Lawmakers emphasize technology, public awareness and law enforcement for road safety

            Kathmandu: Lawmakers and members of the Infrastructure Development Committee under the House of Representatives have stressed the need for technology-driven monitoring, effective public awareness and stricter enforcement for traffic laws to reduce rising road accidents across the country.

            In the Committee’s meeting here today, they suggested installing digital warning systems in vehicles that alert drivers when they exceed speed limits.

            They also said that road safety initiatives should be integrated with modern technology to improve monitoring and prevent accidents.

            Committee Chairperson Ashish Gajurel shared that around 3,000 people die every year in road accidents in Nepal, highlighting the urgency to properly enforce road safety policies.

            Likewise, lawmaker Basana Thapa called for more impactful public awareness programmes on road safety.

            Referring to the ban on night transport in Karnali Province, she said that it had helped reduce accidents but its impact on daily life should be assessed.

            Another lawmaker Rajendra Kumar Rai observed that increasing use of mobile phones and listening to music while driving have also contributed to rising road accidents. He stressed the need for better driver discipline and awareness.

            Parliamentarian Gopal Sharma highlighted the need to improve rural roads, minimize road accidents. He also pointed out the need to expand road infrastructure in Karnali Province to ensure safer nighttime travel.

            Asha Jha urged timely completion of road construction projects while Raju Pandey called for a comprehensive review of road safety laws enforcement. He argued that expanding the use of modern technology would be more effective than simply increasing manpower for road safety.

            Also speaking in the meeting, Gopal Prasad Sigdel, Secretary of the Ministry of Physical Infrastructure and Transport, mentioned that landslides have posed additional challenges to road safety. He added that roadside advertisements contribute to road accidents and drew the attention of the local government to better manage local road network.

            Road safety expert Bhagawati Sedhai said making helmets mandatory for passengers on two-wheelers could help reduce fatalities and injuries. She also suggested using good-quality helmets that meet safety standards.

            Sedhai further recommended increasing the number of traffic police and forming a dedicated ‘Road Safety Council’ to strengthen the country’s road safety system.

14-       Five killed in separate road accidents

            Kathmandu: Five people have died in separate road accidents occurred at various places of the country, including in Kathmandu, the Central Police News Room stated in its bulletin.

            According to the police news bulletin, a pedestrian, 43-year-old Bhuvan Gurung from Siddhicharan Municipality-9, Okhaldhunga, died after being hit by a motorcycle bearing registration plate number Ba Pra 02-060 Pa 1275 on the Koteshwor Herbal Road, Kathmandu Metropolitan City-32.

            Gurung was seriously injured in the accident on Monday night and he passed away this morning while undergoing treatment at the National Trauma Centre.

            Similarly, a motorcycle with the number plate BR30U 4499 met with an accident near Thakurpokhari in Gausala Municipality-4, Mahottari, last night,  resulting in the death of the 25-year-old rider Suvesh Kumar Yadav, a resident of Navarajpur, Municipality-3. Yadav, who was seriously injured in the accident, died while receiving treatment at the municipal hospital in Gausala.

            Likewise, a bus with number plate – Province 01-006 Kha 6649 collided with a tractor bearing the number plate Province 2-01-001 Ta 1467 on the road near Vivek Petrol Pump in Itahari Sub-Metropolitan City-17, Sunsari this morning, resulting in the death of 18-year-old Uttam Sardar from Kanchanrup Municipality-5, Saptari, who was riding on the tractor. The drivers of both vehicles have been taken into police custody.

            Surendra Paswan, 22, a resident of Tejapakad, Municipality–3, who was riding the motorcycle BR 05 AH 2877, died when his bike collided with another motorcycle with number plate BA 81 Pa 6448. The accident occurred last night on the road at Paroha Municipality–6, Rautahat District. He died while receiving treatment at the Provincial Hospital Gaur after being seriously injured in the accident.

            In addition, one person injured in the accident, who was riding a motorcycle with the number BA 81 Pa 6448, is receiving treatment at National Medical College Birgunj, and another person has been referred to Chitwan for further treatment.

            Similarly, Rinkudevi Thakur, 38, from Gamharia, Fatuwa, Vijaypur Municipality–5, died after falling off from a motorcycle with number plate Ma Pra 02–03–11 Pa 3508, which was going from Kathariya to Santpur. The accident took place last night on the road in Bahadurpur Tole, Kathariya Municipality–4, Rautahat. Thakur was seriously injured in the accident and died on the way to medical facility for treatment.

            The police are conducting the necessary investigation regarding the accident, it is stated.

16-       NC seeks explanation on PM’s leaving House meeting

            Kathmandu: The main opposition party, Nepali Congress (NC), has sought a response regarding Prime Minister Balendra Shah’s leaving from the assembly hall while President Ramchandra Paudel was addressing the joint sitting of the Federal Parliament on Monday.

            Speaker Dol Prasad Aryal allocated the NC Chief Whip Basana Thapa time to speak at the outset of today’s meeting of the House of Representatives after the MPs stood up from their seats.

            Chief Whip Thapa said, “It is not a trivial matter but a serious issue that Prime Minister Shah left the House during the President’s address; a clear response from the government is needed on this.”

            She also urged the Head of Government to respect the constitutional position and not to weaken the parliamentary tradition.

            President Paudel had presented the government’s policies and programmes for the fiscal year 2083/84 in joint sitting of both houses of the Federal Parliament on Monday.

17-       NHRC presents human rights priority issues to government

            Kathmandu: The National Human Rights Commission (NHRC) has proposed the issues of priorities for the government regarding the area of human rights.

            NHRC Commissioner Dr Tikaram Pokhrel said the NHRC presented the document to this regard to the government recently.

            The document, sent on May 8, advises the government on the priority areas it should focus on to fulfill its responsibilities related to human rights guaranteed by Nepal’s constitution, other existing laws and international human rights treaties and conventions ratified by Nepal.

            The  recommendations  focus on the implementation of fundamental rights, legal reforms, transitional justice, the National Action plan on Human Rights, development and human rights, suggestions from the international human rights mechanism and the strengthening of human rights.

            The document comprehensively spells out about the overall work needed to be carried out from the government level in areas including elections, human rights protection, and public service delivery.

18-       Two dead, 22 injured in Arghakhanchi bus accident

            Arghakhanchi: Two people died on the spot, and 22 others were injured when a bus today met with an accident at Durgaphant Kudule of Panini-8 in Arghakhanchi.

            The bus (Ga 1 Dha 504) from Parbat was returning from a pilgrimage to the Supa Deurali, a religious site, in Arghakhanchi, said Chief of the District Police Office, Deputy Superintendent of Police, Diwas Bahadur GC.

            Until the filing of this report, rescue operations were underway.   Former chair of Panini rural municipality, Achyut Gautam, also said that rescue work was being carried out with the help of locals and police.

19-       Behavioural change essential in addressing malnutrition: CM Yadav

            Mahottari: Chief Minister of Madhesh Province, Krishna Prasad Yadav, said that addressing malnutrition in Madhesh Province requires a fundamental change in household behavior and daily habits.

            CM Yadav said so while inaugurating the three-day provincial level Nutrition Policy Dialogue and Summit-2083 BS organized by the Provincial Health Services Directorate in Dhanusha today.

            During his address, the CM asserted that meaningful improvements in nutrition can be achieved if every household maintains a well-managed kitchen and adopts healthier food practices.

            Stating that although Madhesh Province is comparatively strong in food production, he noted that improper utilization of available food resources had contributed to persistent malnutrition in the region.

            Likewise, shedding light on the objectives of the event, Jangilal Raya, provincial Minister for Health and Population, mentioned that the summit is expected to produce concrete conclusions to address key malnutrition-related challenges in Madhesh Province, including stunting, wasting and anemia.

            He also suggested that the province develop a structured monitoring mechanism and implementation timeline to make nutrition programmes more effective.

            Similarly, Dr Pramod Kumar Yadav, provincial Health Secretary, informed that the experts participating in the conference will engage in in-depth discussions on nutrition policy and draw conclusions so as to make nutrition drive more effective.

            The event brings together Heads of all provincial-level nutrition-related government officials, Chiefs of provincial hospitals, nutrition experts, district health office chiefs from all eight districts and nutrition officers.

20-       Angdembey urges government to be serious towards parliamentary voices

            Kathmandu: Vishmaraj Angdembey, the parliamentary leader of major opposition, Nepali Congress (NC), has said that democracy is based on dialogue, discussion, consensus and participation. He urged the government to seriously consider voices and concerns raised in the parliament by the people’s representatives.

            In his address to a meeting of the House of Representatives (HoR) today, he recalled the NC had, since the beginning of the current parliament, extended positive and constructive support to the incumbent government.

            Echoing the need for taking effective measures to address rising inflation, poverty and livelihood challenges in the country, the leader of the main opposition party in the House of Representatives (HoR) demanded guarantees of the proper resettlement of landless people and squatters, including the helpless, children and new mothers, who have been evicted from the unplanned squatter’s settlements established on public land.

            Describing the formation of the Property Investigation Commission as a positive step, he also called for the implementation of the Lamsal Commission’s report regarding the investigation of property details by government officials between 2047 and 2059 BS.

            He also complained that lawmakers had not been allocated sufficient time for pre-budget deliberations.

            Arguing of a lack of coherence between the policies and programmes and the budget, the leader stressed the need for a clear approach to ensuring resource management, increasing capital expenditure, and improving the effectiveness of public spending.

            “There is a need to present a budget capable of delivering results rather than merely showing dreams,” he said, adding that the economy is becoming increasingly challenging due to the growing burden of public debt and weak revenue collection.

            Leader Angdembey was of the view that a comprehensive national consensus, expertise and participation are required regarding the constitution amendment issues.

            Calling for a practical approach for the management of open border with India, he urged the government not to make any policy decisions that could negatively affect the lives of people living along the border areas. He also stressed that the government should be fully prepared to tackle the risks climate change-induced natural disasters.

21-       Madheshi Commission functioning in limited resources

            Kathmandu: Acting Chairperson of Madheshi Commission, Jeewachh Sah, said that the Commission is struggling to address the problems of the Madhesh region due to lack of budget and resources.

            Speaking at a meeting of the Women and Social Affairs Committee under the House of Representatives today, Acting Chairperson Sah informed lawmakers about the challenges faced by the Commission in carrying out its work.

            Sah said the Commission has already submitted more than 300 recommendations to the government on issues related to Madhesh region.

            Some of these concerns, he added, have already been included in the government’s annual policy and programme.

            He reiterated, “There are numerous problems in the Madhesh and there is a lack of resources to solve them.”

            Highlighting several persistent issues in the region such as dowry system, harmful social practices, poverty, illiteracy, natural disasters and unemployment, he underscored that the State’s cooperation is essential to address these challenges comprehensively.

            During the meeting, he informed the Committee that the Commission currently has to run programs across all 77 districts with a budget of only Rs 2 million.

            He added that even the allocated Rs 500,000 budget for research and studies is inadequate.

            Committee Chairperson Aakriti Awasthi said that the State must take responsibility for addressing the problems of Madhesh region.

            She suggested the Commission continue to play a supportive role in that effort.

            During the meeting, lawmakers urged the Commission to make its work and responsibilities more effective.

            Parliamentarain Parbati BK called on the Commission to launch wider awareness campaigns to eliminate the deeply rooted dowry system in the Madhesh.

            Another parliamentarian Reena Upreti (KC) expressed her concern that cases of domestic violence are particularly high in Saptari and Siraha districts and thus drew the attention of the Commission to focus on monitoring and solutions.

            Likewise, Deepak Kumar Sah pointed out that unemployment remains another major issue in Madhesh region. He questioned about the Commission’s plan to address it.

            Dr Lalita Kumari mentioned that Madhesh Province continues to face serious challenges due to inadequate education and healthcare services and urged the Commission to draw the government’s attention to these issues.

22-       NRNA welcomes government’s policies and programmes

            Kathmandu: The Non-Resident Nepali Association (NRNA) has welcomed the government’s policies and programmes for the fiscal year 2083/84.

            In a statement issued today, NRNA spokesperson Somnath Sapkota said the topics included in the policy and programme document were welcome.

            The statement mentions that the policies and programmes presented by President Ramchandra Paudel on Monday at the joint sitting of both houses of the Federal Parliament, with a high priority given to non-resident Nepalis, is an extremely positive step.

            “It is in itself a welcome matter that the state formally recognises the sentiments, contributions and potential of millions of Nepalis making a name for themselves in various countries of the world through their hard work, knowledge, skills, experience and abilities, and expresses a clear commitment to link them with the main stream of national development,” reads the statement.

            The announcement of establishing the ‘Diaspora Expert Network’ and ‘Knowledge Bank’, aimed at linking the capital, skills, experience, technology, and international networks of Nepalis abroad with Nepal’s social and economic development, has instilled new hope and trust, according to the statement.

            “Today, Nepalis around the world are not just sources of remittances, but policy and programmes recognising the reality that they are unique carriers of knowledge, technology, innovation, entrepreneurship, international access, and global knowledge and experience is in itself a positive initiative,” said NRNA.

            Similarly, the NRNA said it believes that programmes such as capital market reform, securities regulation, restructuring of NEPSE and the clearing system, expansion of institutional investment, infrastructure bonds, development of debt and bond markets, and strengthening of risk management systems will create an investment-friendly environment in Nepal and lay the foundation for long-term economic stability and economic transformation.

            Spokesperson Sapkota said that the government’s commitment to making investment by non-resident Nepalis secure, transparent and smooth, as well as ensuring a return system, will further encourage overseas Nepalis to expand investment in Nepal.

            “It is also important to further strengthen the policy and legal arrangements related to the citizenship, financial access, investment protection, and democratic rights of non-resident Nepalis,” the statement said.

23-       ‘Completing backlog of peace process is government’s responsibility’

            Kathmandu: Coordinator ot the Nepali Communist Party Pushpa Kamal Dahal said it was the government’s responsibility to complete remaining works of the peace process, safeguarding achievements gained from various movements and revolutions.

            Addressing today’s meeting of the House of Representatives, Coordinator Dahal expressed pride to the hard-earned achievements and also vented ire at the attempts by some individuals to criminalize the revolution.

            ‘The completion of the peace process is now the incumbent government’s responsibility more than mine, ‘ Dahal, also the former Prime Minister noted.

            Referring to the new parliament as continuation of the revolution, Coordinator Dahal said, ‘Balendra Shah has become the Prime Minister of the country today after serving as Kathmandu mayor. The party may be different, but for me, this is a victory of the promise of the revolution.’

            Commenting on the narrative that all old parties are bad is incorrect, Coordinator Dahal said, ‘There is a wrong narrative in the name of old leaders and parties that they are all the same.’

            Dahal went on saying, ‘The question is not of old and new; the question is of right and wrong. The old and new narrative divides family, society, and politics.’

            The ex-Prime Minister emphasized that the government formed after the movement for freedom of expression must respect press freedom, saying, “Yesterday we opposed the situation where people could be imprisoned just for speaking, but today we are engaging in practices that regulate and weaken media institutions; democracy grows not by avoiding questions, but by responding to them.”

            Referring to the current new parliament as the result of the sacrifices of inclusive martyrs, he stated that through the sacrifices of thousands of martyrs, this rainbow parliament represents every class, caste, ethnicity, gender, and community.

24-       Exam preparation classes for NG students: Minister Pokharel

            Kathmandu: Minister for Education, Science and Technology, Sasmit Pokharel, has shared that supplementary examination preparation classes would be run for students who are in ‘non-graded (NG)’ in Secondary Education Examinations.

            In today’s meeting of the Education, Health and Information Technology Committee under the House of Representatives, Minister Pokharel expressed commitment to run supplementary examination preparation classes for non-graded students, adding the government’s commitment of publishing SEE results within a month has been implemented. 

            As per the SEE results published on Monday, 284,160 students (65.98 per cent) passed the SEE exam as well as 146,507 students were not graded. The non-graded students could seat for grade increment examination.

            He mentioned that the entire infrastructure of school-level would be restructured based on the fact after carrying out detailed study of school buildings, playgrounds, teachers, staffs, students and other structures across the country.

            On the occasion, lawmakers suggested the government to make special arrangement for the study of children displaced from squatter settlements, to establish Sports University and to make arrangement of e-book.

            Saying the government should immediately take steps to resolve problems of teachers and to stop irregularities on school midday meal programme, they drew government’s attention to revise school-level curriculum for vocational and skills-based education.

            According to information shared at the programme, there are 27,000 community schools in the country with 232,105 teachers and staffs.

25-       MP Pun calls on govt. to prioritize innovation and research

            Kathmandu: Member of Parliament Mahabir Pun has urged the government to prioritize innovation and scientific research.

            Speaking during special hour of the House of Representatives today, he shared about his effort to introduce an ordinance for innovation and development research when he was in the previous government, and called on the current government to make it a reality.

            He also demanded the formation of a separate ministry for science, technology, innovation and research.

            Lauding the current government’s introduction of an ordinance related to universities to free education from politics, he suggested that the provision to have the Prime Minister as the Chancellor of Universities be scrapped.

26-       Secretary of the HoR Rai removed from his post

            Kathmandu: President Ramchandra Paudel has, on the recommendation of Speaker Dol Prasad Aryal, removed Secretary of the House of Representatives Harkaraj Rai from his post.

            A press statement issued today by Office of President Spokesperson Ritesh Kumar Shakya states that Rai has been removed from the post of HoR Secretary.

            The President removed him from his post as per Section 6 (e) of the Act relating to Remuneration, Conditions of Service and Benefits of the Secretary of the Federal Parliament, Secretary of the House of Representatives and Secretary of the National Assembly, 2075 BS, as recommended by the Speaker on May 11, adds the statement.

27-       Indian envoy pays courtesy call on Health Minister Mehta

            Kathmandu: Indian Ambassador to Nepal, Naveen Srivastava, paid a courtesy call on Minister for Health, Population and Water Supply, Nisha Mehta. 

            During the meeting held at the Ministry, Singha Durbar, on Tuesday, matters related to the historical and deep relations that Nepal and India have been enjoying since centuries as well as various dimensions of bilateral cooperation in the health sector were discussed, shared Joint-Spokesperson at the Health Ministry, Dr Samir Kumar Adhikari.

            On the occasion, Minister Mehta thanked the Indian government for its continuous support in development of Nepal’s health, drinking water and sanitation sectors.

            Similarly, discussion was also held on the issues of strengthening national-level major health sciences academies, establishment of specialized treatment centre and support of Indian government in development of overall health infrastructures in coming days and further strengthening Nepal-India cooperation.

28-       ‘PM should respond to the questions raised by MPs’

            Kathmandu: Sram Sankriti Party parliamentary party leader Harkaraj Rai has demanded that the Prime Minister answer the questions raised by the MPs in the parliament.

            In today’s meeting of the House of Representatives, leader Rai emphasized that the Prime Minister elected by the people should respond to the people’s voice. He said that democracy can be taken on the right path only if the government respects the rights enshrined in the Constitution.

            Stating that the religious encroachment in the name of cable car construction in Pathibhara is unacceptable, leader Rai demanded an immediate halt to the cable car construction work.

29-       Agreement on Mutual Legal Assistance tabled in house

            Kathmandu: An agreement on mutual legal assistance (MLA) in criminal matters between the Government of Nepal and the Government of the Republic of India has been submitted in today’s meeting of the House of Representatives.

            Minister for Law, Justice and Parliamentary Affairs Sobita Gautam presented the agreement on mutual legal assistance in the meeting.

            The agreement was signed between the Government of Nepal and the Government of India on 18 April, 2025 under Section 6 of the Nepal Treaty Act, 2047. The MLA aims to make the investigation and prosecution of criminal acts, including judicial proceedings, effective and easy through mutual legal assistance.

            Presenting the agreement before the house, Minister Gautam said that the agreement between the two countries would also help in punishing criminals and recovering assets acquired from crimes.

            The Law Minister said that the implementation of the agreement will prove to be a milestone in control, investigation, prosecution of financial crime and justice in Nepal more effective, and will contribute significantly to mutual cooperation in the prevention of money laundering and terrorist financing.

30-       ICC World Cup League 2: Scotland defeats Nepal by 2 runs

            Kathmandu: Nepal has lost to Scotland by 2 runs in the match held between the two sides under the ICC Men’s Cricket World Cup League 2 at TU cricket ground today.

            Despite half centuries from Vice-captain Dipendra Singh Airee and Gulshan Jha, Nepal fell short by just 2 runs in the match decided by the DLS method, after 50 overs could be completed in the second innings due to rain.

            Batting first after winning the toss, Scotland made 243 runs at the loss of 8 wickets in the full quota of 50 overs. Opener George Munsey scored 75 runs in 62 balls followed by Finlay McCreath and Micheal English who scored 35 and 34 runs respectively.

            Leg Spinner Sandeep Lamichhane was the pick of the Nepali bowlers, taking 4 wickets in 10 overs and limiting the visitors to a par score. Karan KC and Nandan Yadav chipped in with 2 wickets each.

            However, Nepali bowlers gave away too many extra runs, at 16 including 11 wides.

            As rain affected the second innings, Nepal were given a revised target of 221 runs in 39 overs. Gulshan top-scored for Nepal, scoring 61 runs in 35 balls, including 5 sixes and 2 fours. Airee scored 55 runs in 49 balls while captain Rohit Paudel contributed 32 runs in 46 balls, before being bowled out by eventual player-of-the-match Brad Currie. He took 3 wickets in 8 overs, giving away 43 runs.

            Nepal will now face the United States of America in the match to be held on coming Thursday, May 14.

            In the points table including 8 teams, Nepal languishes at the 7th position, with 18 points in 25 matches. Nepal has won 8 matches and lost 15 so far. The USA tops the table with 36 points in 24 matches.

31-       Proposal seeking consideration on ‘Alternative Development Finance Mobilization Bill-2082’ passed

            Kathmandu: The House of Representatives has passed a proposal presented seeking consideration on the ‘Alternative Development Finance Mobilization Bill-2082’.

            Today’s meeting of the HoR unanimously passed the proposal tabled by Finance Minister Dr Swarnim Wagle.

            Taking part in the deliberations on the proposal, lawmakers—Ashok Chaudhary, Sushil Khadka, Yubraj Dulal, Dr Krishna Hari Budhathoki, Khusbu Oli, Samikshya Baskota, Ganesh Karki, Lima Adhikary (Acharya), Nitima Bhandari Karki, Dr Toshima Karki and Shulav Kharel put forth their views.

            Responding to queries raised by lawmakers, Finance Minister Wagle shared that the bill has been introduced to fulfill expectations of development and physical infrastructures from alternative sources.

            He argued that the bill would help increase returns by incorporating all dimensions of financing. The bill will also help institutionalize good governance as committed by the present government.

32-       Finance Minister’s priorities for upcoming fiscal year budget

            Kathmandu: Minister for Finance, Dr Swarnim Wagle, has said that upcoming fiscal year’s budget would be framed with a focus around the commitment paper presented by Rastriya Swatantra Party (RSP) during elections, pledge of governance reforms and the government’s policies and programmes.

            In today’s meeting of the Finance Committee of the Federal Parliament’s House of Representatives, he assured that the government would come up with necessary arrangements for the same. Though resource management is formidable challenge for the execution of next year’s budget.

            He asserted that the government would act tough to check revenue leakage. “The government would act ruthlessly to control smuggling that harms domestic production, while being flexible for the daily livelihood of the general public to the possible extent”, he stated.

            The Finance Minister presented the fact that the regular obligations of the government alone amount to about Rs 13.3 trillion, with a shortfall of about Rs 7 trillion.

            Providing information that the Ministry of Finance had already set and sent budget ‘ceilings’ to the ministries, he clarified the Ministries would address matters that could be included through the concerned ministry.

            The Finance Minister stated that the government would immediately present the ‘Alternative Financing Bill’.

            He informed the Finance committee that the Ministry has so far completed more than 300 tasks – both small and large since he took charge at the Ministry of Finance. The principles and priorities of the budget would be presented at the parliament on May 14.

            He also vowed to include the suggestions provided by Members of Parliament (MPs) in the budget.

            Finance Minister Wagle clarified that the government would facilitate the purchase of daily necessities for ordinary citizens living along the border areas but would take strict action to control organized smuggling and revenue leakage.

            He informed that the provision of charging customs on goods valued over Rs 100 is not something the current government introduced but a policy that has been in place for decades, and that this provision is included in the current fiscal year’s budget.

            He stated that the government has proposed a plan to make border security technology-friendly by using cameras, facial recognition devices, night vision equipment, and AI-based surveillance systems in border areas.

            Finance Minister Dr Wagle informed that the government has put forward a liberal policy towards the securities market for its development, while indicating the reality that some limited groups have been exploiting people’s huge amounts through ‘insider trading’ by manipulating the capital market.

            Dr Wagle informed that a committee formed for the restructuring of the stock exchange has submitted a report, which will be gradually implemented.

            The Finance Minister stated that the Gen-Z movement had saved the country from moving towards the wrong direction.

33-       Four dead, 27 injured in road accident

            Arghakhanchi: At least four persons have died and 27 others were injured in a road accident that took place at Panini rural municipality in Arghakhanchi district today.

            The deceased have been identified as Ram Maya Basnet, 78 and Bindu Kunwar, 78, of Pokhara metropolitan city in Kaski, Kaushula Regmi, 50, and Ramesh GC, 45, of Modi rurak municipality in Parbat district, according to Chief of District Police office, Deputy Superintendent of Police, Diwas Bahadur GC.

            Two persons died on the spot while two others succumbed to their injuries at different hospitals.

            The accident took place when a bus (Dha 1 Kha 504) coming to Parbat from Supa Deurali in Arghakhanchi fell around 100 meters off the road. Ramesh GC is the bus driver. Most of the passengers are from Modi rural municipality, said police.

            Similarly, of the injured, condition of four is reported to be critical. All the injured are receiving treatment at Lumbini Medical College, Palpa, and Bhairahawa Medical College.

            Further investigation into the incident is underway. A team under the command of DSP GC and locals carried out rescue operation, said former Chairperson of Panini rural municipality, Achyut Gautam.

34-       Two individuals leaking question papers ahead of exams arrested

            Kathmandu: The Cyber ​​Bureau of Nepal Police has arrested two people on the charge of making question papers and answers public ahead of exams.

            The arrested are Nirajan Shahi, 37, a resident of Birendranagar Municipality-8, Surkhet, currently residing in Subidhanagar, Kathmandu Metropolitan City-32, and Prem Kumar Shrestha, 30, a resident of Nilkantha Municipality-3, Dhading, currently residing in Budhanilkantha Municipality-10, Kapan, Kathmandu, according to Cyber ​​Bureau spokesperson and Superintendent of Police Dilip Kumar Giri.

            Grade 12 question papers of exams conducted by the National Examination Board was leaked shortly before the start of the examination. Based on the technical analysis and investigation conducted, the duo was arrested on charges of violating the confidentiality of the question paper by creating various groups on WhatsApp and Facebook Messenger, including those called only for Grade 12 management, and leaking the question paper along with the answers.

            SP Giri said they were arrested from Chabahil, Kathmandu and remanded to custody by the Kathmandu District Court for an offense under the Electronic Transactions Act, 2063.

35-       More than 100,000 foreign nationals on ‘tracking’ in five months

            Kathmandu: The Department of Immigration (DoI) has reviewed the implementation progress of the Foreign Nationals Management Information System (FNMIS).

            At a discussion programme organized here today, the Department has informed that so far 1,543 service providers, including hotels, agencies, domestic airlines, and services for foreign nationals have been integrated into the system.

            It was also reported that only 94 hotels have been affiliated with the system. Similarly, it has been reported that records of about 125,000 travelers have been collected through the system.

            The system has come into effect from 1 January 2026, at hotels in Kathmandu and from March 1 to all service providers catering to foreign nationals.

            Spokesperson at the Department Tikaram Dhakal informed that the system has been implemented with the aim of ensuring security of foreign nationals, national security, monitoring the activities of foreign nationals, controlling crime, and sending the message that the country is safe from a tourist perspective.

            The programme featured the participation of representatives from the Ministry of Home Affairs, Nepal Tourism Board, Department of Tourism, Department of Inland Revenue, Hotel Association Nepal, Federation of Hotel Entrepreneurs and Tourist Police among others.

            It was shared that discussions are also underway on options such as integrating the system with services flowing to hotels from the Inland Revenue Department and the Department of Tourism.

            Also under discussion is placement of a list of hotels enrolled in the system at the Nepali port of entry so that hotels can be selected at the time of visa application.

36-       Deep boring benefits 500 families in Dhaibung area

            Rasuwa: As many as 500 families of Dhaibung area have been benefitted from the groundwater at Katunje in Rasuwa district,

            Locals of Katunje, Shwara, Ghimire tole, Khatiwada tole, Thakle and Suyeldanda areas in Kalika rural municipality-3 have been benefitted from the operation of deep boring constructed with support from Bagmati province government, said chairperson of Kalika rural municipality, Hari Krishna Devkota.

            The Bagmati province government had aided Rs 2.7 million for its construction.

            Locals are elated with the arrangement of water facility through deep boring. 

            Chief of Groundwater Resources and Irrigation Division Office, Kavrepalanchowk, Kedar Shrestha, shared that around 10,000 hectares of land could be irrigated along with arrangement of drinking water facility from the project, which is a pilot project for Rasuwa district.

37-       Forest Minister Chaudhary assumes office as NTNC Chairperson

            Kathmandu, May 11: Minister for Forests and Environment and Agriculture and Livestock Development Geeta Chaudhary assumed office as the Chairperson of the National Trust for Nature Conservation (NTNC).

            Minister Chaudhary assumed the responsibility of Chairperson of the NTNC today after Prime Minister Balendra Shah handed over the responsibility of Chairperson of the NTNC on Monday. On the occasion, she stressed the need to work in a transparent and accountable manner.

            Minister Chaudhary appreciated the contribution made by the Trust in the conservation sector and stressed the need to make the organization more effective in the coming days.

38-       Women from diverse walks of life receive ‘ WOW Women Achievers’ Awards’

            Kathmandu: Women from diverse walks of life who have set remarkable examples in their respective fields were honoured with the ‘WOW Women Achievers’ Awards 2026′ amid a special function held here on Tuesday evening.

            The honourees include Dr Radha Paudel, a renowned social activist, writer and dignified menstruation expert (Social Service/Activism), Artist Abhaya Subba Weise (Art), National Blind Women’s Cricket Team (Sports), Superintendent of Police (SP) Basundhara Khadka (Leadership) and Hajuri Bista (entrepreneurship).

            Likewise, Deputy Speaker Rubi Kumari Thakur was honoured with the title of ‘ Inspiring Woman of the Year’ while founder principal of Gyanodaya Balbatika, Indira Yakthumba, received the ‘Lifetime Achievement Award.’

            The awards were presented by WOW (World Of Women), a monthly magazine, dedicated to women’s issues and achievements.

            Delivering the keynote speech at the event, 21-year-old Sonam Bhuti Gurung, a teacher from Upper Dolpa, said that although Dolpa is admired for its breathtaking natural beauty, majestic mountains, and snowfall, the people there continue to face numerous hardships. “Lack of educational opportunities, limited access to development and the absence of other basic facilities in many areas makes lives tougher there.”

            Around eighty per cent of the people in Dolpa still do not have access to education, and life there remains extremely challenging,” she said, urging the State and development partners to view Dolpa with a sense of justice and prioritise its development.

            Earlier, participating in a panel discussion, actress Rekha Sharma stressed the importance of women’s empowerment and the need for women to live with dignity and full respect for their bodily autonomy. She said women deserve the freedom and space to follow their dreams and pursue their careers without societal barriers or discrimination.

            Talking to RSS in brief, Dr Paudel, the winner of Madan Puruskar for her book ‘ Khalangama Hamala’, a war memoir, said that it is a pride to be honoured for decades-long fight for dignified menstruation.

            Lawmaker and former Deputy Speaker Indira Rana Magar, Prime Minister Balendra Shah’s spouse Sabina Kafle, Muskan Khatun, Dr Reeta Gurung, and Susan Vaidya Shrestha, the President of Agni Foundation, were among those who presented the awards to the honorees.

39-       Draft on Immigration related laws prepared, suggestions sought from general people

            Kathmandu: The government has prepared a draft of the bill designed to amend and integrate laws related to immigration.

            The Home Ministry has requested people at large to give their suggestions and feedback on the draft. The Ministry unveiled the draft on Tuesday.

            It has urged one and all to provide their feedbacks and suggestions by email at, legalsectionmoha@gmail.com within a week.

            In the preamble of the 35-point draft, it is mentioned that the act was necessary to amend and integrate existing laws to regulate and manage the entry of foreign nationals into Nepal, their presence and departure from Nepal.

            An arrangement has been made to provide free Non-Resident Nepali visa to the foreign nationals of Nepali origin, who have obtained Non-Resident Nepali Citizens and Non-Resident Identity Card, and their families for 10 years.
