KATHMANDU: The KP Sharma Oli led government has again brought an ordinance regarding the Constitutional Council.
On Tuesday, President Bidya Devi Bhandari issued seven ordinances including the Constitutional Council (Duties, Rights and Procedures) Ordinance (First Amendment) Ordinance, 2078 BS.
Earlier, the government had brought ordinances related to the Constitutional Council last December and appointed officials in various constitutional commissions including the Commission for Investigation of Abuse of Authority (CIAA), Election Commission and National Human Rights Commission.
Main opposition Nepali Congress and other parties have voiced strong concern over these controversial ordinances, including Constitutional Council, in the past. The Constitutional Council (CC) ordinance had sidelined a provision of decision on the basis of consensus among the members of CC. Instead, Prime Minister Oli came up with majority decision process.
The new ordinance had ignored the participation of leader of opposition party and Speaker.
According to Constitution of Nepal, the CC comprised of Prime Minister (Chairman), Chief Justice, Speaker, Deputy Speaker, Chairman of Upper House, leader of main opposition party in lower house.
