Bailey Bridge installed over Lotikhola connecting Humla and Mugu

Adanchuli (Humla), July 27: The construction of a bailey bridge was completed over Lotikhola in Changkheli Rural Municipality in the district of Humla. The installation of the bailey bridge was completed at a cost of around Rs 50 million. Formal inauguration of the bridge would be held on Tuesday.

According to Naresh Raj Jaisi, Chief Engineer of the Infrastructure Development Office, the 42-metre-long bridge has three panels and three decks, and is situated 10 meters above the Karnali River.

With the completion of the bridge, the local communities in Mugu and Humla districts have largely benefitted, mostly during the rainy season.

As the water level receded during winter, the heavy vehicles used to cross the river without bridge, while a wooden bridge was built for the light vehicles. However, the people were forced to use hanging ropes (known as tuin) to cross the river after the flood in the river washed away in the monsoon.

The new bailey bridge has not only connected the two districts but also facilitated the mobility of people there to visit the headquarters of Changkheli Rural Municipality.

With the installation of the bailey bridge, the residents of three wards in the rural municipality will not have to use the tuin to cross the rivers for visiting the centre of the rural municipality, said Pyarilal Shahi, Chairperson of Changkheli Rural Municipality.

She expressed satisfaction for the timely construction of the bailey bridge thanks to the continuous efforts of the stakeholders.

The pilgrims visiting Kailash Mansarovar from Mugu, Jumla and other districts as well as the people visiting Rara Lake from Humla now won’t have to travel along Bajura district after the installation of the bailey bridge.

The Infrastructure Development Office under the Ministry of Physical Infrastructure and Urban Development of the Karnali Province constructed the project in a short span of five months following an agreement in December 2024.

Dry landslide obstructs Beni-Jomsom road section

Myagdi, July 27: The Beni-Jomsom road section that connects Mustang district to the national highway has been obstructed due to a dry landside occurred this morning.

Vehicular movement has come to a standstill following the dry landslide that took place at Ghoptebhir area, the border of Annapurna Rural Municipality in Myagdi district and Thasang Rural Municipality in Mustang district.

Efforts are underway to resume the traffic by clearing the landslide debris, said Tej Bahadur Kumal, the Chief of the Sapma Police Post, Ghansa. Following the road obstruction, the direct transport network of Mustang district has been disconnected.

Locals as well as tourists visiting Mustang district and returning from Mustang have been affected due to the road obstruction. People heading towards Mustang have been stopped at Kavre of Myagdi while those arriving Myagdi from Mustang at Ghansa.

Dhorpatan receives 23,000 tourists in a year

Galkot (Baglung), July 27: The number of tourists visiting Dhorpatan, Nepal’s only hunting reserve area, has been increasing annually.

According to the Dhorpatan Hunting Reserve Office in Baglung, the number of internal tourists here rose by 8,000 in a year.

Ranger Sagar Subedi of the Dhorpatan Hunting Reserve Office said that 23,692 tourists visited Dhorpatan in the fiscal year 2081/82 while such number was 15,573 in the previous fiscal year.

Among the visitors, only 12 were the citizens from the SAARC member states and 213 were the nationals from other countries while rest of them are the internal tourists.

Subedi further explained that rise in the tourist numbers is due to increased promotion of Dhorpatan and improved tourism infrastructures. He added that the increase in tourists has also boosted revenue.

Nepali tourists visiting Dhorpatan should pay Rs 100 as an entry fee.

More than two million rupees in revenue was collected from the entrance fees in the last fiscal year.

The growth in tourists is also due to popular trekking routes, said Subedi.

While foreign tourists come mainly for hunting, the domestic tourists have been visiting to explore the hunting reserve area, Dhorpatan Valley, Niseldhor, Dhorbarah Temple, Bukipatan, Jaljala, and other sites.

Ram Bahadur Gharti, operator of Dhorpatan Community Homestay, shared that about two dozens of hotels and homestays are now offering services to the visitors in Dhorpatan Valley, and tourists can conveniently reach the area buying tour packages too.

Yadav to receive this year’s Prakash Human Rights Award

Kathmandu, July 27: The Informal Sector Service Centre (INSEC) has decided to present this year’s ‘Prakash Human Rights Award’ to Sunil Kumar Yadav, the Coordinator of Chure and Forests Conservation Campaign.

INSEC Chairperson Dr Kundan Aryal shared that ‘Prakash Human Rights Award’ jury committee formed under coordination of founding Chairperson of INSEC, Sushil Pyakurel, took the decision to confer the award on Yadav.

Yadav, out of 40 candidates, was selected for the award for his continuous active role on the issue of Chure conservation and environmental rights since 2074 BS. He is a resident of Simraungadh Municipality-2 in Bara district.

The award carries a purse of Rs 50,000 and would be presented at a programme to be organised on the 33rd Prakash Memorial Day in Kathmandu on August 1. The INSEC presents the award every year in memory of its founding General-Secretary, Prakash Kafle.

State’s role crucial in journalists’ security, Chief Minister Kandel says

Karnali, July 27: Chief Minister of Karnali Province Government Yamlal Kandel has said that the role of the state was vital for the security of the media persons.

Addressing the Journalist Health Insurance Policy Handover programme organized by the Ministry of Internal Affairs and Law of Karnali Province today, the Chief Minister said journalism was not only a challenging job but a pillar for democracy.

“Journalism is always a profession to seek truth and sensitize public opinions. State’s concerns should be there for the security and protection of journalists who perform such a sensitive and touch duty,” the Chief Minister added.

He viewed that openness, mutual respect and cooperation between the state and media fraternity was essential.

The health insurance programme was the state’s realization towards journalists’ security and the commitment towards democratic norms and human rights, he stated.

The Karnali Province Government has offered health insurance policy for free to a total of 693 active journalists from the Karnali Province in partnership with the Federation of Nepali Journalists (FNJ) Karnali Province Committee. The insurance scheme is being implemented following an agreement between the Ministry of Internal Affairs and Law, and the National Insurance Company Limited.

As per the scheme, the insured journalists could receive the health care service of upto Rs 70,000 in a year.

Constitution amendment will be advanced, Minister Sudi says

Kathmandu, July 27: Leader of Janata Samajwadi Party and Minister for Women, Children and Senior Citizens Nawal Kishor Sah Sudi has said that the incumbent government will advance processes for the constitution amendment on the basis of its needs.

The constitution amendment will be taken ahead as per the aspirations and needs of all classes, regions and communities, Minister Sah told RSS correspondent Sushil Darnal in an interview.

Referring to the general opinions regarding the constitution amendment, Minister Sudi noted that everyone wants the amendment of the constitution.

“However, the constitution amendment is not just a demand of a political party. It is a demand of all classes and ethnic groups. The current government’s clear stance is that there must be the constitution amendment. We hope the government will advance the agenda as soon as possible. I have also been saying that the constitution should be amended to address the aspirations of the people.”

Asked about the major achievements of the Ministry of Women, Children and Senior Citizens in the past one year, Minister Sudi said the ministry was prioritizing accessible, quality and reliable service delivery system with topmost emphasis on the government’s policies and programmes. 

Likewise, he stated that much has been done in the areas of juvenile reform centres, Social Welfare Council and National Child Rights Council. Issues of people living with disabilities, sexual minorities, law formation, monitoring and regulations as well as the parts of coordination and facilitation on the national and international agendas under the scope of the ministry.

Minister Sudi shared that transformation of our society and culture has been one of the major challenges to build a civilized society based on women empowerment, entrepreneurship development and equality with respect and identity of children, senior citizens, disabled persons and gender and sexual minorities, adding that shared efforts of all three-tier government and development partners was needed to build a civilized society.

Responding to a query about reform and maintenance of children’s homes, he mentioned that maintenance and repair of four children’s homes, Bhaktapur, Morang, Kaski and Banke were completed adding that the government would run four children’s homes (Bhaktapur, Kaski, Morang and Banke) operating by UCEP Nepal in the current fiscal year. 

Similarly, construction of a building of children’s home at Dhakaltar in Tanahun has reached the final phase after announcing a multi-year tender, added the Minister.

Likewise, he said there is no lengthy and complex process for free air rescue of the pregnant women from the remote districts. In general, photocopy of citizen certificate of the women, referral letter from a local health institution and recommendation of the local level are required for the air rescue for the pregnant or new mother from the remote areas.

Minister Sudi opined that they have been providing services through ambulance and helicopter as per the need.

Minister Sudi noted that foreign aid amounting to Rs 61.97 billion was approved from the Social Welfare Council to work through different organizations and the performance of the social organizations has gradually been transparent in the recent days.

Based on the recommendation of the Project Facilitation Committee of INGOs, 50 project agreements and 28 general agreements were signed from the Council. However, there is a challenge in making the social organizations’ activities transparent, he viewed.

 Ensure transparent service delivery

Damauli, July 27: Minister for Federal Affairs and General Administration Bhagawati Neupane has said that the key priority of the government was to ensure good governance and, for this, the public institutions should provide public service delivery in a transparent manner.

During a meeting with the chiefs of the government offices based in Tanahun today, Minister Neupane directed the officials that the service recipients should not suffer while receiving public services. 

“We don’t have to fear if we have not worked against the laws. All should be ready to work as per the laws and provide accessible services to the people,” Minister Neupane stated.  

There should not be nepotism in public offices and the officials should work to give the assurance that service delivery is ensured in an accessible way and as guided by the laws, Minister Neupane added.

On the occasion, she also pledged not to misuse her position. 

She opined that bureaucracy is the backbone of the country’s development and added civil servants have crucial roles to strengthen federalism. 

Likewise, the Federal Affairs and General Administration Minister shared that the Federal Civil Service Bill will be passed from the ongoing House Session and most of the demands of the civil servants will be fulfilled once the Act is implemented.

Provide relief package to drought-hit farmers: NA Members

Kathmandu, July 27: The National Assembly (NA) Members have drawn the attention of the government to address the issues of farmers caused due to the longstanding drought in Tarai-Madhes and ensure provisions for timely supplies of fertilizers and seeds.

In today’s NA meeting, the lawmakers asked the government to immediately announce relief packages to the affected farmers. The MPs also urged the government to develop resilient infrastructures for disaster risk reduction.

CPN (Maoist Centre) lawmaker Jhakku Prasad Subedi urged the government to provide relief to the people affected from drinking water shortage and those hit-hard from shortage of irrigation facility.

Likewise, Dr Beduram Bhusal of CPN (Unified Socialist) said that Nepal should embrace climate change adaptation policies and reduce greenhouse emissions as the entire humanity was affected from the climate change impacts.  

Puja Chaudhary of Janata Samajwadi Party Nepal cautioned the government that the drought in the Tara-Madhes could result in reduced GDP of the country as farmers have not yet transplanted the paddy seedlings due to drought and lack of irrigation supplies.

MP Dr Anjan Shakya said access to fiscal services should be expanded among women and marginalized communities and stressed that Nepal should encourage the export-oriented industries for imports replacement.

Meanwhile, Nepali Congress lawmaker Kamaladevi Panta said the Chief Commissioner of Commission of Investigation of Abuse of Authority (CIAA) should make his views public as the Special Court stated that the CIAA’s investigation in regard to the procurement of the planes for the Nepal Airlines Corporation’s was a ‘selection bias’.  

She also expressed concerns to the deteriorating credibility of the crucial organs of the state.

NA meeting: Lawmakers draw government’s attention on various issues

Kathmandu, July 27: National Assembly (NA) members have drawn the attention of the government on various contemporary issues including the longstanding drought in Tarai.

During the NA meeting today, lawmaker Sabitri Malla asked the government to carry out necessary activities to provide relief to farmers from the drought-hit districts, as it would not be enough only by declaring the eight districts as the drought-hit area at a time when sources of water have dried up even in the rainy season.

Likewise, Ghanshyam Rokaya asked the ministers to make their property details public while Krishna Bahadur Rokaya asked the government to resume flights at Chaujahari Airport in Rukum Paschim as the airport is closed for six years.

Drawing the attention of the government, Padam Bahadur Pariyar demanded to rescue Sangita Thapa, a Nepali migrant worker based in Kuwait, as she is going through mental and physical torture by her employers.

Similarly, Rukmini Koirala drew government’s attention, saying around 35,000 bigha of land was encroached upon while constructing the Koshi embankment and bridge, adding that the Indian side did not compensate the affected ones as of now despite the commitment to provide compensation to the locals there.

Likewise, Shree Krishna Adhikari called for immediate investigations into the matter of a sudden removal of ‘cooling-off period’ provision in the Civil Service Bill.Meanwhile, the NA has sent the ‘Tourism Bill, 2081’ to the Legislation Management Committee for the clause-wise discussions. 

The proposal presented by Minister for Culture, Tourism and Civil Aviation, Badri Prasad Pandey, to send the Bill to the Committee was passed unanimously.

Earlier, NA Chairperson Narayan Prasad Dahal informed the NA about the letter received from the Office of the Prime Minister and Council of Ministers relating to the portfolio division of the members of Council of Ministers.

The NA will meet next on July 30.

NEPSE index drops by 18 points with transaction of Rs 26.5 billion

Kathmandu, July 27: The Nepal Stock Exchange (NEPSE) index has seen a double-digit decline, with the transaction amount surpassing Rs 26.5 billion. The NEPSE index decreased by 18.44 points, settling at 2,964.20. Today, a total of 50.86 million shares of 323 companies were traded 203,658 times.

Today’s trading amount is the highest in nearly 11 months. The shares of the development bank group increased by 1.23 per cent, production and processing group by 0.08 per cent, mutual funds by 0.39 per cent, and trade group by 1.44 per cent, while the indicators of all other groups have decreased. The shares of the banking sector decreased by 0.71 per cent, finance by 1.99 per cent, hotels and tourism by 1.79 per cent, hydropower by 0.09 per cent, investment by 1.66 per cent, life insurance by 1.35 per cent, non-life insurance group by 0.67 per cent, and other groups by 0.86 per cent.

In today’s trading, the shares of Samata Microfinance Financial Institution Limited and Trade Tower Limited have experienced a positive circuit. The stock price of Narayani Development Bank Limited has decreased the most, by 6.34 percent. In terms of transaction amount, the highest trading today has been of Shivam Cement Limited, amounting to Rs 1.20 billion.
