Chairman Upendra Yadav bats for formation of experts’ team to amend constitution
Kathmandu, June 20: Chairman of Janata Samajwadi Party (JSP) Upendra Yadav has said that constitution should be amended based on the suggestions offered by a team of experts.
“There is a need for amendment to the constitution for its better mileage. So, we should form a team of experts first for the constitution’s amendment. Constitution should be amended on the basis of recommendations given by that team,” Yadav told the RSS.
He argued that the government was reluctant to amend the constitution. “The issue of amendment was raised since the time of the constitution’s promulgation. But, this has been merely a talk. No issue is raised about the contents for amendment. It is not known the goal for constitution’s amendment,” Chairman Yadav added.
Yadav was of the view that electoral system should be the first priority of amendment to the constitution adding that existing electoral system was too expensive for our country. “The current electoral system ruins the nation,” he claimed.
The next is amendment to the form of governance, he shared.
Chairman Yadav said that the directly-elected executive presidential system should be our form of governance and the president should pick the cabinet members from among the experts.
He viewed that the parliament should formulate laws and carry out monitoring like parliamentary businesses. “The government and parliament should be separated,” Yadav stated.
Similarly, Yadav shared that the exercise of judiciary should be reviewed to end red-tapism there and empower it by providing enough resources.
Yadav stated that the local level should be brought under the scope of province government and the province should be made more powerful through constitution’s amendment.
The JSP Chairman claimed that the entire population has not taken ownership of the constitution though it consists of some crucial issues. “Some of the crucial issues of the constitution have not been implemented including federalism itself,” he opined. This is due to centralized and unitary mindset of some stakeholders, according to Yadav.
Federalism will not be implemented by unbuckling resources and powers from the centre, he added. “Neither there is a law nor a bureaucratic setup to implement federalism. Also there is a dearth of means and resources. How does a province government function under such a circumstance? The issue of special zone written in the constitution is also not implemented,” Chairman Yadav expressed his rues.
Regarding the demands of Madhesi community, leader Yadav said that equal participation in all state organs on the basis of population was the key demand of Madhesi community.
Likewise, he stressed the need for adopting meritocracy in all bodies of the state to bring about changes to people’s life.
On controlling youth drain, Yadav suggested that the state should run industries to create jobs and agriculture development should be prioritized along with assurance for good governance.
He also suggested the major political parties to work for ensuring good governance and asking them to practice ethical and value-based politics.
Similarly, he called for massive changes in the existing model of education and said that our education system should suit the changing context to enable people and make them efficient.
Likewise, agriculture and tourism are the two other areas that need serious interventions for the nation’s prosperity, he viewed. Moreover, we need to develop more energy to make Nepal a prosperous country in the world, Chairman Yadav said.
