Current constitution carries best features:  Former President Yadav

Nuwakot, March 30: Former President Dr Ram Baran Yadav has suggested that politicians should work for the development of a bright future for the country through true implementation of the constitution.

Addressing the Golden Jubilee celebration of Chhetrapal Secondary School at Likhu Rural Municipality-4 in Nuwakot district on Friday, the first President of the country expressed confidence that the country could be taken to prosperity if the constitution was implemented in its true spirit adding that the present constitution is filled with the best features.

On the occasion, Dr Yadav pointed out the need for reforms in the education and agriculture sectors for the country’s development.

He also requested the students and youths in Nuwakot to enjoy in the district itself in farming adding that the land here is as fertile as in Tarai.

During the event, former minister Dr Prakash Sharan Mahat said the investment made in the education sector will not go in vain and termed it an invaluable sector.

He urged the parents not to compromise in educating their kids and asked the parents to fully utilize the support extended by the state and their families.

“There is an immense potential for employment within the country through the adoption of skill-based education,” Dr Mahat added.

02-       Birat Gold Cup: NRT defeats Tribhuvan Army Club to reach quarterfinal

Morang, March 30: The New Road Team (NRT) entered the quarterfinal of the Birat Gold Cup being held in Morang. The NRT defeated the Tribhuvan Army Club by 2-0 in the game played at the Shahid Stadium in Biratnagar last night. For NRT, its players Richard and Afiz Olabal scored one goal each.

With the win, the NRT will play against Sikkim Degan of India in the second quarterfinal match on Sunday. NRT’s Afiz was declared the ‘Player of the Match’, to win Rs 11,000 in cash.

The first quarterfinal match of the tournament is being held between Shangri-La Morang Football Club and Bhutan’s RTC FC Club this evening.

Nepal’s A Division clubs and the teams from India and Bhutan are participating in the Birat Gold Cup.

The winner of the tournament will get Rs 1.1 million while the runner-up will receive Rs 550,000.

03-       Kanchanjunga area receives visitors with the beginning of spring season

Taplejung, March 30: With the beginning of this year’s spring season, the Kanchanjungha Conservation Area has started receiving domestic and international tourists.

Tourists generally visit the Kanchanjungha site in two seasons in a year for trekking, mountaineering, and other touristic activities in Kanchanjungha, the home to the third tallest peak in the world.

In the spring season, the tourists arrive from March to the first week of June.

The Kanchanjungha Conservation Area Management Council said that 60 foreigners arrived at Ghunsa area on Wednesday.

Tasi Tenzing, an Assistant of the Council, shared that the hotels along the trekking route have opened with the arrival of tourists.

In the first season of this year, 650 foreigners visited the area but the records of the internal tourists were not maintained.

As many as 439 foreigners visited the Kanchanjungha Conservation Area last year. 

According to the Kanchenjunga Conservation Area Management Council, 52 hotels are operating on the trekking route leading to the base camp of Kanchenjunga mountain.

Tourism is the main source of income for the communities living in the Kanchenjunga region.

04-       Five dead as taxi falls in Trishuli river

Chitwan, March 30: Five persons died after a taxi fell in Trishuli river this morning. Two men, two women and a baby girl died in the fatal accident.

According to the District Police Office Chitwan, the identity of the deceased people has not been ascertained.

The accident occurred at 7:15 this morning near Simaldhara area of Ichchhakamana Rural Municipality-5 along the Prithvi Highway.

Police shared that the taxi (Ba 2 Ja 4196) heading to Gorkha from Kathmandu fell some 80 metres off the road in the river.

Details of the accident are awaited.

05-       Leader Rayamajhi discharged from hospital

Kathmandu, March 30: CPN (UML) leader Top Bahadur Rayamajhi was charged from the hospital last night after improvement in his health condition.

Rayamajhi was under the supervision of doctors at Manmohan Cardiothoracic Vascular and Transplant Center after his admission there on Wednesday due to heart-related complications.

Cardiologist Dr Chandramani Poudel of the Centre said Rayamajhi was discharged after improvement in his health condition. “His health is normal while observing it for 48 hours. Heartbeat is gradually normal now. So he was discharged last night,” Dr Poudel said.

06-       Trishuli car accident: Identity of deceased confirmed

Chitwan, March 30: Police ascertained the identity of five persons who died in a car accident this morning in Simaldhara area of Ichchhakamana Rural Municipality-5 along the Prithvi Highway. A person traveling by the car is missing, police said.

The accident occurred at 7:15 this morning after the taxi (Ba 2 Ja 4196) heading to Gorkha district from Kathmandu fell some 80 metres off the road in Trishuli river.

According to police, the deceased ones are Arjun Sirmal, 35, Harimaya Rokaya, 41, Jun Kiri Rokaya, 71, Anjan Rokaya, 28, and nine-year-old Agaman Nagarkoti from Gorkha Municipality-7, Gorkha. Eighteen-year-old Dibas Rokaya is missing in the river.

Chief of Chitwan District Police Office Bhabesh Rimal said they were returning home after completing a family event in the Capital City.

07-       Woman dies in elephant attack

Damak, March 30: A woman in Kamal Rural Municipality in Jhapa district died in an elephant attack last night.

Ward Chairman of Kamal Rural Municipality-5 Lal Bahadur Bista said Khadga Maya Limbu, 58, of Guheshwori Tole of the rural municipality died in the attack.

The woman was attacked by the elephant at 11:50 last night when she attempted to escape after the tusker demolished the house of her neighbor Pabitra Begha.

Ward Chairman Bista said Limbu died on the spot.

Seven people have been killed and seven others were injured due to attacks by wild elephants in Jhapa district this year, Information Officer at Division Forest Office Anjana Puri said.

08-       Health camps in Khotang

            Khotang, March 30: A UK-based charity, Khotang Service Society, began health camps in different parts of district on Friday. Teams of doctors and health workers have been mobilized at 11 places in the district to provide health service for free of cost.

            It is a two-day health camp at each place. It will run till April 5. Society Chairman Dr Pramod Rai informed that the camps were launched simultaneously at four places across the district.

            The drive is launched under the slogan, ‘Respect to birthplace: Campaign of health labour donation’.

            On Friday, it the camps were held at Sakela rural municipality, Khotehang rural municipality, Jantedhunga rural municipality and Rawabesi rural municipality.

            Even the special health services would be provided by gynecologist, pediatricians, general physicians, dentist, orthopedic and gastroenterologist. With test and treatments, the patients would be provided medicines free of cost. 

            There are a total of 45 specialist doctors and over 130 health workers engaged with the health camps. Chairman Rai shared that some Rs 31 million would be spent for the management of the camps.

09-       Stakeholders stress effective mechanism to augment Nepal’s access to int’l climate finance

            Kathmandu, March 30: Stakeholders have called for augmenting human resources, their capacity and mandate, and establishing a dedicated mechanism to address climate finance issues.  

            There are over 1,300 climate funds globally, but Nepal has not got access to them to its full capacity, thanks to a lack of skilled human resources, they argued.

            There are limited national accredited agencies (only three agencies; AEPC, NTNC and NIMB) to access international climate funding from the Global Environmental Facility (GEF), which has made it difficult for Nepal to draw global climate finance, said governance and policy expert Dr Raju Thapa. GEF is a multinational UNFCCC (the United Nations Framework Convention on Climate Change) financial mechanism designed to fund initiatives tackling worldwide environmental concerns, including climate change.

            He was speaking at a recent event organised here to publish a report on the Status of Climate Finance in Nepal, 2024 prepared by the Environment and Engineering Research Center (EERC), a consulting and research institute based in Nepal.

            In the context, when Nepal bears a brunt of climate change due to excessive environmental degradation by the developed countries in particular, and the excesses are increasing over the years, there is a need to find ways to attract climate finance globally, he added.

            Dr Thapa pointed out many other challenges Nepal is facing when it comes to climate finance, some of them as lack of private sectors’ involvement in climate change, policy uncertainties and inconsistencies related to mobilising climate finance, and challenges in ensuring equitable distribution of climate funds with only a fraction reaching vulnerable at the local level.

            Other challenges include absence of a centralised platform for managing and sharing climate finance-related data, very low climate funding spending rate, inadequate coordination across sectors and among governments at different levels, and limited awareness and understanding of climate finance mechanisms among stakeholders, particularly at the grassroots.

            Similarly, Porgramme Director at the National Planning Commission, Hari Narayan Belbase, said dedication is missing on the part of government employees in carrying out climate-related activities. He referred to the trend of opening a related authority, which he said ultimately results in dysfunction for want of related activities like a lack of regular meeting expected to focus on assigned agenda. He offered a suggestion of opening a unit under the Office of the Prime Minister, which can effectively coordinate and mobilise resources on climate finance.

            Undersecretary at the National Disaster Risk Reduction and Management Authority, Prakash Adhikari, viewed disasters caused by climate change must be taken seriously. He also suggested shedding light on disaster insurance.

            Meanwhile, according to the report, Nepal received climate finance worth $13,454 million in a decade (from 2013 to 2022) with bilateral finance worth $6,038 million and $7,416 worth of multilateral finance. The figure under multilateral finance has increased from $383.5 million in 2015 to $699.04 million in 2022 with a peak of $1314.94 million in 2020.

            Similarly, Nepal received the total 1747 projects related to climate finance in a decade (from 2012 to 2021). The figure has also steadily surged from 89 in 2012 to 400 in 2021.

            Analysing the statistics in a decade (from 2015/16 to 2023/24), the Federal Government of Nepal allocated high percentage of climate budget in climate neutral budget, 81 percent in 2015/16 to about 65 percent in the current fiscal year. Similarly, climate relevant budget has increased to around 30 percent in the current FY from nearly 14 percent in 2015/16. However, highly climate relevant budget has remained hardly six percent throughout the entire decade.

            Highly relevant budget focuses on only climate finance while relevant budget refers to the subject more or less related to climate finance. Climate neutral budget is indirectly related to climate finance.

            By provinces, four provinces–Sudurpaschim, Bagmati, Lumbini and Koshi–were selected for the study. Of the provinces, Sudurpaschim has fared well in terms of allocating highly climate relevant budget with an increase of 43.43 percent budget allocation in 2019/20 to 45.11 percent in the current FY. Similarly, Bagmati is on a downturn from 9.16 percent to 7.49 during the same period. When it comes to Lumbini Province, it is on an upturn from 6.02 percent to 14.11 percent. The statistics with Koshi Province shows a negligible increase from 14.32 percent to 14.33 percent.   

            For dealing with climate change and finance, Nepal needs around USD 20 billion from 2023-2025 and about USD 30 billion from 2026-2030, according to the report. Nepal’s initiatives towards climate change management started since 1992 by signing UNFCCC.

10-       President Paudel in Chitwan

            Chitwan, March 30: President Ram Chandra Paudel has arrived in Chitwan lately.

            He arrived here in course of a programme organized to inaugurate a motorable bridge constructed to connect Devghat rural municipality-5 of Tanahu to Bharatpur Metropolis-1.

            Chairman of bridge construction consumers’ committee, Tankanath Paudel, informed that President Paudel will also lay a foundation stone of a building to be constructed for senior citizens at Devghat, Tanahu.

            Construction of the motorable bridge had begun nine year back. It was finished at the cost of Rs 216 million, according to Ramesh Prasad Paudel, chief of Road Division Office, Bharatpur.

11-       Sunkoshi Marine Diversion’s tunnel likely to complete in a month

            Sindhuli, March 30: The main tunnel of the Sunkoshi Marine Diversion is going to witness a breakthrough within a month.

            Of the 13.3 km tunnel of this national pride project, only 790 m is left to be completed, according to Mitra Baral, Project Chief.

            The multi-billion-rupee multipurpose Project aims to provide irrigation facility to five drought-prone districts in Province No 2 and generate 31 megawatt of electricity.

            A team comprising Minister for Energy, Water Resources and Irrigation Shakti Bahadur Basnet, Secretary at the Ministry of Energy, Water Resources and Irrigation Sushil Chandra Tiwari and Director General of Department of Hydropower and Irrigation Chandra Bahadur Oli among others made an on-site inspection of the project site at Kusumtar of Kamalamai municipality in Sindhuli district today.

            Minister Basnet, following the on-site visit, assured that there will be no resource crunch for the project to complete on time. “This project is a special priority of the government. We make sure that there will not be any problems of resources in the project,” the Minister pledged.

            Stating that the Project had achieved satisfactory progress so far, the Minister instructed to conclude the project within the stipulated time.

            Earlier on Friday, the team also inspected the dam of the Project that is estimated to provide irrigation facility to 122,000 hectares of land in Rautahat, Dhanusha, Mahottari, Sarlahi and Bara districts.

            Project Chief Baral said that if there was no geographical complication in digging the remaining portion of tunnel, the project will achieve breakthrough within a month.

            The Chinese company-China Overseas Engineering, has been constructing the tunnel while an Indian Company Patel Engineering has partnered with Nepal’s Raman Group to build dam of the Project. The Project is expected to be completed within mid-October 2027.

            As a part of the Project, 67 cubic metres of water per second would be diverted from the Sunkoshi River to the Bagmati River via Marin Khola of Sindhuli district.

12-       Single room suffices SEE students in Manang

            Manang, March 30: All SEE students from the district are attending exam in a single room. Manang, which has lowest number of SEE students, has only one exam centre.

            There are 40 students sitting for SEE this time. It is the Secondary Education Examination held across the country for the 10th Graders. It has been going on since March 28.

            Exams for English and Nepali subjects are held so far. For remaining subjects as well, the same room would be adequate, according to Mati Lal Chapai, chief of district education development and coordination unit.

            Interestingly, the exam centre has a mother and son as examinees together. They are Radha Thapa Chhetri, 42, and her son Jay Ram, 16.

            “Exams are held so far in a peaceful and dignified manner,” he said, adding that even the Chief District Officer had visited the centre to monitor the conduct of exam.

            Chapai further informed that they were monitoring the exam in turn and examinees were assured safe and confident atmosphere to attend the exam.

            A total of 14 security persons- civil and armed force combined- have been mobilized in the exam centre for security arrangement.

            Among the total listed for exam, one is absent while 23 are female and 14 male, according to superintendent Shaym Krishna Pant.

            In the district, there are three secondary schools. Prakash Jyoti Secondary School and Lokpriya Secondary School had 19 students each and Annapurna Secondary School one.

13-       Minister Lamichhane instructs to deliver without fear and favour

            Phikkal (Ilam), March 30: Deputy Prime Minister and Minister for Home Affairs Rabi Lamichhane instructed the security agencies in Ilam district to carry out responsibilities without fear and favour.

            In an interaction with the Chief District Officer of Ilam district and chiefs of the security agencies in the district today, Minister Lamichhane directed them to work in a manner that people would realize positive change.

            Ordering to maintain peace and order, the Minister instructed not to compromise while curbing crimes. “None of you should work in fear or favor. Comply with the laws and do what the laws permit. You need not wait for the instruction of the Home Minister to work in line with law.”

            The DPM emphasized that public services should be delivered in such a way that the victims feel that the State is on their side. He asserted, “Make sure you enforce the law. None is allowed to work against the rule.”

            Stating that they joined the government to work in the best interest of the people, he stressed on the need to pay special attention to ensure good-governance, service delivery and curbing corruption, drugs abuse and smuggling among others.

            He arrived in Ilam to participate in the programme to officially announce the candidate from his party contesting upcoming by-election from Ilam constituency no 2.

            Rastriya Swatanra Party (RSP), who is spearheaded by Minister Lamichhane, has decided to field Milan Limbu from the constituency for coming by-election.

            Earlier, Minister Lamichhane had reached Mangsebung-5 in the district to meet Kirat religious leader Atmananda Lingden.

14-       Govt to take initiatives for overall development of Mahottari district: PM Dahal


            Kathmandu, March 30: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said he had been making continuous efforts for overall development of Mahottari district and pledged to give it continuity in the days to come.

            PM Dahal viewed so in a meeting with the parliamentarians, people’s representatives, representatives from political parties and Nepal Chamber of Commerce at official residence of Prime Minister at Baluwatar, Kathmandu, today, according to PM Dahal’s secretariat.

            During the meeting, Dahal pledged to prioritize Mahottari while formulating budget for the upcoming fiscal year.

            He had paid attention to urgency of upgrading Jaleshwor-Janakpur-Dhalkebar Corridor, the Head of the Government assured, adding that the government would support the programmes of Jaleshwor municipality.

            Furthermore, he clarified that the government was delivering on development in the country with good-governance at its focus.

15-       Cost of pollution: Sirsiya River once boon turns bane to Birgunj people

            Birgunj, March 30: The Sirsiya River which was a boon to the Birgunj people has now turned blight in the wake of rising pollution.

            The river was a source of water for years till recent time, but the industrial corridor along Parsa-Bara area has emptied the drainpipes in it, thereby polluting the water source. The stench emanated from the river is quite intolerable, the locals shared.

            For some years, the river stopped running but reeking with sludge and slime. “We used to take bath in the Sirsiya River, wash clothes and dishes on its bank, but…” laments Krishna Kumar Kanu from Chapkaiya of Birgunj, “…it has been difficult to stay and stroll on the river side for some years. We must cover nose to avoid horrible smell.”  

            Worrying, the industries largely responsible for polluting the river have not been taken legal action except censure. People from two dozens of villages and Birgunj city are on verge of displacement owing to cluttered water source.

            Subash Mahato from Birgunj Metropolis-9 also turned remorseful. “We took bath and swam in Sirsiya River during childhood. It has now turned horrible sludge, spreading stench in the vicinity,” he added.

            Moreover, Sirsiya River has lost religious and cultural values as well. As the pristine river began spreading putrid smell with pollution, it is no more a holy place to celebrate Chhath festival either. Mahato further complained that even the people’s representatives have not shown interest to address this severe environmental problem.

            The people have stopped vegetable farming, while aquatic animals and plants also disappeared.

            The river having its origin at Ramban of west Simara, Bara goes to Raxaul, India via Birgunj, Parsa. The garbage and scraps produced from various industries like hide, distillery, textile, ghee, and soap are thrown into the river.

            The villages along the corridor and vicinity such as Simara, Bakuliya, Lohusanda, Ramuli, Sagardina, Rampur Tokani, Chhatapipara, Nitanpur, Gamhargawa, Behara, Baluwa, Sirsiya, Tajpur, Bhaluwi, Ramgadhwa, Parwanipur, Ramban, Ramgadhwa, Bindabasini, Ranighat, Ashokbatika, Chapkaiya are most affected by the pollution.

            It is worth reminding that as the locals picketed district administration office 13 years back over the growing degradation of Sirsiya River, the office had formed a river monitoring committee. The committee had prepared a report by monitoring the river pollution. It had blamed industries on the river side behind the mess.

            In this connection, Assistant Chief District Officer Shiva Prasad Lamsal was approached to respond on it. He vowed the office would direct those behind pollution to stop it.

            People from dozens of villages are waiting for environmental justice. It is time to see how the concerned authorities would respond to this crisis.

16-       President Paudel emphasizes unity among all Nepalis to fulfill aspiration of development 

            Chitwan, March 30: President Ram Chandra Paudel underscored unity among all Nepalis to fulfill the national aspiration of development.

            Inaugurating a motorable bridge over the Trishuli River linking Tanahu and Chitwan district here today, President Paudel argued that pace of development following the attainment of democracy had kindled a hope among us.

            President Paudel reminded that such projects have been come to fruition with the active role of local people those in the higher-up should also pay heed to local initiatives.

            Stating that agricultural revolution, expansion of tourism and development of energy power were the main basis for the country’s prosperity, he argued that good-governance was first requirement for it. “I am standing on the same agenda since sworn in as the President. I vowed that I will not involve myself in politics and will not run away from development. That means development of the country is my aspiration and focus.”

            The Head of the State further asserted that development of economic activities including production, employment, industry and export-oriented economy were the demand of time. He believed that the newly inaugurated bridge would be milestone for the development of this region as, he added, he had envisaged that bridge could be pivotal in developing this region.

            He also saw possibility of the bridge becoming a link between the Shaligram Pathway and Kaligandaki corridor which links south to north.

            Paudel expressed his happiness for being able to interact with the locals from Devghat, a confluence of Chitwan, Nawalparashi and Tanahu districts. He spoke of the need to publicize Devghat as a religious site and developing it as a national pride project.

17-   Support from friendly nations imperative for Nepal: Minister Sharma

      Kathmandu, March 30 : Minister for Communications and Information Technology Rekha Sharma said cooperation from all developed countries was imperative for materializing Nepal’s efforts to graduate to a developing and developed country.

      In her address to the annual programme of Japanese Universities Alumni Association Nepal (JUAAN) and the closing of Golden Jubilee ceremony in the capital on Saturday, Minister Sharma, also the spokesperson of the government, said Nepal should put extra efforts to graduate to the status of developed country.

      “We will now take ahead the journey of prosperity by optimally mobilizing the resources and using latest technology and innovations”, Minister Sharma said, “Since our friendly neighbour is being established as a developed country, we are still in the list of developing countries. The status should not last longer”.

      Minister Sharma mentioned that the members of JUAAN were substantially contributing to Nepal’s health, education, engineering, policy making and other fields. “I urge JUAAN to initiate discussion how Nepal should learn from Japanese experience. The government expects JUAAN’s concrete contributions to the country’s prosperity”, Minister Sharma said.

      Mentioning that most of the Nepali youths going abroad for studies were paying more attention to work than studies, she asked the students to lay emphasis on study along with jobs.  “There are complaints over the rising trend of giving importance to works. It needs to be discouraged. It is necessary to encourage those going abroad for higher education to contribute to the country after completing studies over there. I am confident that JUAAN can play important role for this”, Minister Sharma noted.

      Minister Sharma expressed her happiness that JUAAN has been actively working for the past 50 years and wished for further success in coming days. Minister Sharma took the opportunity to share that it has been almost 122 years since Nepali students have been to Japan for higher education.

18-   All should unite for development works-President

      Damauli (Tanahun), March 30: President Ramchandra Paudel has laid emphasis on unity among all political parties for the cause of development.

      Laying foundation stone for the elderly home to be constructed at Devghat rural municipality-5 in Tanahun on Saturday,  President Paudel shared that he had been ever prodding political leaders to unite for development.

      The President laid the foundation stone for the 18-room building to be constructed at the cost of Rs 150 million. The Ministry of Women, Children and Senior Citizen is constructing the home. He noted that Gaighat area of Tanahun had witnessed sea change after democracy.

      He said the elderly home to be constructed in Devghat – the confluence of scared Kaligandaki and Trishuli – would be developed as a hub for debating eastern philosophy and Vedanta thoughts.

19-   All leftists and patriots should stand together: Prime Minister Dahal

      Kathmandu, March 30 : Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said all leftists and patriots should stand together. In his address to a programme organized here on Saturday on the occasion of the 24th Prison Break Memorial Day, he claimed Nepali socialist revolution will move ahead in a new way.

      Prime Minister, also the Chairperson of CPN (Maoist Centre) Dahal said, “The socialist revolution will be carried forward in a new and original way by uniting all Maoist movement initiators and also bringing together all nationalist forces in one place. The leadership still has higher level of confidence  to this effect.” Dahal said.

      Referring to the declaration of 8,000 martyrs as national martyrs and publishing their names in the gazette, Prime Minister Dahal said he considered this as a continuation of class struggle. Sharing that he is still continuing his efforts for class struggle, he said declaring People’s War Day as a national day is its reflection.

      The shared responsibility cannot be realized by merely pouring out frustration and insulting the political parties and leaders, the Prime Minister said. Dahal called upon everyone to unite and stand for the country and people.

      Stating that the equation of ruling coalition is strategic, Prime Minister Dahal said, “This chemistry is strategic and far-reaching, I believe it is also revolutionary.” It only makes all patriots united for nation and people.

20-   Efforts on to forge national consensus for concluding peace process-PM

      Kathmandu, March 30 : Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said he was effortful to forge national consensus to conclude the peace process and for development and prosperity.

      At a programme organized to mark the 26th anniversary of the Reporters Club, PM Dahal shared that he was going to discuss with CPN (UML) chair KP Sharma Oli and Nepali Congress president Sher Bahadur Deuba today on the issues of peace process and constitutional council. 

      “We are holding serious discussions today on issues related to the peace process and the Constitutional Council. As far as possible, my effort is to create an atmosphere of national consensus and understanding by bringing all the political parties on board,” he said.

      The PM added If they did not create an environment of national consensus for the pertinent issues there would be no option but to face a very difficult situation.

      Dahal shared the incumbent government was effortful to establish some standards in favour of good governance, prosperity and social justice and highlight Nepal’s needs in the international arena. “After the promulgation of the new constitution, the country is now in the process of implementing the federal democratic republic. Enabling democratic system by formulating necessary acts and laws according to the federal system has become the national task today. We face the challenge of balancing foreign relations and realizing our economic prosperity,” PM Dahal asserted.

      He noted that the budget for the next fiscal year would be brought to remove the chaos seen in the selection of projects among the three tiers of government and increase production, productivity and employment.

      The government was in favour of full press freedom and committed to the welfare of media and media persons, Dahal said, adding the media policy was being reviewed to increase the reach of all castes, classes, languages and communities to the mass media. Likewise, former Prime Minister and CPN (UML) Chair KP Sharma Oli said discussions were going to be held between the leaders of three top parties today.

      Oli pointed out the need for the people involved in journalism profession to follow their professional principles.  He lauded the Reporters Club’s role in the field of journalism and during various political movements in the country.

      Rastriya Prajatantra Party (RPP) leader Dr Prakash Chandra Lohani said economic development was not possible without political stability in the country. He said all political parties had promised to ease service delivery, maintain economic good governance and advance development and prosperity while the new constitution was being promulgated but it had not been translated into actions.

      Likewise, FNCCI Chair Chandra Dhakal said the private sector was working in tandem with the government to bail out the economy from the current crisis.

21-   RSP will remain out of government when fails to deliver-Home Minster Lamichhane

      Fikkal (Ilam), March 30:  Deputy Prime Minister and Minister for Home Affairs Ravi Lamichhane said they had participated in the government for delivery.

      He clarified the party will quit the government when it fails to deliver. Addressing the party’s candidate announcement programme for the Ilam-2 by-election at Ilam Chowkbazaar on Saturday, DPM Lamichhane, also the President of Rastriya Swatantra Party (RASWPA) noted, “Common people also have the feeling that better the party would not have joined the government. But we joined the government to make maximum efforts for public service delivery. we have already shown some signs.”

      He claimed after participating in the government, improvements in good governance and service delivery have started as expected by the public. DPM Lamichhane said, “Now we will gradually open all corruption files, then people will see our work, but wait a little while.” He mentioned that his party has been continuously working in favour of the people whether that be in the government or in the opposition.

      Highlighting the election, he urged the locals to send one more Member of Parliament from Ilam district. Youth and Sports Minister Birajbhakta Shrestha, Vice president Dr Swarnim Wagle, Dr Tosima Karki, party’s deputy general secretary Kavindra Burlakoti, leader Ramesh Prasai addressed the programme.

      The party has announced Milan Limbu as a candidate for the by-election of the House of Representatives (HoR) to be held in Ilam-2.  On the occasion, President Lamichhane announced the name of the candidate for the by election by ringing a bell.

22-   All sides should unite for rights, representation and respect: DPM Yadav

      Mahendranagar (Dhanusha), March 30:  Deputy Prime Minister and Minister for Health and Population Upendra Yadav said there was no alternative but to work in unison for the rights, representation and respect of the oppressed and marginalized communities.

      Addressing the closing session of the two-day training organized by the Federation of Backward Classes Nepal on Saturday in Janakpurdham, he said even though the backward and oppressed classes are in majority by population they have been denied of proper rights, representation and respect due to their inability to be organized.

      Mentioning that organization is a strength in the present era, Deputy Prime Minister Yadav also urged the backward classes to move forward in an organized manner laying emphasis on educating their children to empower their community.

      Over 100 trainees from different regions of the country participated in the two-day training.  Bharat Mahato, president of the Backward Classes Federation had chaired the training the training session.

23-   Top leaders’ discussion positive

      Kathmandu, March 30: A meeting of the top leaders of three major political parties held at the Prime Minister’s residence, Baluwatar turned positive.

      Prime Minister and Chair of CPN (Maoist Centre) Pushpa Kamal Dahal ‘Prachanda’, president of main opposition Nepali Congress Sher Bahadur Deuba and Chairperson of  CPN (UML) KP Sharma Oli discussed the issues of peace process, regular business of the parliament and other current affairs.

      Prime Minister Dahal’s press adviser Govinda Acharya informed that the three leaders also discussed about granting business to the parliament and moving forward in unison on national issues.

24-   Don’t make election expensive:  chairman Oli

      Kathmandu, March 30: Chair of CPN (UML) KP Sharma Oli has asked the candidates not to spend unnecessarily in the upcoming by-elections.

      Addressing a special gathering of Bajhang District Provincial Assembly (1) by-election organized by Bajhang Manch here today, he urged not to make haphazard spending in the election.

      He instructed everyone to contribute on their part in the election. “During my elections, I used to walk to visit the voters after having meal and I ask my friends for the same,” he said. Oli added that the candidates should not be forced to spend money in the election campaign.

      Chair Oli claimed that UML will win the by-election in the district. He also urged all party cadres and supporters not to make any criticism regarding party’s candidate and forge internal unity in the party.
