Kathmandu, Feb 7: Only 24 candidates among those asked for clarifications on the charge of breaching election code of conduct have so far submitted response to the Election Commission (EC).
The EC had sought explanations from 34 candidates for allegedly violating election code. Spokesperson of the EC, Narayan Prasad Bhattarai informed that only 24 out of 34 candidates representing different political parties and independent ones have submitted clarifications to the EC.
The EC has put forward investigation and action process acting on complaints it received in order to ensure effective compliance with the code of conduct and reduce incidents of violations.
For effective implementation of the code of conduct, the Central Code of Conduct Monitoring Committee, District Code of Conduct Monitoring Committees, District Code of Conduct Monitoring Officers, and the concerned election offices are functional.
To ensure effective implementation of code monitoring at the district level, the Assistant Chief District Officers of all 77 districts have been entrusted with responsibility.
In the districts, the Chief Treasury Controller and the Treasury Controller have been designated as the Code of Conduct Monitoring Officers for overseeing financial matters. The EC shared that raising awareness about the code of conduct and securing commitment to its compliance from diverse actors and stakeholders is being effectively done in a short span of time.
Necessary action has been taken on complaints received in regard to violations of the code of conduct at the district level, the EC stated.

02- Election to exercise sovereignty resting on people: Commissioner Dr Tuladhar
Kathmandu, Feb 7: Election Commissioner Dr Janaki Kumari Tuladhar has emphasized on a transparent, impartial and credible electoral system for improved democracy.
In a discussion with heads and representatives of the national organizations permitted for election monitoring, Dr Tuladhar highlighted the wider importance of electoral process monitoring for free and fair election.
“Election is not only a process to cast vote but also a crucial medium to exercise sovereignty resting on the people”, she noted.
Independent, objective and responsible observation is expected to contribute for keeping trust of the general voters, ensuring legal arrangement and code of conduct and making election management further reform-oriented.
“The existing legal framework, rule, directive and code of conduct related to election should be fully complied with during election observation. The observers should be engaged in fulfilling their duties independently being not influenced by any political party, candidate and stakeholders”, the commissioner stated.

03- Light rain, snowfall likely in mountainous areas of Koshi and Gandaki today
Kathmandu, Feb 7: At present there is a partial influence of westerly wind in Nepal.
The Weather Forecasting Division has informed that mist is blanketing some places in the Terai region, while parts of the mountainous and high hill areas, including Koshi Province, are with partly cloudy weather.
According to the Division, this afternoon there will be fog in some parts of the Terai region.
The mountainous areas of Koshi and Gandaki Provinces will generally be cloudy, while the rest of the regions will be partly cloudy. There is a possibility of light rain/snow in one or two locations in the high hill and mountainous areas of Koshi and Gandaki Provinces, the Division stated.
Tonight, there will be mist in a few areas of the Terai region. The hilly and mountainous areas of Koshi, Bagmati, and Gandaki Provinces will be partly cloudy, and the rest of the region will mainly experience clear weather, the bulletin stated.
There is a possibility of light rain/snow in one or two locations in the high hill and mountainous areas of Koshi and Gandaki Provinces.

04- Fidim declared full immunization assurance municipality
Panchthar, Feb 7: Fidim in Panchthar has been declared the full immunization assured municipality.
Fidim municipality has been declared a municipality with full immunization, ensuring that all children within 23 months have received all types of vaccines that should be given by 15 months.
In Fidim municipality, 273 children aged between 16 to 23 months have received all types of vaccines that should be given by 15 months, and 562 children below 15 months are regularly receiving the designated vaccines.
Fidim’s mayor Mitra Prasad Kafle informed that the municipality has been declared with full immunization on the basis that number of unvaccinated children is reduced to zero.
At the announcement programme held at the municipality office on Friday, Mahesh Sunar, Member Secretary of the District Vaccine Coordination Committee and Head of the Health Office, Panchthar, presented a certificate of full vaccination assurance to mayor Kafle.

05- Landslide prevention works begin on Beni-Jomsom road
Myagdi, Feb 7: The landslide prevention works have begun on the Myagdi section along the Beni-Jomsom-Korala road connecting China and India.
The Beni-Jomsom-Korala Road Project Office has started planning to prevent landslides and river erosion on the road at a cost of Rs 250 million.
Landslides and erosion have been creating regular traffic disruptions on the road. Project’s sub-engineer Bahadur Shah informed that the contractor has set a target to complete the work within the current fiscal year.
He said the landslide and erosion prevention plan is being implemented in Raghuganga Rural Municipality-2, including lower and upper Baisari, Nagdhunga, Guithebhir, Khambhitta, Latokhola, Rupse, Setokhola, and Larjung sections.
Shah said that techniques such as ‘rock anchoring’, ‘palm wall’ and ‘bioengineering’, among others are being used for landslide prevention. In Annapurna Rural Municipality-3, Bamti/Konda/Tista JV has secured a contract amounting to Rs 70 million to prevent landslides over a 300-metre area in the Khambhitta region of Dana.
In Guithebhir of Annapurna-3, GSPL/Buddhisara JV has signed a contract of Rs 90 million to prevent landslides on a 300-metre stretch of road. Gajendra Construction Services has received a contract worth Rs 70 million to prevent landslides on Latokhola, Rupse, Nagdhunga and Setokhola sections.
On the Rupse section, placement of concrete has been completed over a distance of 160 meters. Likewise, on Latokhola, widening the area using rock anchoring has reached the final stage. GSI/Hutaraj JV has received a contract of Rs 20 million to prevent landslides in the lower and upper Baisari areas.
By drilling into the hill beneath the road, placing rods, concreting to make a base, and constructing a solid wall, the road towards Dil has been widened.
