Kathmandu, Feb 5: The third session of the Federal Parliament is taking place from today onward.
At today’s meeting, the Speaker will read out the letter received from the President regarding the summoning of the session.
According to the federal parliamentary secretariat, the Speaker will read out the letter received from the Office of the President regarding allocation of the assignments.
The Speaker will read out the letters received from the Office of the Prime Minister and Council of Ministers regarding the assignment of responsibilities.
At the meeting, the Speaker is likely to nominate members to preside over the meetings as per the Rule 10 of HoR Regulation 2079. As shared, the Power Trade Bill, 2080 and the National Dignity Bill, 2079 with messages received from the National Assembly will be tabled in the meeting.
Finance Minister Dr Prakash Sharan Mahat will present the Economic Procedure and Fiscal Responsibility (First Amendment) Ordinance, 2080 in the meeting.
Likewise, Minister for Law, Justice and Parliamentary Affairs Dhanraj Gurung will present an order in the House of Representatives to remove the obstacles as per Section 42 of the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act, 2071, issued by the decision of the Council of Ministers.

Law is equal for all-NC general secretary Thapa
Chitwan, Feb 5: Nepali Congress (NC) general secretary Gagan Kumar Thapa said law is equal for all.
Leader Thapa who came here in course of the NC’s citizen dialogue programme said no one is above the law. “Law is equal for all. All should be respected in the rule of law”.
The general secretary shared that he has been gathering the citizens’ opinions on upcoming budget, electoral system, health, education and development through citizen dialogue.
He further said the NC has initiated a campaign to work as per the people’s aspirations.
On the occasion, NC Chitwan President Rajeswor Khanal and regional President Bharat Lamichhane highlighted various aspects of the campaign.

Budhigandaki project works to gain momentum-PM
Gorkha, Feb 5: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ informed the people’s representatives of Gorkha that the operation of Gorakhkali Rubber Udhyog and construction of Budhigandaki Hydropower Project would be taken ahead immediately.
In a meeting with the mayors, deputy mayors and other people’s representatives of various rural municipalities of Gorkha district who reached Baluwatar on Sunday evening, PM Dahal said the promises made during the election would be fulfilled, informed Barpak Sulikot rural municipality Chair, Bishnu Prasad Bhatta.
At the meeting with Prime Minister Dahal, the chiefs of the rural municipalities briefed about the situation in their respective municipalities and the plans and needs of development works, he said. “We put forth the issues on behalf of the rural municipality with the Prime Minister in the discussion,” Bhatta said, adding, “He expressed his views focusing on the issues raised by the people’s representatives.”
During the discussion, the Prime Minister said that the construction of national pride project, Budhigandaki Hydropower, is to be taken forward immediately.
“The Prime Minister is committed to expedite the construction of Budhigandaki project soon,” he said, adding, “We are confident that the construction of the project will gain momentum now.”
Bhatta informed that the closed Gorakhkali rubber industry located at Deurali of Gorkha Municipality-13 is also going to be operational soon. “The Prime Minister is planning to take forward the closed rubber industry on public-private partnership model,” he said, adding, “Based on our conversation, the prime minister is thinking of running the industry in partnership with the private sector in a way the land ownership will be remained with the government.”
The Prime Minister also pledged to allocate budget for the development of roads and other physical infrastructures in Gorkha in the coming fiscal year in a way that would be improved more than in the current fiscal year 2080÷81 BS, he said.

Today’s weather: Light rain forecasted
Kathmandu, Feb 5: The influence of westerly wind is likely to cause cloudy weather throughout the country today with chances of light rain in some provinces. According to the Weather Forecasting Division under the Department of Hydrology and Meteorology, the weather will be generally cloudy in Koshi, Madhes and Bagmati provinces and partly cloudy in the hilly regions of Sudurpaschim, Karnali, Lumbini and Gandaki provinces and mainly fair in the rest of the country.
The weather will be partly to generally cloudy throughout the country today. Light to moderate rain is likely to occur at a few places of Karnali, Sudurpashchim Province and Lumbini Province and at one or two places of Lumbini, Gandaki, Bagmati and Koshi provinces. There is a possibility of light snowfall at a few places of the high hilly and mountainous region of the country.
The weather will be partly to generally cloudy in the hilly region and partly to generally cloudy in the rest of the country. Light to moderate rain is likely to occur at one or two places of the hilly regions of Koshi, Gandaki, Karnali and Sudurpaschim provinces. Light snowfall is likely to occur at a few places of the high hilly and mountainous region.

‘Parliamentarians should have freedom to speak in the House’
Kathmandu, Feb 5: Lawmaker Ganga Prasad Yadav asserted that the Members of Parliament are not free to articulate their opinions on critical issues of the country in the parliament – an effective place for presenting people’s voice.
Talking to RSS, he commented that the party whips limit the lawmakers in articulating their views. “The parliamentarians cannot speak against the party whip. Such practices are prevailing in all parties”.
He shared that the parliamentarians are not provided with adequate time to express their thoughts in the parliament.
MP Yadav argued the parties should not limit lawmakers to present their ideas, opinion and thoughts on behalf of their constituency people.
“MPs are not allowed to go right and left as per the party’s policy. However, I tried to make my point clear in the House. The party whip was not imposed on me, I kept my point without fear. The way parliament is functioning now is not right. Parliament has to function independently. MPs should have the freedom to speak”, he noted.
The main responsibility of the people’s representatives is law making and at the same time there is a compulsion to focus on development works, he said, adding that no attention has been paid to the development works.
“At present, the development works have not been effective. There is chaos in almost all areas. No matter how many governments have been formed after democracy, the effectiveness of all those governments has not increased. Politics has become like a means of earning”, Yadav mentioned.
Yadav is a lawmaker from the main opposition party, CPN-UML.
