Kathmandu, June 14: Foreign Minister Shishir Khanal has left for Beijing today on a four-day official visit to China at the invitation of Chinese Foreign Minister Wang Yi.
According to the Ministry of Foreign Affairs, during his stay in China, Minister Khanal will hold bilateral talks with his counterpart Wang regarding strengthening Nepal-China relations and mutual cooperation. In addition, he will also hold various meetings with high officials of China.
Minister Khanal will participate in the investment conference organized by the Nepali Embassy in Beijing with the aim of attracting foreign investment into the country.
The embassy will host a reception in honor of Foreign Minister Khanal. He will interact with the Nepali community during the ceremony.
Minister Khanal is scheduled to return home on June 17.

05- World Blood Donor Day being observed across globe
Kathmandu, June 14: The World Blood Donor Day, observed annually on June 14, serves to honour the invaluable contributions of voluntary, unpaid blood donors who play a critical role in saving lives.
This year’s theme, “One Drop of Humanity; Donate Blood; Save Lives” emphasizes the humanitarian aspect of blood donation, reflecting a pious deed- solidarity and shared responsibility towards humanity.
The campaign highlights that each donation is not merely a medical act but a profound expression of compassion that nurtures bodies among community people. Despite advancements in blood safety and testing, many countries, particularly in low- and middle-income regions, continue to face challenges related to blood shortages and unequal access to safe blood products, WHO said.
According to WHO, the objectives of this year’s initiative include promoting sustained growth in regular blood donations, raising awareness about the importance of blood and plasma donation and encouraging governments and organizations to invest in national blood programmes.
The main goal is to ensure universal access to safe blood transfusions, reinforcing the idea that safe blood should be available to everyone in need.

06- Woman killed in tusker attack in Jhapa
Surunga (Jhapa), June 14: A woman has succumbed to injuries after being attacked by an elephant in Mechinagar of Jhapa district. Police Inspector from the District Police Office, Bijay Chauhan, informed that 62-year-old Padma Paudel, a resident of Mechinagar Municipality-4, was the victim of the incident.
The attack occurred while she was leaving her home this morning. She was trampled by the elephant, leading to her death on the spot. Paudel’s dead body have been taken to Mechi Provincial Hospital for postmortem.

07- Man arrested with 21-kg marijuana
Siraha, June 14: A person was arrested with 21-kg of marijuana from Sukhipur market of Sukhipur Municipality-8 in the district on Saturday.
According to the Information Officer of District Police Office, Ramesh Bahadur Pal, the arrested one was Umesh Kumar Magar of Dhangadhimai Municipality-14.
The police team mobilized from the Narcotics Control Bureau found a significant amount of marijuana during a check. Magar was ferrying the contraband on a motorcycle.

08- UML launches ‘Mission Awakening’ for local and provincial elections
Kathmandu, June 14: The CPN (UML) has launched a ‘Mission Awakening’, targeting the local and provincial elections. Central members have been mobilized under the campaign.
Chief of the publicity and publication department of the party, Niraj Acharya, informed that the UML was going to conduct the campaign to woo voters in party’s favour in the upcoming elections.
In order to improve relations with the people, UML recently forwarded the policy of six mantras focusing party’s link to people- ‘go to people’, ‘listen to people’, ‘be popular among people’, ‘mobilize people’s organizations’, ‘internalize essence of party’s guiding principle (peoples multiparty democracy)’ and ‘prepare a qualified and capable leadership who can secure victory at every level’. Even the details of the action plan as per six mantras have been circulated to party line, according to Acharya.

09- NC President Thapa calls for exercising politics as means of service
Kathmandu, June 14: Nepali Congress (NC) President Gagan Kumar Thapa has said transforming politics as a symbol and means of serving the citizens is the need of hour.
Speaking at a programme organised by the Kathmandu Metropolis ward-8 to honour the people contributing to the social service, president Thapa was of the view that social service would contribute to reinforcing democracy.
On the occasion, former Vice President Paramananda Jha was honoured. On the occasion, Jha said the local government is the body to address the locals’ issues.
On the occasion, 70 people who included representatives from literature, art, sports, government services, health, entrepreneurship and other the senior citizens were honoured.

10- Ghimire elected Lumbini Province president of RSP
Ghorahi (Dang), June 14: The Rastriya Swatantra Party (RSP) has elected Shalikram Ghimire as party president for Lumbini Province.
Voting was held for the election of province president where Ghimire collected 199 votes, which did not make up 51 percent of the vote turnout, leading to second round of voting.
There were six candidates in fray for the province president of RSP.
Once the second round of voting kicked off, rival Gopal Ghimire supported Shalikram, ensuring the latter’s victory, according to chief election officer Gokul Sapkota.
In the first round of voting, Gopal Ghimire got 87 votes, while Ganesh Paudel 84 votes, Dr Raj Kumar Subedi 80 votes, Manju Bhusal 71 votes and Madhu Aryal 19 votes.
Total vote turnout in the election held last night was 552.

11- ‘Research prerequisite for development, good governance’
Kathmandu, June 14: Research experts have said academic research contributes to the development of education, supports country’s sustainable development and promotes establishment of good governance and transparency.
In a two-day national conference of researchers held in Bhaktapur, the experts further argued research on multifarious issues such as education, health, agriculture, society, service delivery, technology and environment help identify existing gaps and challenges in the given fields. They also viewed the academic rigour further helpful to address problems.
The event was organised jointly by the Nepal Philosophical Research Center (NPRC) and the Researchers’ Society.
According to the area experts, such initiatives are capable of guiding the government entities, private and all the stakeholders concerned to pursue appropriate policies, implement need-based programmes and make informed and evidence-based decisions. Building an atmosphere conducive to research is imperative.
In their observation, the pace of country’s socio-economic development will accelerate provided that scientific and evidence-based researches are prioritized.
Senior researcher Dr Dasharath Neupane, Dr Janardan Ghimire, NPRC Chair Dr Tej Bahadur Karki, NPRC Research director Dr Deepak Mahat, NPRC founder Dr Krishna Prasad Dhita, Atharva Business College principal Dr Hiralal Shrestha, Dr Maheshwor Prasad Yadav, Dr Mala Kharel, and Dr Lata Ghimire were among those addressing the concluding session of the conference.
Dr Ghimire expressed his concern that various researches on irregularities within the State, national necessities and other relevant topics were gathering dust in libraries. He suggested the State that it reaped benefits from the academic investigation.
According to Dr Mahat, the nations which that have accorded much priority to the research have experienced speedy developments.
The event was attended by over 50 PhD and Post Doctor degree holders from multiple universities.

12- Foreign Minister Khanal in Beijing
Kathmandu, June 14: Foreign Minister Shisir Khanal has reached Beijing on a four-day visit to China at the cordial invitation of Wang Yi, Member of the Political Bureau of the Central Committee of the Communist Party of China and Minister of Foreign Affairs of China.
Khanal had left here for China last night.
According to the Nepali Embassy in Beijing, the Minister landed in Beijing this afternoon as per the local time.
At Beijing Airport, he was received by Deputy Chief of Mission at Nepali Embassy in Beijing, Roshan Khanal, and officials from the China’s Ministry of Foreign Affairs.
According to the Ministry of Foreign Affairs, the Minister will hold bilateral talks with his Chinese counterpart Wang Yi in Beijing and discuss matters of mutual interest for further strengthening Nepal-China relations and advancing deeper cooperation. The Minister will also meet high-level dignitaries of the People’s Republic of China.
The Embassy of Nepal in Beijing is hosting a welcome reception in his honour this evening. The Minister is also scheduled to interact with the Nepali Community there.
During the visit, the Minister participates in the Investment Conference to be organized by the Embassy of Nepal in Beijing which is aimed at promoting foreign investment in Nepal.
Interaction with the Chinese business community is also in the schedule. The Minister is returning home on June 17.

13- Inclusive cluster has two-thirds representation in civil service: Chair Regmi
Kathmandu, June 14: The Public Service Commission (PSC) has been selecting competent human resources required for public service. Qualification, impartiality and competition are prerequisites to enroll candidates for public/government services, to which PSC is the responsible body for taking exams and recommending right persons.
PSC is therefore regarded as a foundational pillar for good governance, inclusion and professional civil service.
The constitutional body is celebrating its 76th anniversary tomorrow, June 15 (Asar1). In this connection, PSC chair Madhav Prasad Regmi shared his experience, and achievement of PSC with transparent, credible and modern approaches to make Nepal’s public administration further effective.
The following is the chair Regmi’s opinion prepared on the basis of an interview he gave to RSS correspondent, Bhishma Raj Ojha-
The constitutions Nepal promulgated so far have incorporated PSC. It was established on Asar 1, 2008BS as per Interim Constitution, 2007BS. PSC is given responsibility for fulfilling the civil employees required for state affairs.
Current constitution has given a broader mandate to PSC, for it is now providing additional services- consultation and conduct of exam and result announcement- to fulfill the vacancies in as many as 74 organized institutions including four security bodies. It provided consultation to total 108 organized institutions’ regulations. We have PSC representatives at 107 institutions so far.
Following the adoption of federal system, there are provincial PSCs which fulfill vacancies in the respective provinces and local governments. PSC central office and its subordinates combined make up 14 offices across the country.
The complaints of insufficient employees at sub-national governments might have come because the Province PSCs are in the initial phase and perhaps for not pushing demand. For addressing the complaints and other challenges, the province and local levels can forward demands as per quota in a transparent manner.
Currently, there are some 150 thousand civil employees combined from three tiers of government. However, a report was furnished earlier for 32,000 quotas of employees at federal level, 22,000 at province and 45,000 at local level.
The regular fulfillment of vacancies at province might have been stalled also because of numerous employees taken in contract and on daily wage basis in addition to temporary ones.
PSC has made a stride in examination system with an online form fill out service, wiping out the hassles of standing in line and PSC recruitment management system in place. Adoption of digital and online system has ensured rapid change and convenience services.
However, the state institution should not hurry- without adequate preparation- to adopt full digital transformation for development. Lack of adequate preparation may sometime pose risk.
Over 26,000 employees have been selected through inclusive cluster. Similarly, additional cluster of inclusion has ensured entry of 11,000 others (from open competition). The inclusion represents country’s ethnic origin, class, region, geography. Although the inclusion provision was said to be revised in 10 years as per constitutional mandate, it is not revised so far.
The number of people applying for public service jobs is growing every year. PSC is at work to bring reform in the recruitment process. However, similar standard adopted for candidates of different levels has created problem in maintaining uniformity in evaluation.
Last year, as many as 90,000 persons had filled out forms for pre-qualification test at fourth level, while 60,000 appeared the exams and 20,000 made through it.
PSC exams are conducted in various places through its 14 offices across the country. The public service recruitment body is for launching preliminary exams (pre-qualification test) even to the kharidar and nayab subba posts as done to the officer post.
PSC paragon of competence, impartially and fairness
PSC is a paragon body of competence, impartially and fairness. Reform is continuous at PSC. Even the curriculums are being updated to make exam system timely. In order for the employees to excel in service, they are being encouraged to take exam in the groups/services of related expertise.
The exams are held on ‘assessment centre methodology’. However, PSC’s test of an individual is 10 percent which is called ‘iceberg model’. PSC has been fulfilling vacant posts based on universal test method and studies. Therefore, entire perspective of candidates can not be projected.
The irregularities of civil employees can be influenced based on their background, organizational culture and perspectives. So moral education is imperative at people’s families to discourage irregularities at service.
PSC strictly adheres to its annual exam calendar, but if any organized institution does not explicitly send the list of vacant posts, PSC is not aware of such issues. Once the government institutions request for fulfillment of posts then PSC forwards the process. However, the process lengthens in case of crisis, election time and pandemic.
I call the youths to join public service, proving themselves competent because it is the best career space and opportunity to serve nation. However, languishing with unrelenting abortive efforts for PSC exams is not wise option either. There are a lot of other options as well.
