NC CWC meeting endorses party President’s political report prepared for 15th NGC

Kathmandu, Oct 5: The Central Working Committee meeting of the Nepali Congress (NC) endorsed a political report that party President Gagan Kumar Thapa is presenting in the NC 15th National General Convention.

The document that presents the Congress political, ideological, organizational and economic roadmap for the next four years incorporates the party’s self-review of the past, warning for the government, policy of not forging an electoral alliance before the election, concept for the party’s restructuring, cooperation with the private sector, promotion of youth participation and the concept of ‘prosperous Nepal, dignified Nepali’.

The report acknowledges that over the past two decades, the party deviates from its core objectives, while giving priority to positions and power. “The party’s moral standing was eroded due to its engagement in the politics of coalition management, power-sharing, factionalism, and horse-trading.”

It further argues that the tendency to provide political patronage to the party people who were from one’s faction involved in corruption and irregularities undermined the autonomy of public institutions.

Stating about the widening gap between the party and the younger generation and the party’s failure to grasp citizens’ evolving expectations, the document highlights its apology to the citizens and commitment for the party’s reforms through its second Special General Convention.

It also discusses the party’s historic contribution and reflects on the lessons of the past, including 2025 September 8-9 Gen Z movement, and the Congress party’s defeat in the election.

It outlines party’s role as an opposition, a new policy on elections and political alliances, and the ideological renewal of the Congress.

It also presets the vision of a ‘Prosperous Nepal, Dignified Nepali’ along with systems for reviewing major government and public decisions. In addition, it proposes a digital platform to give the public access to budget expenditures and information about those holding responsible positions.

The report incorporates a broad range of issues, including the economy and private sector, distributive justice, employment, migration and demographics, agriculture, industry, and production, climate change and green development, technology and artificial intelligence and the social sector.

It also talks about federalism and the constitution, transitional justice, national sovereignty and the changing global scenario, as well as a new approach to national reconciliation.

In addition, the report presents plans for organisational report and measures to combat corruption, strengthening internal party discipline.

It proposes restricting the Prime Minister to two terms, reforming the electoral system, establishing an endowment fund for martyrs, the injured and displaced. —
