Department of Roads cautions against night travel

            Kathmandu, Oct 3: The Department of Roads has urged commuters to refrain from traveling during night in view of the possibility of heavy rainfall in various places of the country.

            The Department of Hydrology and Meteorology has predicted heavy rainfall in various parts of the country until October 6 and has urged everyone to remain alert.

            Due to the risk of rain-triggered landslides, the Department has urged people not to travel at night. The Road Department has also advised against night travel and has called on all subordinate office staff to be prepared for disaster response duties.

            The Department has also called for special precaution for those travelling on the Nagdhunga–Muglin and Muglin–Narayangadh roads, the BP Highway, the Kanti Highway, the Tribhuvan Highway, and Daunne road.

            Similarly, the district administration offices of Tanahun, Chitwan and Dhading have issued a joint notice urging caution when travelling via the Kotre–Muglin–Nagdhunga and Muglin–Narayangadh roads of the Prithvi Highway.

            Citing the Department of Hydrology and Meteorology’s weather forecast of heavy rainfall until Oct 6, the three district administration offices have jointly requested people to travel cautiously. —

Administration’s advisory not to travel in and out of Valley by road at night from Oct 3-6

            Kathmandu, Oct 3: The District Administration Office Kathmandu has requested commuters not to enter or travel out of Kathmandu by road at night for the next few days as it has received information from the Department of Hydrology and Meteorology about heavy rainfall starting today.

            Kathmandu’s Assistant Chief District Officer Ashok Kumar Bhandari stated that according to the weather forecast information disseminated from the Department of Hydrology and Meteorology, heavy rainfall is expected in the district from October 3 to 6, and there is a possibility of disaster-related incidents such as floods, landslides, and soil erosion in risk-prone areas, therefore residents are requested to remain in their own places and exercise caution and vigilance.

            The district administration has also requested general public not to travel long distances during that period unless absolutely necessary.

            Assistant Chief District Officer Bhandari issued a notice stating, “It is requested that those people travelling out of Kathmandu and entering Kathmandu from outside refrain from travelling at night.”

            In the event of any immediate need for rescue, assistance, and relief during a disaster, the administration has through a notice requested people to contact the District Police Office, Kathmandu at 1660–01–41516, 9851283026, 01–5721017, the Armed Police Force Nepal No. 20 (Disaster Rescue) Unit, Sinamangal at 9851272035, 01–4471337, and the District Emergency Operation Centre at 9851362937.

            Previously, the Lalitpur District Administration had also decided to halt vehicle movement on the Kanti Highway. It decided to allow vehicle operation only from 6 am to 4 pm and to prohibit vehicles larger than four-wheel drive vehicles from operating.

            Likewise, other various districts have also decided to restrict vehicular traffic in the risk areas.

            According to the Department of Hydrology and Meteorology, monsoon activity will become active from tonight. The department has already announced that more rain is predicted on Saturday and Sunday.

15-       Home Minister directs security bodies to be prepared for disaster risk reduction

            Kathmandu, Oct 3: Minister for Home Affairs Om Prakash Aryal has instructed security agencies to remain in a state of preparedness for potential disaster risk management and reduction.

            He issued this instruction during an inspection visit to the Nepal Police Disaster Management Office in Samakhusi today.

            On the occasion, Minister Aryal observed disaster-related mock rescue exercises and disaster rescue material storage, as well as gathered information about related activities.

            After the inspection, Home Minister Aryal opined that despite limited resources and a lack of training, the work carried out by the Nepal Police in disaster management is praiseworthy. He also directed for being prepared to be immediately deployed at any time, with a sense of duty and high morale, to control and reduce potential loss of life and property from possible disaster risks.

            Deputy Inspector General of Police Siddhi Bikram Shah, Head of the Administration Department of the Nepal Police Headquarters, expressed his gratitude while Senior Superintendent of Police Santosh Kumar Bhattarai, Head of the Disaster Management Office of the Nepal Police Headquarters, gave presentations on topics such as disaster incidents and police deployment, pre-monsoon preparedness and disaster response plans, the need for effective response, and future plans.

16-       Experts, stakeholders stresses on potential disaster management preparedness

            Kathmandu, Oct 3: Stakeholders have emphasized starting the necessary preparations for potential disaster management. In a dialogue programme on disaster preparedness held today via ‘virtual’ platform, they highlighted that relevant stakeholders need to be ready to engage in pre-preparedness for potential disaster management.

            The dialogue focused on the role of non-governmental organizations in mitigating and managing disaster risks, as forecasts predict moderate to very heavy rains from Koshi to Lumbini Province until October 6. In the dialogue, Home Secretary Rameshwar Dangal shared information regarding the necessary discussions, instructions, and even vehicle traffic arrangements on some highways as part of the state’s initiatives for potential disaster management.

            Secretary Dangal urged that, in the context of disasters, the non-governmental sector has a significant role in reducing potential loss of lives and property amidst political instability and uncertainty, and he requested them to identify their roles and contribute accordingly.

            Heads, officials, and experts from various national and international organizations, federations, and networks provided information about the preparedness, rescue, and relief capacities of their respective organizations, and suggested that brief and clear information should be communicated according to weather and river conditions.

            Dinesh Bhatt, Chairperson of the Disaster Dialogue and Executive Chief of the National Disaster Risk Reduction and Management Authority, informed that agreements have been made with helicopter, drone, and boat organizations as well as the private sector, keeping potential disasters in mind, and stated that their assistance would be available in the event of a disaster. Executive Chief Bhatt expressed a commitment to transmit updated forecast information to communities as quickly and understandably as possible, and urged the non-governmental sector to activate all networks for this purpose.

            In the discussion, Senior Flood Expert Binod Parajuli and Meteorologist Binu Maharjan from the Department of Hydrology and Meteorology informed that there is a possibility of heavy rainfall in some areas of Koshi, Madhes, Bagmati, Gandaki, and Lumbini provinces on October 4, and a possibility of very heavy rainfall in some areas of Koshi, Madhes, Bagmati, and Gandaki provinces on October 5.

17-       Travelers urged to use main highways for few days

            Kathmandu, Oct 3: The Department of Roads has advised travelers visiting various places during Dashain to use the main highways for a few days.

            The Department has suggested using the main highway as there will be arrangements of security personnel including Nepal Police and Traffic Police, and road repair work will also be carried out quickly on the highways in case of blockade of roads due to landslide and flood.

            The Department of Hydrology and Meteorology has advised taking precautions as there is a possibility of heavy rainfall in various parts of the country until October 6. In view of this, the Department of Roads has suggested avoiding unnecessary travel as much as possible, and if travelling, it is recommended to travel during the day as it is more risky at night.

            Department spokesperson Prabhat Kumar Jha stated that until October 6, incidents of monsoon-related disasters such as floods and landslides could increase, and preparations are underway to immediately clear the roads if highways are blocked.

18-       OPMCM directs bodies concerned to actively engage in disaster preparedness, response

            Kathmandu, Oct 3: The Office of the Prime Minister and Council of Ministers (OPMCM) has directed the National Disaster Risk Reduction and Management Authority, the Provincial Disaster Management Committee, the District Disaster Management Committee and the Local Disaster Management Committees to show high alertness in disaster preparedness and response.

            The Prime Minister’s Personal Secretariat issued a statement today urging the bodies concerned to contribute to reducing possible risks from disasters by effectively managing disaster preparedness, response, search and rescue, relief, and rehabilitation activities.

            The Department of Hydrology and Meteorology has forecast heavy rainfall and extremely heavy rainfall at some areas from October 3-6 in Koshi, Madhesh, Bagmati, Gandaki and Lumbini provinces, and in view of this the Secretariat has urged citizens living in risk-prone areas to adopt high precaution.

            “As part of the preparedness, the residents of areas that may potentially be flooded are requested to move to higher and safer locations, to make special arrangements to transfer pregnant women, children, the elderly, persons with disabilities, and seriously ill patients to safe locations, and not to travel to specified locations as per the notices issued by the government authorities,” the Secretariat said in a statement it issued today.
