Mustang, July 10: Sixteen people including 10 Indian nationals died of high altitude sickness in Mustang district during the fiscal year 2082/83 BS.
According to Province Hospital Jomsom, 10 Indians, five Nepalis and oneMexican lost their lives due to high altitude sickness during the period of the fiscal year 2082/83.
Medical Superintendent of the Hospital, Dr Samikshya Kandel, shared that one person died of high altitude sickness in the month of Bhadra, one in Asoj, three in Kartik, two in Mangsir, two in Chaitra and three others in Jestha. They were between 50 to 84 years of age, she added.
In the fiscal year 2081/82 BS, nine people including five Indians, three Nepalis and one American had lost their lives due to high altitude sickness. Physically disabled persons, senior citizens and patients with chronic diseases remain at high-risk of high-altitude sickness.

15- Deputy Speakers’ National Meet concludes
Birtamod, July 10: The two-day National Conference of Deputy Speaker of House of Representatives (HoR), Vice Chairperson of National Assembly and Deputy Speakers of all seven provinces concluded by issuing the Birtamod Declaration-2083 with the commitment to make the country’s federal democratic system further effective.
The Declaration has stressed for ensuring effective role of deputy speaker and vice chairperson of the Federal Parliament and deputy speakers of the province assemblies; develop and implement the annual calendar of the legislative bodies, and implement the reports and directives of the parliamentary committees.
Likewise, the Declaration includes the issues of women empowerment, gender responsive budget, coordination with the local government, citizen participation and policy reforms on budget, institutional capacity building of secretariats of the federal parliament and province assemblies, management of human resources and other resources, development of technology-friendly parliament, promotion of study and research, and digital management.
Similarly, exchange of ideas and lawmakers among the federal parliament and province assemblies was also agreed in the conference as well as cooperation, coordination and continued efforts will be made to translate such commitments into practice.

16- NA Members call to probe demise of Ganesh Nepali
Kathmandu, July 10: The National Assembly (NA) members have demanded that rightful compensation be provided and a fair probe be initiated into the demise of Ganesh Nepali, a rider who died while receiving treatment in Bir Hospital after being critically hurt following self-immolation.
In today’s meeting of the NA, Padam Bahadur Pariyar pointed out the gap in humanitarian sensitivities while rushing Nepali to the hospital on Thursday.
NA Member Nar Bahadur Bista claimed that the traffic police and Kathmandu Metropolitan Police failed to perform on humanitarian grounds for the rescue of injured Nepali.
NA Members Somnath Portel and Tul Prasad Bishwakarma also drew the government’s attention regarding the same incident. Likewise, Krishna Bahadur Rokaya asked the government to provide the facts to the House regarding the reasons behind the incident. Rokaya also urged the government to provide relief and compensation to the family of Nepali since the economic status of the Nepali family was poor.
Man Rupa Sharma said the government should be serious to avoid such incidents in the future, while Rukmini Koirala asked why the people are forced to self-immolation.
Likewise, NA Member Renu Chand said that people should not be terrorized by excessive taxes and punishment in the name of service delivery. NA Members Puja Chaudhary, Bishnu Kumari Sapkota, Bishnu Devi Pudasaini, Bishnu Bahadur Bishwakarma, Shreekrishna Prasad Adhikari and Sabitri Malla asked the government to remain serious towards such cases and also initiate a fair probe regarding the causes of self-immolation.

17- Lawmakers demand fair probe on death of Ganesh Nepali
Kathmandu, July 10: Lawmakers have demanded an impartial investigation into the self-immolation and subsequent death of Ganesh Nepali, 25, of Mugu. Nepali had committed self-immolation at Tripureshwor, Kathmandu on July 9.
Soon after the commencement of meeting of the House of Representatives today, Speaker Dol Prasad Aryal allocated time to lawmaker Basana Thapa to put forth her views after lawmakers of the opposition parties protested by standing up from their respective seats.
On the occasion, Thapa questioned why the government remained silent on Nepal’s self-immolation attempt on Thursday. She argued that no one’s safety is ensured by changing green buses into blue ones, adding the government has created environment that compels landless squatters to finish themselves.
Bhumika Limbu Subba drew government’s attention, saying Ganesh Nepali had attempted self-immolation after he was fined for Rs 10,000 for parking motorcycle.
Parbati BK asked the government to provide compensation to the deceased’s family while Radhika Ramtel demanded investigation to the incident.
Gyan Bahadur Shahi asked the government to create environment where even poor people could survive easily in the capital city.
Speaking in the urgent hour of the meeting, Khadka Bahadur Shahi and Barsha Man Pun expressed sorrow over the death of Ganesh Nepali, saying it is tragic that Ganesh Nepali chose the self-immolation.
Ashika Tamang, Yashoda Kumari Baral and Shahajan Khautn complained that the state turned its deaf ear towards the self-immolation incident.
Saying Ganesh Nepali died in course of treatment at Bir Hospital after self-immolation attempt, Ain Mahar wondered why the family members of Ganesh were not allowed to meet him. Gita Gurung drew government’s attention on the issue of landless squatters.

18- Energy major basis of economic transformation: PM Shah
Kathmandu, July 10: Prime Minister Balendra Shah has said energy is the main basis of economic transformation which creates jobs and spurs industrialization and green development.
During a meeting he had with the officials of the Independent Power Producers’ Association of Nepal (IPPAN) at his office, Singh Durbar today, PM Shah hailed the role of energy sector for promotion of Nepal’s export trade. He informed that government had taken seriously the problems, opportunities and challenges in the energy sector.
IPPAN officials were assured that PM Shah would take move for smooth coordination among stakeholders including the line ministry and Nepal Electricity Authority so that problems facing energy sector would be resolved.
PM’s secretariat informed that discussion was held on energy development, private sectors’ investment in power production, promotion of entrepreneurship and industries and entire issues of national economy.
Other issues surfaced during the discussion were power purchase agreement, PPA facilitation, re-launch of pending project, problems on transmission line and grid access, simplification of acquiring land from forest area, facilitation for renewal of permit, and involvement of private sectors in power trade.
How the security and energy sectors could be ensured investment-friendly atmosphere were also dwelt on by them. IPPAN delegation was led by its senior vice chair Uttam Blon while PM Shah’s chief advisor Kumar Byanjankar and chief secretary and private secretary attended the meeting.

19- Govt committed to implementing reports of constitutional bodies: Minister Gautam
Kathmandu, July 10: Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, has said government is committed to implementing the recommendations furnished by the reports of the constitutional bodies.
During a discussion at National Assembly meeting on the report of the National Inclusion Commission for the fiscal year, 2081/82 today, Minister Gautam pledged enforcement of issues and suggestions given by the lawmakers on Commission’s reports. Minister Gautam was responding to lawmakers’ queries on behalf of Prime Minister Balendra Shah.
The Minister reminded that constitutional bodies are free from government and are responsible towards parliament. It is the first time the report of the constitutional commission discussed in the parliament though sub-committees of the parliament had such practices, according to her.
The lawmakers participating in the discussion earlier were Padam Bahadur Pariyar, Madan Kumari Shah, Prem Prasad Dangal, Mohammad Khalid, Tul Prasad Bishwakarma, Dharmendra Paswan, Suresh Kumar Ale Magar, Roshani Meche, Krishna Prasad Adhikari, Somnath Portel and Bishnu Bahadur Bishwakarma.

20- Preparations were made to take injured Nepali to India: Home Minister Gurung
Kathmandu, July 10: Home Minister Sudhan Gurung said government had made preparations for taking the injured Ganesh Nepali to India in a bid to save his life. But, it was impossible due to unstable health condition of Nepali as reported by the doctors, he added.
During his address to a session of the House of Representatives (HoR) today, the Home Minister informed that necessary arrangements were in place last night to medevac Nepali to Indian health institutions in coordination with India.
He made it clear that local and province governments are not led by the Rastriya Swatantra Party (RSP), the ruling party at the federal level. The wheel of Nepali’s motorcycle was locked by the Kathmandu Metropolitan Police, according to him.
Demanding time to speak during the meeting today, he said a five-member investigation committee coordinated by Deputy Inspector General of Police (DIG) Govinda Thapaliya was formed regarding the incident.
According to the Minister, five people from the Kathmandu Municipal Police were taken under control for further investigation into the incident on Thursday. Nepali had lost its life by setting himself on fire after some hours the metro police locked his motorcycle’s wheel for ‘the violation of traffic rules’. He later died in the hospital today.

Kirtipur (Kathmandu), July 10: A group of experts on international relations have gathered here to dwell on the knowledge production in China and South Asia. The discussion taking place at the International Relations and Diplomacy Department (IRD) of Tribhuvan University underlined that knowledge and discovery are the foundations of long-term development.
The event focused on regional dialogue on knowledge production was organized in collaboration with the IRD, Tribhuvan University and the Kathmandu Institute of Research and Consultancy (KIRC). The speakers said cooperation was imperative in the sector of knowledge and research.
A professor from the East Asia Studies Department at Delhi University, Dr Rajeev Ranjan, and a scholar from Sichuan University of China, Prasant Kumar BK, engaged in an insightful conversation on the geopolitics of South Asia and China.
Professor Ranjan emphasized that a diverse range of knowledge can significantly contribute to the growth of society, nations and international relations. A professor at TU’s IRD, Dr. Khadga KC, noted that both India and China have been making strategic investments to enhance knowledge production in this field.

23- Concerned lawmakers to be directly informed about progress of public concerns
Kathmandu, July 10: The government has implemented a system of directly informing the concerned lawmakers via telephone about progress made on the issues of public concerns and problems they raise in the parliament.
An arrangement is in place to this regard at the Office of the Prime Minister and Council of Ministers (OPMCM), which carries out weekly monitoring.
During a discussion with officials designated for coordination with different ministries at the OPMCM today, Prime Minister Balendra Shah’s political advisor Asim Shah urged the concerned ministries to work from today itself in order to settle the issues of public concerns raised in both Houses of federal parliament.
“The queries and problems raised by lawmakers regarding the citizens should not be limited to the practice of record keeping. So, the concerned ministries can work actively to resolve such problems so that lawmakers could be informed straight about the progress made on their concern,” he stressed.
According to Shah, the concerned ministries have to send the report of activities carried out over the issues put forth by the lawmakers at the OPMCM every week. The OPMCM would carry out its regular and in-depth monitoring.
The speakers and chief whips would also be informed about this provision, Shah stated, adding that the incumbent government would resolve all problems taking issues of public attention as the shared responsibilities of the government.
Similarly, Spokesperson at the OPMCM, Hem Raj Aryal, mentioned that the government had forwarded this arrangement to enhance its direct accountability to the citizens through parliament.
All the issues of public concerns surfaced during zero hour and special hour of the House of Representatives and the National Assembly would be addressed in a solution-oriented manner, he stressed.
There was no such systematic mechanism to inform the concerned lawmakers about implementation status of questions or problems after minister’s response, Spokesperson Aryal said, adding that the new move were being launched to institutionalize it.
The OPMCM would make overall review and monitoring after integrating reports submitted by the concerned ministries. Preparations are underway to develop an integrated record keeping system through the management information system for this purpose, it was shared.

24- 836 Nepali citizens rescued from Southeast Asia since March 27
Kathmandu, July 10: The government has said 836 Nepali citizens who had fallen victims to the online fraud were rescued from the border areas of Cambodia, Myanmar, Laos and Thailand in the Southeast Asia since the government assumed office on March 27, 2026.
During a regular press meet organized by the Ministry of Foreign Affairs on Friday, Ministry Spokesperson Lok Bahadur Poudel Chhetri said that among the rescued 709 were from Cambodia, 113 from Myanmar, eight from Laos and six from Thailand.
According to him, the Ministry continues coordinated initiatives to rescue Nepalis who have fallen victims to online scamming centres operating in the border areas of Cambodia, Myanmar, Laos and Thailand in the Southeast. Similarly, initiatives are underway to raise awareness on the matter.
Similarly, the Ministry held discussions with the authorities on waiving visa fees and fines for Nepalis overstaying abroad. It was done in response to the continuous request of the embassies.
This year, the Cambodian government has waived the fees for a total of 602 people. The government prepared separate strategies that aimed to implement effective economic diplomacy for 10 countries including India, China, the US, the UK, Australia, Japan, Germany, Belgium, South Korea and the UAE in the fiscal year, 2081/082 BS and for the remaining 10 countries for this year.
According to the Ministry, it is committed to ensuring passport services to Nepali citizens in a more convenient and effective way. It was further shared that the public submissions were sought regarding the proposed amendment to the Passport Act 2076 to make the relevant services in timely, reliable and technology-friendly.
An agreement of collaboration has already been signed with the Department of Postal Services to deliver printed passports to the concerned districts and area offices as early as possible. The agreement has been in effect since its signing.
The Ministry has initiated a process to allow the public to apply for a passport from a nearby district or area administration offices in line with the objective of providing people-friendly services, the Ministry Spokesperson added.

25- HoR approves proposal seeking consideration on ‘Rastriya Sewa Dal Bill’
Kathmandu, July 10: The House of Representatives (HoR) has approved a proposal that seeks consideration on the ‘Rastriya Sewa Dal Bill, 2083’.
The House of Representatives meeting unanimously endorsed the proposal tabled by Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, on behalf of Prime Minister Balendra Shah.
In response to the questions raised during the discussion, Minister Gautam made it clear that the Bill was not brought to militarize the country. He said the training given to students started as early as 2022 BS.
Minister Gautam added that the present Bill was brought to make the related act brought in 2027 BS further relevant. It aims to inculcate a sense of patriotism among students, Gautam argued.
Earlier, while participating in the discussion on the proposal, HoR Members Bikram Singh Thapa, Prakash Pathak, Rajiv Khatri, Janak Singh Dhami, Parashuram Tamang, Narendra Kumar Kerung, Sushil Khadka, Bharat Prasad Parajuli, Kriparam Rana, Pradip Bista, Shambhu Prasad Dhakal, Lima Adhikari Acharya, Gopal Sharma, Ganesh Bahadur Bishwakarma, Nitima Bhandari Karki, Ojaswi Sherchan, Lal Bikram Thapa, Krishna Hari Budhathoki, Ninu Kumari Karna, Shulav Kharel, Hari Prasad Bhusal, Sajida Khatun Siddiki, Ranju Neupane, Balawati Sharma, Badan Kumar Bhandari, Ganga Lakshmi Awal, Govinda Panthi had put forth their views.
Minister Gautam had also presented the 19th annual report of the Election Commission for the fiscal year, 2081/82 BS; the 8th annual report of the National Security Council, and the 18th annual report of the National Women’s Commission on behalf of Prime Minister Shah.

28- Minister Dr Timilsina directs Gorkhapatra, PSB to complete annual auditing on time
Kathmandu, July 10: Minister for Information and Communications Dr Bikram Timilsina, has directed the Gorkhapatra Sansthan and the Public Service Broadcasting (PSB) to ensure completion of their annual auditing by coming mid-January 2027.
Stating that delays in completing the auditing of public entities have caused sheer hindrances to fiscal discipline, service deliveries and budget implementation, the Minister urged them to prioritize the auditing issues so that the public media would be more accountable and systematic.
It has been reported that the annual auditing of both entities have been awaited for a couple of years. These have caused issues in the fiscal management for the organizations and in obtaining the grants and budget allocated by the government under various headings.
As the Gorkhapatra says, it has already proceeded with the auditing for the fiscal year 2080-81 BS. However, the , the State-owned news agency, has said that it has faced no such problems. It is said the organisation has ensured regular auditing from external sources and also prepared for internal auditing.
At a meeting, RSS General Manager Sandeep Rai informed that promoting fiscal discipline and transparency were among the organisation’s top priorities.
The Ministry held discussions with public media on Friday, focusing on their audit status. During the meeting, Minister Dr Timilsina called for prompt reforms to strengthen financial management and institutional governance.

29- Lumbini University approves budget, policies and programmes
Kathmandu, July 10: The Lumbini Buddhist University has approved budget, policies and programmes for the upcoming fiscal year, 2083/84. The budget of Rs 498.8 million was endorsed by the University.
A meeting held under the chairmanship of Minister for Education, Science and Technology and Pro-Chancellor of the University, Sashmit Pokharel, at Singha Durbar on Friday, underscored the need for advancing educational programmes that focus on Buddhist education, Buddhist philosophy and Buddhist studies as per its main objective.
Minister Pokharel directed the University to adopt necessary strategy so that it would be developed as centre for excellence for Buddhist studies at the national and international levels.
Vice-Chancellor Dr Manik Ratna Shakya informed that the university was currently catering education to 2,620 students and 54 educational programmes were being run by the University. It has eight affiliated colleges, while eight other were being run in collaboration. The number of international students studying at the University stands at 202.
Assistant Director at the University, Churamani Pokharel, said international cooperation was expanded with additional memorandums of understanding with the foreign universities and institutions- from China, Japan, India and Korea.
It was also shared during the meeting that the University had launched various programmes for economic and administrative reforms and increased internal income. The meeting was attended by the University Senate members, office bearers and representatives of concerned bodies.

30- SC stays investigation of ex-judge and military’s property
Kathmandu, July10: The Supreme Court issued an interim order, asking the Assets Investigation Commission not to probe into the property of former judges and ex-military persons.
A division bench of Justices Tek Prasad Dhungana and Shrikant Poudel ordered that no one should be compelled to submit asset details until the writ petition is heard in the full bench.
The Asset Investigation Commission has been directed to not forward the probe into submitted asset details and nor to recommend any legal action against anyone for now. Advocate Dr Premraj Silwal had filed a writ petition against the Commission.

31- Initiatives in place to reduce human-wildlife conflict: Minister Chaudhary
Kathmandu, July 10: Minister for Agriculture, Forest and Environment, Gita Chaudhary, has said the Ministry had prioritized the safety and relief to farmers and local communities affected by human-wildlife conflict.
In response to the lawmakers’ queries related to the Ministry in the National Assembly meeting on Friday, Minister Chaudhary informed that construction of necessary infrastructure along with prevention and protection programmes were given continuity to reduce human-wildlife conflict. “A budget of Rs. 411 million was allocated for the fiscal year, 2083/84 under the human-wildlife coexistence programme,” she said.
According to her, the budget would be utilized for constructing ponds and solar fences, creating grasslands, purchasing equipment related to wildlife handling and rescue and constructing mesh wire fences for the protection of agricultural land and construction of other infrastructures.
“Since the above programme will be executed in the buffer zone, it is legally mandatory to conduct training in the related community for capacity development, livelihood, conservation awareness as per the Buffer Zone Management Regulations, 2052,” she explained.
The Minister also said programmes to mitigate impacts of climate change were also in high priority.

32- FNNTE grieves death of Nepali from burns
Kathmandu, July 10: The Federation of Nepalese National Transport Entrepreneurs (FNNTE) has expressed its deep sorrow over the demise of ride-sharing motorcycle driver Ganesh Nepali who succumbed to burns from self-immolation.
In a press statement on Friday, Federation general secretary Deknath Gautam said they were alarmed by the reports of increased insurance premium, responsibility and fines in the transport sector, and drew the government’s attention towards that end.
It has demanded a fair investigation into the incident and proper compensation to the bereaved family.
Ganesh Nepali from Mugu district set him on fire by sprinkling petrol on his body at Tripureshor on Thursday afternoon. The incident allegedly took place after hours the Kathmandu Metro Police locked his motorcycle’s wheel for ‘the violation of traffic rules’. He later died in the hospital on Friday.
