Country marks Republic Day today; President extends greetings

Kathmandu, May 29: The 19th Republic Day is being celebrated by organizing various programmes across the country today. The first meeting of the Constituent Assembly had declared Nepal a Federal Democratic Republic on 15 Jestha 2065 BS (28 May 2008). The Republic Day is marked in commemoration of this very day. The announcement of the federal republic not only formally abolished monarchy in the country but also paved ways for a shift in the governance — from the unitary to the federal system.

On this occasion, President Ramchandra Paudel stated that achieving the goals of good governance, development, and prosperity is today’s national need, which can be accomplished by strengthening an accountable and people-oriented public service through the medium of the federal democratic republican form of governance.

In his message on the occasion of the Republic Day today, the President has called for cooperation among all layers of government, private sector and civil society to achieve social justice, economic prosperity and inclusive development as envisaged by the constitution.

The President has urged all political parties, civil society and all other stakeholders to contribute from their respective areas to develop a well-cultured and prosperous society by achieving a sustainable, wider and judicious economic growth while upholding Nepal’s independence, sovereignty, territorial integrity, national unity, national interests and pride.

President Paudel has also praised the contributions of all who participated in the movement waged for the establishment of the republican system and has extended heartfelt condolences to all known and unknown martyrs who sacrificed their lives for this cause. 

02-       Foreign Minister Khanal, US Under Secretary of State Allison Hooker hold telephone conversation

Kathmandu, May 29: Minister for Foreign Affairs Shisir Khanal held a telephone conversation with Under Secretary of State for Political Affairs of the United States of America Allison Hooker on Thursday evening.

During the conversation, the Under Secretary of State conveyed the US Government’s commitment to work closely with Nepal, according to the Ministry of Foreign Affairs.

The Ministry stated that Foreign Minister Khanal and the Under Secretary of State Allison discussed the eight-decade-long relations between Nepal and the United States and reaffirmed their commitment to further strengthening cooperation at bilateral and multilateral levels for mutual benefit.

Likewise, Minister Khanal expressed gratitude on behalf of Nepal to the US Government for the continued cooperation in Nepal’s overall development.

Minister Khanal also shared with the Under Secretary of State the priorities of Nepal for good governance and economic growth through investments in infrastructure, energy, tourism and digital technology.

Under Secretary Allison appreciated Nepal’s priority of national development and affirmed US support in the process, according to the Ministry.

03-       Possibility of rain in different parts of country today

Kathmandu, May 29: Nepal is under the influence of westerly wind and local winds, along with a low-pressure area located near the eastern part, resulting in the possibility of rain, lightning and storms in different parts of the country today.

The Weather Forecasting Division of the Department of Hydrology and Meteorology stated that the weather is generally cloudy in hilly and Himalayan parts of the country, and partly cloudy in Tarai region.

Likewise, rainfall coupled with thunder is happening in some places of Koshi, Bagmati, Gandaki, Karnali and Sudurpaschim provinces now.

Generally cloudy conditions are likely throughout the country this afternoon.

There is a possibility of moderate rainfall accompanied by thunder at a few places of the Himalayan and hilly parts of Gandaki, Lumbini, Karnali and Sudurpashchim provinces, and at one or two places in the Tarai region of Koshi and Bagmati provinces including Madhesh province. There is also a possibility of gusty winds at a few places in the Tarai and hilly regions of Sudurpaschim, Karnali and Lumbini provinces.

Likewise, the weather is likely to remain generally cloudy in hilly and Himalayan regions of Lumbini and Sudurpaschim provinces and partly cloudy in other provinces.

There is a possibility of moderate rainfall accompanied by thunder at a few places of Koshi, Gandaki, Bagmati, Lumbini, Karnali and Sudurpashchim provinces including the remaining Himalayan and hilly regions, and at one or two places in the Tarai region of Koshi, Bagmati and Gandaki provinces including Madhesh Province.

04-       Vice President Yadav, NA Chairman Dahal, former President Bhandari call for strengthening republican spirits

Kathmandu, May 29: Vice President Ramsahay Prasad Yadav has pointed out the need to move ahead with a firm determination to further enliven our democracy on the basis of liberal ideals, inclusiveness, equality and justice.

In his message today on the occasion of the Republic Day, the Vice President said the main spirit of the republican system is to discharge duty by the people’s representatives for people, and added that our federal democratic republic system will be efficient, robust and live if we could move ahead by internalizing the rights and duties given by the constitution.

The Republic Day is not only a celebration for us but an opportunity for self-assessment, according to the Vice President.

Vice President Yadav has observed that the republican system could not be robust without active participation of marginalized, suppressed and oppressed communities.

Likewise, National Assembly Chairman Narayan Prasad Dahal has said that a prosperous republican system is an option to the republic.

In his message of best wishes today, the NA Chairman has extended best wishes to all Nepalis at home and abroad and has added that we should advance firmly on good governance to build the socialism-oriented economy as enshrined by the constitution.

Dahal has termed the declaration of the republican system in Nepal as a historical achievement of our political consciousness, democratic aspirations and Nepali people’s sovereign rights.

Similarly, former President Bidya Devi Bhandari has urged one and all to remain firm to make the norms and values of the democratic republic more mature and result-oriented.

In her message on this day today, Bhandari has appealed to all to unite to build a self-reliant economy while maintaining the nation’s independence, national unity and territorial integrity. She has shared that good governance, economic prosperity and social justice should be our national goals.

Former President Bhandari has recalled this day as the prideful and unforgettable moment in Nepal’s political history.

In their separate messages, Vice President Yadav, National Assembly Chairman Dahal and former President Bhandari have extended heartfelt condolences to all known and unknown martyrs who sacrificed their lives for the cause of the republican system.

05-       Sagarmatha Day being marked today

Kathmandu, May 29: The International Sagarmatha (Mt. Everest) Day is being celebrated today with different programmes.

This day is marked on May 29 every year to commemorate the first ascent to Mt. Sagarmatha by New Zealand’s Edmund Hilary and Nepal’s Tenzing Norge Sherpa. The world’s tallest peak is a symbol of Nepal’s national pride, tourism development and international identity.

Different government organizations, tourism entrepreneurs, mountaineering agencies and local levels have organized programmes on mountain tourism, safe tourism, environment conservation and related issues.

The stakeholders have called for providing top priority to conservation measures of mountains as the impacts of climate change have been visible in recent years.

For Nepal, mountain tourism is a major basis for the economy, employment generation and foreign exchange income.

06-       Republic a great inspiration for nation building, President Paudel says

Kathmandu, May 29: President Ramchandra Paudel has said that the republican system has offered us an opportunity to move ahead by being united for a prosperous future and to ensure our entire political rights.

Addressing a special function organized at Tundikhel today, the President stated that the republican system has connected the people to each other and has also inspired us to build a shared nation. “This has offered ownership to one’s ethnicity, language, religion, community, civilization and land. So, this is a great inspiration for us for nation building,” President Paudel added.  

Likewise, the President stated the generation’s expectations are not met only from the changes in the political system and governance structure, adding that there should be changes in the character of the state regime, political integrity and values too. “Otherwise, behaviour doesn’t support the political transformation.”  

In his speech, the President said that political integrity, norms and values should be followed to safeguard the republican values and make it more prosperous.

“It carries own norms and values, and moral boundaries. We cannot fulfill the responsibility of history by keeping such boundaries away,” the President added.

Stating that a strong government has been formed after the successful elections to the House of Representatives (HoR) in the changed political context in the country, President Paudel called for good governance, reforms in public service delivery, economic revitalization, zero tolerance against corruption and social progress as per the people’s aspirations.

Likewise, the President argued that redtapism, irregularities and malpractices were the major enemies of the present time and stated that citizens with wonderful dreams of the democratic republic should not be made disappointed from such malpractices.

President Paudel shared that citizens were looking for prosperity and this could happen only from the maximum use of our resources.  

In his speech, the President made key focus on political stability, development, economic prosperity, shift in politicians’ behaviours, our governing style and a fully competitive, judicious and effective operation of our political parties and people’s representative institutions.

07-       President Paudel attends Republic Day special ceremony

            Kathmandu, May 29: President Ramchandra Paudel has attended a special ceremony organised at Tundikhel on the occasion of the Republic Day today.

            A contingent of the Nepali Army presented a guard of honour to the Head of the State in the ceremony.

            A Nepali Army helicopter displayed a banner reading ‘Republic Day 2083’ and showered flower petals from the air.

            Similarly, a national flag was hoisted as well as pigeons were released wishing for peace.

            A march-past was also performed by Nepali Army, Nepal Police, Armed Police Force Nepal and Kathmandu Metropolitan Police Force. 

            Likewise, processions showcasing country’s original art and culture were presented by different local level governments of Kathmandu Valley on the occasion.

            Vice-President Ram Sahay Prasad Yadav, Prime Minister and Chair of Republic Day Main Function Committee, Balendra Shah, Chief Justice Dr Manoj Kumar Sharma, Speaker Dol Prasad Aryal and National Assembly Chairperson Narayan Prasad Dahal joined the celebration.

            Similarly, Ministers, Deputy-Speaker, NA Vice-Chairperson, lawmakers, chiefs and office-bearers of constitutional bodies, head and office-bearers of diplomatic missions in Nepal and civil service employees are present at the programme.

08-       ‘Concentrate our efforts for building inclusive and dignified nation’

            Kathmandu, May 29: Nepali Congress (NC) President Gagan Thapa has said that Nepal could be transformed into an inclusive, dignified, happy and prosperous nation through institutional improvements of the federal democratic republic governance system.

            In a message delivered on the Republic Day today, he expressed the confidence that the day would isntill new enthusiasm and inspiration among all Nepali in the shared journey of a just and equity-based society enabled with democratic values, norms and culture.

            He recalled the historical proclamation of transforming Nepal to the federal democratic republic from the first meeting of the epochal Constituent Assembly following the 2006 People’s Uprising as an outcome of the struggle and devotion of the Nepali people.

            Likewise, NC parliamentary party leader, Bhishma Raj Angdembe while defining republic as a symbol of the sovereign rights of the Nepali people asserted that it has no alternative.

09-       ‘Build national cooperation mending political differences’

            Kathmandu, May 29: Coordinator of the Nepali Communist Party, Pushpa Kamal Dahal ‘Prachanda’ has empathized on building national cooperation rising above political differences. 

            In a message of best wishes on the occasion of the Republic Day today, former Prime Minister Dahal argued safeguarding the federal democratic republic is the first and foremost responsibility of the Nepali people.

            He called for broader unity among the people towards building prosperous, just and self-sufficient Nepal by safeguarding the achievements gained through people’s arduous struggle.

            Coordinator Dahal underscored shared understanding among all political forces and citizens to steer ahead the country towards political stability, good governance, social justice and economic prosperity.

10-       Budget to focus on good governance and economic revitalization

            Kathmandu, May 29: Minister for Finance Dr Swarnim Wagle is presenting the Executive Budget Proposal for the upcoming fiscal year, 2083/84 in the joint meeting of federal parliament today.

            As per the constitutional provision of unveiling the national budget in the parliament on Jestha 15, the estimates of annual income and expenditure of the government are to be presented in the joint session this afternoon.

            Laying emphasis on revitalizing the economy, boosting up confidence of the private sector, increasing capital spending and expanding employment opportunities, the government is preparing to unveil the budget presumably from Rs 1890 to Rs 2000 billion, a senior official at the Finance Minster stated.

            The official added the budget would focus on promoting good governance and economic revitalization.

            It may be noted that the National Planning Commission had set the budget ceiling of Rs 1890 billion for the upcoming fiscal year.

            Considering difficulty to prepare the budget within the limits set by the NPC, the National Revenue Estimates Committee had increased the ceiling upon the government’s request for review.

            It is reported that the budget was prepared based on the government’s 100-point action plan for governance reform, government policies and programmes, and the priorities and principles of the Appropriation Bill presented in parliament.

            It is stated that inputs and deliberations made by lawmakers in both Houses of the Federal Parliament, the government’s good governance roadmap, economic reforms, production boost and service delivery were placed at the centre of the budget.

            Discussions indicate that the budget will include increase in the government employee salary, review of some tax rates, industry-business-friendly policies, and programmes to encourage productive sectors.

            Priority has been given to information technology, small and medium enterprises, and investment promotion, it is shared.

11-       Safeguarding of republic achievements stressed

            Kathmandu, May 29: Chairperson of the CPN (UML), KP Sharma Oli has stressed on safeguarding of achievements of the republic.

            In a message of best wishes on the occasion of the Republic Day today, Chair Oli opined that running the state through democratic institutions and structures is the significant achievement of the republic.

            He described presence of local governments, expansion of citizens’ access to state resources, increase in representation of women, Dalit, Madhes and backward communities, civil liberties, digital access to services and road-communication expansion are key achievements of the republic.

            Nepali people had to struggle for more than seven decades to achieve republic rights, Chair Oli underlined, recalling  thousands of seniors had to sacrifice their lives, many had to stay in prison for long, torture to get freedom of speech and expression, the message reads.
