Minister Dr Rana advocates tapping youth potential for national development

Kathmandu, Aug 12: Minister for Foreign Affairs Dr Arzu Rana Deuba has called for identifying and effectively utilising potential of Nepal’s youth for the country’s development.

Addressing an event organised here in Lalitpur today by the Nepal Youth Foundation, she described youth as the country’s great capital and the foundation for achieving the country’s goal of prosperity.

Nepal’s large population of youth could make a great contribution to building the future of the country, she noted.

On the increasing trend of youth migration for foreign employment, she said, “I am not in favor of the idea that the youth should not go abroad. They can go abroad, but they should return home after acquiring knowledge, skills and capital. We should make our land prosperous with skills they acquire in foreign lands. We should all work together to develop the country.”

Referring to returnee migrant workers who have successfully been into entrepreneurial journey using their foreign-acquired skills and capital, she pledged government support for such initiatives.

Dr Rana praised Nepali youths for competing and excelling in technology, education, sports, and entrepreneurship and for demonstrating their capabilities at the international level.

She also commended Nepali migrant workers for earning a global praise as hardworking and honest Nepalis.

She urged youth and students to keep a positive mindset and learn life skills from global schools and universities, and avoid wasting time on social media. “Instead, they should utilise their time to expand their knowledge and skills.”

The foundation has long been providing vocational training to underprivileged and disadvantaged children and youth of Nepal, addressing their basic needs in education, health, and employment.

21-       State Affairs Committee President Khatiwada resigns

Kathmandu, Aug 12: President of the State Affairs and Good-Governance Committee under the House of Representatives (HoR), Ramhari Khatiwada, has resigned from his post.

Requesting time to speak in today’s HoR meeting, Committee President Khatiwada clarified that he tendered resignation on moral ground.

He explained that his resignation had a bearing with the ethical concern as he acknowledged that the Federal Civil Service Bill contained some errors in its certain provisions.

He admitted that he had signed in the report of the Bill which was prepared by the parliamentary committee he led.

“It is true that there were some mistakes while preparing the report that aligned with the personal interests of the committee members. The legislative intent is to implement a ‘cooling-off period’ but some errors occurred while drafting the report,” clarified Khatiwada.

He further asserted, “The mistake was neither my fault nor that of the State Affairs and Good Governance Committee.”

22-       Tilganga Eye University Bill sent to concerned committee for clause-

wise discussion

Kathmandu, Aug 12: The House of Representatives (HoR) has sent the Tilganga Eye University Bill-2081 BS to the relevant committee for clause-wise discussion.

The HoR meeting unanimously endorsed the proposal presented by Minister for Education, Science and Technology Raghuji Panta to send the Bill to the Committee for Legislation Management. The Bill originated in the National Assembly.

During the meeting, Minister for Communication and Information Technology Prithvi Subba Gurung, representing Prime Minister KP Sharma Oli, presented the National Dalit Commission’s fourth annual report of the fiscal year 2080/81 BS.

Likewise, the meeting passed the condolence resolution over the demise of former State Minister Khadga Bahadur Basyal.

Basyal had served as the Constituent Assembly member in 2064 BS and 2070 BS representing the Nepali Congress. He passed away on August 8 at the age of 74.The HoR is scheduled meet at 1:00 PM on Wednesday.

23-       Legal practitioners are the defenders of democracy and the rule of law: President

Kathmandu, Aug 12: President Ramchandra Paudel has said that legal practitioners are the defenders of democracy and the rule of law.

At a function organized today on the occasion of the 32nd Council Day and Self-Assessment Day-2082 of the Nepal Bar Council, President Paudel said that the only way to resolve all kinds of irregularities and injustices in a democratic system of governance is through the correct implementation of the law.

Stating that democracy is the cornerstone of a just society, President Paudel clarified that legal practitioners, regardless of their nationality, will be the protectors of the rule of law and democracy. Appreciating the contribution made by legal practitioners in the establishment and restoration of democracy in Nepal, he expressed his confidence that they will continue to play a more effective role in strengthening it.

He expressed the confidence that the Council would spare no effort in fulfilling its important responsibility of producing legal practitioners with high professional competence, ethics, and upholding the values of the sector.

Also today, speaking at an event held to mark the International Youth Day 2025, President Paudel said that the responsibility of building a prosperous Nepal on the foundation of a republic has fallen on the shoulders of the youth.

Stating that he and the youth of his generation dedicated themselves to establish a federal democratic republic in the country, President Paudel said Nepali youth have proven themselves to be excellent in various fields of entrepreneurship, including technology-based innovation, sports, entertainment, and information technology. “Everyone should join hands to direct this potential and strength towards a bright future of national rebuilding,” he said.

President Paudel said that the government has prioritized facilitating concessional loans, creating an environment for youth-friendly investment, and expanding innovation and entrepreneurship to provide opportunities to Nepali youth, who are the harbingers of change in the country.

“In the modern era of globalization and rapid development of information technology, fulfilling the dreams of development, good governance and prosperity as desired by the youth generation is the need of the hour,” he said, “Entrepreneurship is the basis of economic development. Therefore, it is necessary to prioritize policies and programs to expand and promote entrepreneurship and generate employment for the youths in the country.”

President Poudel said that International Youth Day is a celebration and solidarity for youth participation and empowerment, and that it emphasizes sustainable development, unity and solidarity through youth participation from local to international levels.

Minister for Youth and Sports Tejulal Chaudhary, Executive Vice-Chair of the National Youth Council Surendra Basnet and the United Nations Resident Coordinator in Nepal, Hanna Singer also spoke on the occasion.

24-       Create history by providing land titles to all landless: PM Oli

Kathmandu, Aug 12: Prime Minister KP Sharma Oli has urged the central and district office-bearers of the Landless Problem Resolution Commission to create history by providing land ownership certificates to all the landless.

In his address to the annual review workshop of the Commission today, he asked the office bearers to perform with confidence as the incumbent government is a stable one. On the occasion, PM Oli instructed to give complete shape to the commission in the remaining districts within two weeks.

“The commission was not formed for deficit performance as in the past. It was constituted to bring tangible results and free the landless people from the state of having no land”, the PM asserted. “The landless and unmanaged settlers should get land. In this connection, the government will lend necessary support or amend the legal framework if needed”, he added.

The coalition which was made in collaboration with two big political parties in the special context of the country will sustain till 2084 BS, he said, adding that the Commission should work taking the advantage of the stable government.

Also speaking on the occasion, Home Minister Ramesh Lekhak expressed the commitment from the government to provide support for the implementation of the constitutional provision for the landless people to receive land ownership certificate.

Commission chairperson Hari Prasad Rijal informed that works are being carried out in coordination with all three tiers of the government.

25        Supreme Court dismisses Dhakal’s writ petition

Kathmandu, Aug 12: The Supreme Court has dismissed the writ petition filed by Mukul Dhakal, demanding that he be allowed to continue as the General Secretary of the Rastriya Swatantra Party (RISP).

A division bench of Justices Nahakul Subedi and Sunil Kumar Pokharel handed down the order to dismiss the writ petition, according to Supreme Court spokesperson Achyut Kuinkel.

Founding General Secretary of the Party, Dhakal, was expelled from the party for allegedly engaging in activities against the party’s interests. Challenging the decision, Dhakal had filed a writ petition in the Apex Court.

26-       Bagmati Chief Minister Baniya wins vote of confidence

Bagmati, Aug 12: Chief Minister of Bagmati Province Indra Bahadur Baniya has won a vote of confidence. A proposal seeking a vote of confidence from the Province Assembly was passed by a majority of the PA meeting held earlier today.

Of the total 92 members present in the 110-member Province Assembly today, 63 voted in favour of Chief Minister Baniya, 22 voted against, while seven abstained from voting, shared Speaker Bhuwan Kumar Pathak.

Speaker Pathak announced that the motion on the vote of confidence presented by Chief Minister Baniya was passed by a majority in accordance with Article 168 (4) of the Constitution and Rule 143 (1) of the Provincial Assembly Rules 2074 BS.

President of the ruling Nepali Congress Bagmati Province, Baniya was appointed the Chief Minister on August 5 with the support of 64 PA members from the Nepali Congress and the Nepal Communist Party (UML). He took the vote of confidence today, a week after being appointed as the Chief Minister.

The next meeting of the Provincial Assembly will be held at 11:00 am on Wednesday.

27 –      26 Nepalis missing in Uttarakhand floods and landslide

Kathmandu, Aug 12: A total of 26 Nepalis have been reported missing following devastating floods and landslide that occurred at Uttarkashi and Pauri Garhwal districts in Uttarakhand of India on August 5 and 6.

According to a data released by the Nepali Embassy in New Delhi, India, the whereabouts of 21 Nepalis in Uttarkashi district remain unknown while five others are still missing in Pauri Garhwal.

Those individuals missing in Uttarkashi are Janak Bahadur Shahi, Rabi Singh, Karan Bahadur Singh, Gagan Bahadur, Gorakh Bahadur, Ram Bahadur Shahi, Hari Bahadur Khadka, Prabhati, Keshav, Nirmala Khadka, Laxman, Subash BK, Ramesh, Priya, Deepak Magar, Suraj Rana, Man Bahadur, Nim Bahadur, Rabi Singh and Ram Bahadur.

Similarly, those missing in Pauri Garhwal have been identified as Naresh Khadka, Amrita Pariyar, Roman Khadka, Sandhya Khadka and Bimal BK, adds the Embassy.

28 –   Lawyers and journalists clash in Janakpur

Dhanusha, Aug 12: A group of lawyers attacked journalists in a dispute over the land leased from the Guthi Sansthan. Members of Nepal Bar Association Janakpur and members of the Federation of Nepali Journalists, Madhes Province have clashed over the matter.

Shailendra Mahato, General Secretary of FNJ, Madhes Province, said that the lawyers attacked them while trying to occupy the land leased by the FNJ from the Guthi Sansthan.

More than six journalists, including the FNJ Provincial President Shyam Prasad Banjara, General Secretary Mahato, and journalist Diwakar Raya, were injured in the attack. The injured are undergoing treatment at the Provincial Hospital in Janakpur.

The FNJ claims to have leased the land for four years while the Nepal Bar Association, Janakpurdham, stakes claim over it.

Meanwhile, a writ petition has also been filed at the district court on the matter and both parties have been called for a discussion on August 21, which may resolve the dispute.


29 –      NHRC directs government for prison management reforms

Kathmandu, Aug 12: The National Human Rights Commission (NHRC) has directed the Government of Nepal to make prison management and administrative activities within the prison transparent, provide humanly treatment to inmates and make all prisons in the country human rights-friendly.

The human rights watchdog body has issued the directive to effectively implement the recommendations given after carrying out on-site monitoring of the prisons, arrange adequate human resource, and enhance capacity of all prisons, including in Rupandehi and Kailali.

Issuing a press release on Tuesday, NHRC spokesperson Dr Tikaram Pokharel said the prison improvement is envisaged to make the process of transferring jailbirds transparent, chart out a strategy to not allow repetition of clashes in the prison and ensure efficient security arrangement in the jail and develop prison as a correction centre.

The NHRC’s Sudurpaschim province office has been constantly monitoring the situation emerged following the violent in-fighting in Kailali jail of late.
