Heavy rainfall likely in some parts of Koshi and Gandaki

Kathmandu, July 19: The influence of monsoon winds is pervasive across the country now.

Low pressure line of the monsoon is located around the average position, the Weather Forecasting Division said.

The current weather condition shows partial to generally cloudy atmosphere in the hilly regions of the country, while the rest of the areas remain partly cloudy.

The Division has indicated that light to moderate rainfall is occurring at one or two places in the Koshi, Bagmati, and Karnali provinces.

There will be partial to generally cloudy weather across the country this afternoon. There is a possibility of light to moderate rainfall, along with thunder and lightning, in some areas of the hilly regions of Koshi, Bagmati, Gandaki, and Sudurpashchim provinces, as well as in a few places of the remaining areas.

In some areas of the high hilly and mountainous regions of the country, there is a possibility of light to moderate rain/snow.

According to the official information, there will be partial to generally cloudy weather across the country tonight. Light to moderate rain with thunder and lightning is likely to occur in many places of the Koshi Province, some places in Madhesh Province, and a few places in Bagmati and Gandaki Provinces, as well as a few areas in the rest of the country.

In a few places of the high hilly and Himalayan regions of the country, there is a possibility of light to moderate rain and snowfall.

In view of potential rainfall, there is a risk of soil erosion, floods, landslides, and riverbank overflow, leading to the risk of urban and lowland areas being inundated.

The Division has urges the general public and all concerned to take necessary precautions for safety.

Dhakal appointed Rastriya Banijya Bank board chair

Kathmandu, July 19: The Board of Directors of the Rastriya Banijya Bank (RBB) Limited has picked Dev Kumar Dhakal as its chair.

Dhakal assumed the office after the RBB Board meeting unanimously nominated him as the chair on Friday.

He has possessed 30 years plus experience at Nepal Rastra Bank, the central bank,  in different capacities and responsibilities. Dhakal who worked as director at the central bank lately has knowledge on financial system, banking administration and regulatory system.

Established in 2022 BS, the RBB has been providing services to around 4.7 million service seekers through its 309 branches in 77 districts.

Tourism Minister discusses about alternative route of Sagarmatha climbing

Kathmandu, July 19: Minister for Culture, Tourism and Civil Aviation, Badri Prasad Pandey pointed out the need of exploring safe alternative route to scale the world’s highest peak, Sagarmatha, with a conclusion that the existing route to the summit was getting riskier.

The discussion held in the Ministry on Friday drew a conclusion to explore alternatives to the existing traditional route from Khumbu Icefall to Camp 1 since as it is quite complex and riskier for the climbers.

“Sagarmatha is the symbol of our national pride. Every year, thousands of foreigners and Nepali climbers come here to scale the summit. We should open up for secured, environment-friendly and sustainable solutions for their life saving”, Minister Pandey noted in the discussion.

Also on the occasion, famous French mountaineer Mark Mari Batart and Nepali climber Sping Kaji Sherpa had presented comprehensive information about research, survey and photographic documents about the alternative route to highest peak.

Batart and Sherpa have been active in the campaign for exploring new route to the summit since 2018 AD.

Workers in Humla compelled to work on lay pay

Adanchuli (Humla), July 19: Citizens of Humla have been compelled to work on lay pay while the government was fixing minimum wage for workers.

The locals are forced to work in half of the minimum wage when Ministry of Labour, Employment and Social Security is determining wage of labourers working on monthly, daily, hourly and partial time basis, to be effective from this fiscal year.

According to section 106 (1) of the Labour Act 2074, the Ministry of Labor, Employment and Social Security has a provision to determine the minimum wage based on the recommendation of the Minimum Wage Fixation Committee every two years.

Accordingly, effective from July 17, the monthly salary for workers other than tea garden workers has been set at Rs 19,550 while it will be Rs 754 per day, Rs 101 per hour, and Rs 107 per hour for part-time workers.

However, workers here are reported to earn only between Rs 200 to 500 per day.

Meanwhile, contract employees reportedly earn only between Rs 6,000 to 18,000 per month.

In various construction projects, workers have stated that the consumers’ committee gives each worker a maximum of Rs 500 and a minimum of Rs 200.

Although payments for most projects here have been closed, the consumers’ committee has been delaying distribution of amounts workers are supposed to receive from the projects.

TNavaraj Karki, a worker from Adanuli-3 complained that he has not received his wages from the project despite fund withdrawal for the same.

He estimates that the wages of labourers have decreased when most projects are brought based on bribery or commissions.

The laborers are also facing problems while purchasing essential daily items for not timely receive the wages of their work.

Regulation of TRC Act to be formulated soon

Kathmandu, July 19: Ministry of Law, Justice and Parliamentary Affairs is set to frame the Regulation as per the Transitional Justice Act.

Though the transitional justice related Truth and Reconciliation Commission (TRC) and the Commission for Investigation of Enforced Disappeared Persons (CIEDP) have received office-bearers, works have not progressed due to the inability to formulate rules as per the Act.

‘The government is continuously working to bring the process of transitional justice to a conclusion,’ Minister of Law, Justice, and Parliamentary Affairs Ajay Kumar Chaurasiya told RSS.

‘We have intensified the work to formulate regulation as per the Act’, he informed.

The Commission for Investigation of Disappeared Persons, and Truth, and Reconciliation Commission (Third Amendment) Act, 2081 has already been implemented. Officials from both commissions have started performing their jobs.

Minister Chaurasiya said drafts of the to-be-formulated regulation are being prepared as per the amendments to the Act.

The Ministry of Law has formulated and issued the Commission for Investigation of Disappeared Persons, and Truth, and Reconciliation Commission (Third Amendment) Act, 2081, Legislation Act, 2081, and District Court (Third Amendment) Rules, 2081 in the fiscal year 2081/82.

The ministry has given theoretical agreement on the concept notes of 19 bills from various ministries, agreement on the draft of 17 bills, and for amendment of 13 laws.

Similarly, it has provided agreement on the draft of six ordinances, 13 new regulations, and on the amendment of 23 regulations.
