The ministries should stop the trend of sending budget for the projects and programs implemented by the province and local levels as conditional grants in the middle of the financial year.
The Prime Minister drew the attention of the Ministry of Finance to ensure that programs and projects that are contrary to the project classification standards are not kept at the federal level, that the practice of scattering the budget is completely put an end to and that the principles and priorities of the budget are presented in the parliament and that the ceiling of the ministry budget is also included in the schedule.
Prime Minister Dahal pointed out that the National Planning Commission and the Ministry of Finance should prepare budget including the issues raised in the parliament and the suggestions given by the ordinary Nepalis on the principles and priorities of the budget. He stressed on the need to build a revenue system to increase production and productivity, increase the scope of revenue, maintain low customs duties on raw materials and revise the tax structure.
Similarly, he said priority should be given to agriculture by implementing production-based subsidy system and programs should be prepared by coordinating programs of related ministries, and a program to involve the private sector as much as possible.
The Prime Minister said the ministries should be given full access to the budget system and they should finalize the programs and projects. The Ministry of Finance should stop adding projects and programs by itself.
In addition, Prime Minister Dahal emphasized that once a procedure or guideline has been created for a program or project it should not be developed again every year.

Kathmandu, Jan 23 : Gandaki Province defeated Bagmati Province by 3 wickets in the match held today under the Prime Minister’s Cup Men’s ODI Cricket Tournament.
Opting to bat first after winning the toss in the match held at the TU Cricket Ground in Kirtipur, Bagmati scored 198 runs after losing all wickets in 49.1 overs.
Anshutosh Ghiraiya scored the highest with 44 runs for Bagmati followed by Ishan Pandey who scored 43 runs. Bipin Acharya contributed 38 runs while Ashok Paudel scored 30 runs.
For the bowling side, Kamal Pariyar took four wickets while captain Bipin Khatri and Amrit Gurung took two wickets each and Sandeep Parajuli took one wicket.
In reply, Gandaki reached the victory target of 199 runs at the loss of 7 wickets in 49.3 overs. Kiran Pangeni scored 79 runs for Gandaki including 6 fours and three sixes in 98 balls. Similarly, Ishwar Chhetri scored 36, Muskan Thapa scored 27, Kamal Pariyar scored 20 runs and Samir Kandel scored 19 runs to win the match.

Personal bank accounts being used for business transactions for tax evasion
Kathmandu, Jan 23: The trend of using personal bank accounts for business transactions to evade taxes is on the rise in the country as evidenced by the number of such cases reported to the Financial Intelligence Unit (FIU-Nepal), according to the Nepal Rastra Bank (NRB).
In the annual report of FIU-Nepal released Tuesday, the NRB said that personal bank accounts were used to evade tax instead of business and institutional bank accounts.
In its findings, the report stated that 37 per cent of suspicious transaction reports received from January 2020 to December 2022 were related to the suspicious of tax evasion through use of personal bank accounts for business transactions. On an average, monthly 65 such suspicious transactions were received by FIU-Nepal during this period, it is said.
According to the central bank, 48 per cent of such business transactions were linked with proprietorship business, 33 per cent with private limited companies and 19 per cent of such firms’ registration status remained unknown.
“Nature of such involved businesses are trading, manufacturing, hotels and restaurants, travels, medical etc. Multiple personal accounts were found to be used for transaction for a single business. For such transactions, personal accounts of proprietor or shareholder is used in most of the cases. Other involved are: family members, employees,” the report revealed.
The FIU-Nepal analysed 204 such cases and 113 were disseminated to Department of Revenue Investigation and Inland Revenue Department for further investigation. “Based on disseminated cases, involved suspicious amount is approximately Rs 12 billion on an annual basis,” it stated.
In its recommendation, the report has urged all the stakeholders to play active role for harmonization in nature of business and type of account used for the related transactions.
The customers are recommended to be aware on types of accounts and its purpose at the time of customer onboarding and on a regular basis while the business firms and companies need to be made aware regarding use of firm’s or company’s account while conducting business related transactions.
Likewise, the regulators have been urged to impose fines and penalties on use of personal savings account for business related transactions. The use of personal bank account for business related transactions should be discouraged through directives.
Furthermore, the investigating agencies are recommended to include the personal accounts of shareholders, promoters, proprietors, key staffers and their close associates while undergoing tax assessment or any other kind of investigation.

Annual Report of Attorney General’s Office submitted to President
Kathmandu, Jan 23 : Attorney General Dr Dinesh Mani Pokharel has submitted the annual report of Office of the Attorney General for the fiscal year 2079/80 to President Ramchandra Paudel.
At a special function organized the Office of the President, Sheetal Niwas, on Tuesday, the annual report was submitted to the President.
The report stated that 2,914 out of 14,289 cases, writs and petitions filed by the Attorney General’s Office at the apex court were settled. The success of the government side involved cases disposed of is 41.28 percent.

Govt prioritizes APF’s Border Development Programme: PM Dahal
Kathmandu, Jan 23 : Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the government would take forward the Armed Police Force (APF) Border Development Programme with high priority.
Addressing the 23rd anniversary of the APF here Tuesday, PM Dahal said that he was aware of the contributions of the APF in defending country’s security and dignity.
Reiterating that the government had attached high priority to the APF’s programmes, the Head of the Government expressed, “I am confident that border security and management run by the APF would address existing problems and challenges and thereby making a qualitative contribution in defending country’s border and dignity.”
He lauded that the contribution of police cadres and officers of the APF in discharging their duties with spirit of service towards nation and enduring the geographical and environmental adversities.
PM Dahal assured that the government was committed to further well-equip APF deployed in border security and to mobilize them more effectively. He honoured the APF saying, “I would like to express my honour to the APF for your contribution in revenue collection, security of important personalities and structures, maintaining internal security, law enforcement, maintaining peace and order among others besides border security.”
The Prime Minister shared that he was aware of the problems in boosting the morale and advancing career of the APF’s officers. “The process to promote some 6,000 APF cadres and officers of various ranks has been completed since I led the incumbent government. The APF has been entrusted with additional responsibilities as well.”
Assuring to facilitate in addressing the remaining problems in the APF organization in coming days, the PM pledged to accord high priority on boosting morale of the cadres and officers in the APF besides ensuring services and facilities and availing with arms and ammunition, and other materials for them.

Minister Sharma calls to make 16th plan as a plan of digital transformation
Kathmandu, Jan 23 : Minister for Communications and Information Technology Rekha Sharma has said that the 16th periodic plan should be made a plan for digital transformation.
Minister Sharma has asked the National Planning Commission (NPC) to forward the activities of digital infrastructure with priority. During a discussion meeting between the Ministry and NPC at the Ministry on Tuesday, Minister Sharma said that time has come to centre the state’s priority and investment in the information technology sector as country’s prosperity was not likely without digital transformation.
She said that the upcoming plan should be made by confirming the priorities of all ministries and agencies to implement the Digital Nepal Framework. “A lot can be done in the making of Digital Nepal if we advance all areas at once,” Minister Sharma argued.
On the occasion, Minister Sharma pointed out that poor mentality and planning resulted in underdevelopment in the country rather than insufficient budget. For this, the concept of project bank should be advanced with the clear modality of investment from the government, donors, public and other resources.
During the discussion, National Planning Commission Members Dr Prabhu Budhathoki and Dr Anita Shah Dhungana as well as Ministry’s Secretary Ram Krishna Subedi were present.

Asia-Pacific countries to address threat of illicit small arms trade
Kathmandu, Jan 23 : Delegations from over 25 countries in Asia-Pacific countries have gathered in Kathmandu to collectively tackle the spectra of illicit arms’ trade.
The three-day regional preparatory meeting for the fourth review conference of the United Nations Programme for Action (UN PoA) to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All its Aspects and International Tracing Instrument has kicked off on Tuesday.
The meeting would be chaired by President designate of the fourth review conference Maritza Chan Valverde of Costa Rica as well as Izumi Nakamitsu, UN Under-Secretary-General and High Representatives for Disarmament Affairs.
UN PoA, established in 2001 at the UN General Assembly, is a critically and politically binding framework. It provides framework for activities to counter illicit trade in small arms and light weapons.
It also encompasses commitments by UN member states to enhance control measures over small arms, including through improved national regulations, stockpile management, import/export controls and international cooperation.
The adoption of the International Tracing Instrument in 2005 further strengthened the mechanism and facilitated tracing, emphasizing the need for effective marking and record keeping of weapons.
These measures are an integral part of global efforts to address the challenges posed by the illicit arms trade and are in line with the Sustainable Development Goals (SDGs).
UN member states will periodically review the progress of their commitments at the fourth review conference to be held in New York from June 16 -27, 2024.
A meeting of the preparatory committee will be held to prepare the basis for the meeting. United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific region in collaboration with the Government of Nepal has organized this regional meeting in Kathmandu.
The regional meeting will hold discussions with the participating countries and other stakeholders, including civil society organizations, to identify the challenges related to small arms and light weapons specified in the region and to discuss the priorities of the review conference.
The meeting will make thematic presentations and group-wise discussions on formulating an effective national policy, increasing the tracing of small and light arms through the International Tracing Instrument format and identifying and formulating strategies to control demand and supply.

NC will be stronger if people are placed at centre-President Deuba
Gandaki, Jan 23: Nepali Congress President and former Prime Minister Sher Bahadur Deuba has said the party would be strengthened only if it works for the welfare of the Nepali people placing them at the centre.
Inaugurating the District Conference of Nepali Congress Kaski in Pokhara today, he said that people are supreme in democracy. Stating that the NC was a party established to carry out the work of the Nepali people, Deuba stressed the need to reach out to the common people in the nooks and corners of the country and support them in their happiness and sorrow.
“Unity within the party is a must to establish NC a big party”, he said, adding, “NC must move ahead in unison to protect nation, nationality, democracy and the party”.
He said the political coalition was formed in the political context of the country. He also stressed the need of unity among pro-democratic forces to safeguard the democratic constitution. Deuba further said the Maoists were brought to the democratic process through the peace accord.
“The Nepal Constitution has provided equal participation to all castes and 33 per cent women’s participation has been provided at every level of the state,” he said. Stating that the Constitution has made it mandatory for every municipality to have a woman chief or deputy mayor, Deuba claimed that such a provision was not made in the constitution of any other nation.

RPP Chairperson sees need for new political conssensus
Kathmandu, Jan 23: Rastriya Prajatantra Party (RPP) Chairperson Rajendra Lingden has pointed out the need for a new political consensus in the country.
In an interaction with editors of some media here on Tuesday, leader Lingden asserted, “Problems are increasing one after another in the country. Frustration is flaring up among the people. Businessmen are fleeing because there is no expected improvement in the national economy. We have not been able to prevent migration of youths. That is why a new political consensus is needed in the country to address all the problems.”
Bating for new thinking, consensus and new political system to departure from status quo, Lingden shared that his party was preparing for spearheading a movement to seek outlet to the prevailing problems.
According to him, his party would peacefully protest on various issues ranging from inflation to matters of public concerns. He added that his party was in favor of people and for good-governance.
He clarified that his party was in favor of democracy with king as a guardian. “RPP is not in a position to go back and is not pressing for monarchy as in the past. Our party is in favor of democracy with king as the guardian of the country. It is our old stance.”
He argued that a new narrative should not be made that where there is king, there is no democracy. Stating that many countries in the world having monarchy had full democracy, he reiterated that his party was in favor of having king in the symbolic role as specified by the constitution.

NBA disowns amendment to Judicial Council Regulations
Kathmandu, Jan 23: The Nepal Bar Association (NBA) has asked to immediately scrap the recent amendment made to the Judicial Council Regulations, 2074.
The NBA has stated that it has a firm stance for the immediate scrap of the amendment as per the decisions of the NBA assemblies, meetings, conference and declaration paper and the circulations made in relations to the amendment.
Issuing a press statement on Tuesday, NBA President Gopalkrishna Ghimire and general secretary Anjita Khanal have termed the amendment as regressive, biased, discriminatory, arbitrary and unconstitutional, and against the principles established by the Supreme Court’s verdicts.
